Are We Really Living in the Everglades? St Lucie River/Indian River Lagoon

Today our St Lucie River/Indian River Lagoon Region is referred to as the “Northern Everglades,” back then, it was all the “Everglades”….

Today’s historic photos were shared because of my last two days of blogging featuring my brother Todd’s flying video showing where the dreaded C-44 canal entered the South Fork of the St Lucie River in 1923 connected from Lake Okeechobee.

Alice Luckhardt, friend and local historian, has been trying to figure out where the Everglades actually “started” in Martin County as she is writing a history of Martin County’s infamous Ashley Gang. (They used to hide out in the Everglades.)  Alice’s Leslie’s New World Atlas 1920s map, the second from the top of this page,  kind of makes Martin County “look” pretty dry….as do the other two maps shared by my mother…

Viewed closely,  the old maps show different “Everglades” boarders as seen most clearly in the 1949 Everglades Drainage District map at the top of this page. This map comes from my mother’s files and she notes that it shows “Township 40, Range 39, in Martin “in” the Everglades….

So what determines “the Everglades?”

Of that I am not certain but in my mind it is a swamp. But swamps in Florida “come and go” with the rains. Also the Everglades has many different faces/landscapes that are part of a greater whole–different kinds of micro environments like pine forest, hardwood hammocks, mangroves forests, endless sawgrass prairies, tall ancient cypress forests, marshlands, wetlands, ponds, some higher ridges separating rivulets and standing water, little creeks that come and go, shallow clean fresh water flowing ever so slowly across white sugar sands…Aggg! Did I just say that! 🙂

So anyway, I then went to the US Government maps my brother showed me awhile back and here one can see the “little ponds “of the Everglades right there in Stuart, Jensen Beach, and of course in what is today’s Palm City. They were in today’s St Lucie County too. Wouldn’t this be the “everglades?”

In fact, when I was a kid, there was a large pond near our family home on East Ocean Boulevard across from today’s Fresh Market. Now it’s gone…and the road goes through…”They” moved it….

I think we have really moved just about “everything.” Nonetheless, that doesn’t mean we can’t put some of it back, or start draining and saving water in a new way. Studying old maps and aerials is a good place to start!

I share a video today that I believe to be my most “insightful” blog post since I began writing in 2013. The video above by my brother, Todd, who is an expert in historic map overlays merged with images from today’s Google Earth, communicates and educates in a manner no one map or document could do independently.

The video’s journey shows exactly where the C-44 canal was connected to the South Fork of the St Lucie River.  An historic Hanson Grant map reveals the “Halpatiokee River, meaning “alligator river;” with a basis in multiple Indian languages. Because the St Lucie Inlet was not opened, the forks and river were “fresh,” thus alligators lived there. Then flying over a 1910 plat map of St Lucie Inlet Farms,  you will see the South Fork of the St Lucie River mapped out. As the image changes over “time” you will see the construction of the C-44 canal, and how it was built right through the middle of South Fork’s north-western prong. In fact, those prongs today on the northerly side, are “gone” as sections 32 and 33 show. Those lands today are agriculture fields. As the journey continues, in the developed areas of St Lucie Farms you will see a very large lake “disappear” near section  25. I find all of this fascinating and kind of depressing… My brother said it best: “Wealth created at the expense of the environment…” Maybe we could create more wealth today going in the opposite direction?

The canal was built by the Everglades Flood Control District and later the Army Corp of Engineers, at the request of the state of Florida and Stuart Chamber of Commerce head Capt. Stanley Kitching and other “leaders.” (From conversation with historian Sandra Thurlow).

According to the Department of Environmental Protection’s Eco-Summary from 2000, the C-44 canal was begun in 1916 and completed in 1924. The document states:

“Next to the permanent opening of the St Lucie Inlet which changed the St Lucie River from a freshwater river to a brackish estuary, the construction of the C-44 has had the greatest impact on the St Lucie Estuary….Records show people have been complaining since the 1950s and there are numerous problem associated with the C-44 Canal…

UThe article discusses the prevalence of fish lesions due to too much fresh water, sediment smothering benthic communities, seagrass destruction, and the continued heavy nutrient and pesticide loading from agriculture and development in light of a tremendously enlarged basin coupled with massive periodic releases from Lake Okeechobee.   (http://www.dep.state.fl.us/southeast/ecosum/ecosums/C-44%20Canal%20.pdf)

The DEP  Eco Summary also states:  The canal..“was originally designed to enter Manatee Pocket instead of the South Fork of the St Lucie River.

Hmmm?

IInteresting isn’t it… to ponder what would have been different if the canal had gone through the Manatee Pocket instead? Certainly the St Lucie River would have been spared but the Pocket, near shore reefs, and inlet surrounding perhaps full of even more contaminated silt and high impact nutrients. Best of all the canal would have never been built but that reality we cannot change…or can we?

Most important today is to know where we have come from so we can redirect where we are. Please take a look at the very short video, put your thinking cap on, and let’s get the state, federal and local governments  delivering on what they have documented as problematic for Florida’s waters since the 1970s. Only the people will change this problem, not the government.

It is an amazing thing to fly through time and space, and this is exactly what I did yesterday with my brother, Todd. He took me on a “flight” over a 1958/Today St Lucie River, North Fork, and Ten Mile Creek. All the while, the images flashing in and out of past and present….Please watch this short video yourself by clicking the link or image above.

At one point along our armchair journey, I said to myself, “Wow, I don’t feel so great,” –just like sometimes when I am with Ed, my husband, in the airplane. I actually got motion sickness having plastered my face right up to the screen to see every moving detail!

A few deep breathing exercises put the feeling off, but next time I’ll take my Dramamine!

This flight, as the others you may have experienced on my blog with Todd, is amazing. It allows one to really see what the lands were originally like and how they have been developed as residential homes and endless agriculture fields.

Towards the end of the video, you can even see algae growing in the agriculture canals, off of Ten Mile Creek, St Lucie County–“bright green,” for all to see on Google Earth. I have witnessed these green canals too from an airplane.

Due to drainage canals— leading to drainage canals—leading to drainage canals, this water from the ag fields, and from all of our yards, ends up in the now sickly St Lucie River. This problem is exacerbated by ACOE/SFWMD releases from Lake Okeechobee and the basin area of C-44 in Southern Martin County. These canals and the expanded engineered runoff from the lands is what is killing our river.

It is my hope that with visuals like the video above, future generations will find a way, and want to be a part of a new water and land management generation “seeing” how to improve St Lucie River/Indian River Lagoon. Our generation seems stuck in a quagmire….

Like they say: “seeing is believing,” and seeing provides insight for change.

Protecting the Indian River Lagoon, “A Generation at a Time,” SLR/IRL

I love my parents’ generation, but when it comes the St Lucie River/Indian River Lagoon and growing up  in Stuart, I feel that I grew up unprepared. As a child, I was taught only to love and appreciate my river, not how to protect it, or to recognize what was killing it.

I learned about adorable and fascinating seahorses, but not canals; I was taught about seagrasses, but not how one day algae blooms from all of our fertilized yards and the agricultural people’s fields could be blocking out needed light and destroying these valuable eco-systems.

I grew up in the 1970, and 80s and all the problems we have today can be linked back to those years and before. Older generations knew “it” was coming, but we ignored the inevitable.

But today is a different world, the “inevitable” has arrived and our river is dying. Thankfully, many young people today are not only learning but embracing the problems that threaten the Indian River Lagoon, and they are embracing these problems positively, as “challenges,” as “opportunities,” to create a better water future for themselves and their children as well.

But WE HAVE TO TEACH THEM.

When my husband’s nephew, his wife, and their one year old daughter visited, Ed and I not only took them to Florida Oceanographic, the beach, and the pool,  we let them roll their sleeves up and get in the air showing them from above our struggles with pollution being released into our waterways by the South Florida Water Management District and the Army Corp of Engineers. We flew over the retched canals of C-23, C-24, C-25 and C-44 and discussed over drainage of our state. We visited poor Lake Okeechobee drowning in the filth of the Kissimmee River, and Orlando, whose “best management practices” are really “poor at best.” We showed them how the sugar and vegetable agri-businesses are blocking the flow of water south to the Everglades so it is sent here….

Ben, Ed’s nephew,  works for AT&T in Chicago, and had all sorts of technology ideas about streaming and sharing river photos in ways Ed and I didn’t even know were possible. Old learns from young. Young learns from old…Ben once home, will share his experiences here in Florida with his group of friends in Chicago and all the places he travels. As a former U.S. Marine, he will share the ideas and issues he has learned about the St Lucie River/Indian River Lagoon with his comrades…We of all ages want a better water America, and we need to start taking that goal into our own hands.

As Lake O is dropping, and algae blooms are occurring in our river due to the overabundance of fresh water from the lake lowing the river’s salinity, today the Army Corp of Engineers thankfully ramps down their releases from Lake Okeechobee into the river to 200 cubic feet per second down from a high of 900.

Today to summarize the year so far,  I will share some photos Ed, Ben, friend Scott Kuhns and I have taken since January when the discharges started. The photos are interesting to view “over time.”

One day, so long as we share, future generations may be able to get the number down to zero. For all of us, as addicts of an over-drainage society, the saying becomes: “One generation at a time…”

Stormy Weather and the Toxic Algae Bloom of Lake Okeechobee, SLR/IRL

The past two days, I feel like I have been a guest on the TV series “Storm Chasers,” except I have been running from the storms.

Yesterday, I decided I really needed to go look at Lake Okeechobee myself to see the toxic  algae bloom that has been reported through social media, TC Palm, and the internet. –The algae bloom that inspired Senator Negron to ask Col. Dodd of the ACOE to refrain from opening the gates, which they did not do. On Tuesday’s, at 2:00 PM, are the Army Corp of Engineers’ “Periodic Scientist Call for Lake Okeechobee” of which I have participated in for almost three years…

“Perfect,” I thought, “I’ll go to the lake for the call a bit early and take some photos. I will be out in Palm City around that time anyway; it’s  really not that far…” The drive is about 20 miles.

In spite of the previous day’s inclement weather, I had not checked the weather closely as I can never figure out how to get radar maps on my phone. Not checking the weather, turned out to be a big mistake.

Around 1:00 PM, as I approached Port Mayaca going west along Highway 76, suddenly grey clouds in the distance converged overhead spilling out over the sky like black oil. Huge bright lightning bolts struck the ground in the direction of the lake, thunder followed almost immediately;  rain dumped out of the sky. …”Oh no, not again…” I thought.

The winds screamed across the landscape. Large trucks coming towards me in the opposite direction splashed wakes hitting my car full force.  Eventually, I pulled over at the entrance of DuPuis Wildlife Reserve;” the water was rising on the dirt road. Looking at my surroundings, I realized I was next to the Port Mayaca graveyard where thousands of people were buried in a mass grave after perishing in the 1928 hurricane. I turned on the radio, my windshield-wipers whipping back and forth. The unnerving sound of the Emergency Broadcast System blared and a calm computerized voice said: “Tornado warning for western Martin County.”  Shaking, I forced my self to try to find radar on my phone. I found a written tornado warning for Indiantown. I was at ground zero.

All alone with the elements, I wondered what possessed me to do such a thing….I closed my eyes…I prayed…

Within thirty minutes the storm had passed. Thankfully it was not my day to die. I shook off my fear, got my self together, and completed my drive to the lake.  This is what I found:

The lake seemed oddly calm after such rage. You could hear a pin drop. I looked around…

Storms tend to break up algae blooms, but under the right conditions of heat and over nitrified water (over-fertilized basically), they come back. In my opinion, this toxic algae issue really forces us all, from the public, to city government, to the office of the Governor, to the state legislature, to the President of the Untied States, and Congress,  to ask ourselves the most critical of questions.

“Is it legal for a federal agency to knowingly release toxic water into a local community?”

To me this is situation is different than a toxic algae bloom simply forming in a localized body of water. What we are talking about here is toxic algae being purposefully transferred from one body of water to another, by the government no less…This seems wrong. Un-American.

Then of course there is the other issue, flooding south and around the lake. As I experienced yesterday, things happen very fast around this giant lake, this “big waters,” this Lake Okeechobee.

Take a look again at the first photo I show of S-308 from the bridge. This photo gives perspective of how fragile this dike and structure-gate system is. It is like trying to hold back an ocean with a cement wall. There has got to be a better way to keep our families, healthy and safe….

2nd Graders Teach Me About the Kissimmee River, Lake O’s Phosphorus and Nitrogen, How to Save the SLR/IRL

It was Earth Day yesterday, and my eyes filled with tears as I walked into the  Citrus Grove Elementary School classroom. I had been invited to see the graduation of River Kidz for Mrs Jacobson’s second grade class. Once I opened the door, the students were waiting and some took me by the hand sitting me down; they were so exited to show me what they had been learning, and how they were all working to grow up and save the St Lucie River/Indian River Lagoon.

“This is different.” I thought to myself….”in years past, I would take control of the classroom, but now the kids are taking control of me!”

I watched the classroom dynamics. It was not” top down; ” it worked in both directions: Mrs Jacobsen assisting her students while they in turn assisted her— working together.

While the presentation was prepared, one boy excitedly told me about how the class had built this model of the Kissimmee River to represent what it looked like before it was channelized, “straightened,” by the Army Corp of Engineers between 1960-1971. He also explained “this is one of the things hurting our river…”

He shared that the board painted green was the floodplain’s vegetation, and the plastic tube that weaved and oxbowed, like a snake, was the original river;  a cup of water filled with glitter represented nitrogen and phosphorus-what feeds toxic algae blooms in our rivers. This water-glitter concoction would be poured through the tube, (the river) and the extra “nutrient” or fertilizer, would end up in a plastic brown container at the bottom of the tube representing Lake Okeechobee.

We stared with great amazement and observed how because of the oxbows, most of the glitter, was caught in the winding shape, and just a little ended up running through the tube. Students discussed how if the tube were straight, of course all of the green glitter-water would “just shoot down into Lake Okeechobee.”

“This is why the ACOE is fixing some of the river “oxbowey” again…Making the river strait was a bad idea….” 🙂

More complex that this? Of course. But does this help a second grader start to “get it?”

As the morning went on, we there was a presentation from the “Dolphin Lady,” Nic  Mader, and the students showed their artwork, letters to Congressman Murphy, and chart on the white board counting down days left for the Florida Legislature to purchase land south of the lake.

Martin County’s Hundreds of Ponds, “Down the Drain,” St Lucie River/Indian River Lagoon

From the time I was a baby until growing up, I remember lots of ponds here in the region of the St Lucie River/Indian River Lagoon. Hundreds of ponds intertwined with scrub lands…

Some of these boggy ponds were right outside my neighborhood in St Lucie Estates, just off of East Ocean Boulevard. It was the 1960s and 70s. Over time, especially in the 80s and 90s, when I had grown up and was off to University of Florida and beyond, these ponds simply dried up and “disappeared.” These lands became shopping centers, an expanded Witham Field, gas stations, schools, golf courses, and more neighborhoods. The same thing happened to the lands out west of town, but they became expanded agricultural lands. At a kid, I didn’t think too much about it. Today it blows my mind.

The aerial at the top of this blog post is from 1940. I was born in 1964. The small dark areas are ponds. When I asked my brother Todd, who is very knowledgeable on these old photos and land use, where all the ponds went, he noted  that when our area canals were constructed by the water districts and Army Corp of Engineers, from about 1920 to the 1960s, the canals not only drained the lands, but over time, the water table dropped, (the water below the surface of the soil that you don’t see)  drying out the many of little ponds, so that these lands could be developed.

So most of the 1940 wetlands you see in the aerials throughout this blog are now gone, and “we are here.” This happened all over Martin, St Lucie and almost all counties of south Florida. This on top of the shrinkage and drainage of giant Lake Okeechobee!

Yikes!

There is something is really odd about this. Millions of people living in former wetlands. Like sitting atop a dry sponge. No wonder all the wildlife is gone and the rivers are polluted. I’ve heard people talk about this change forever, and I have lived it myself, but seeing my brother’s video below, really bring the whole thing “home.” Watch and wonder where we should go from here…

The flight starts in the area around Pratt & Whitney in northern Palm Beach County / southern Martin County where the land still looks like much of Martin County used to look. We then fly to the area around Bridge Road where the headwaters of the South Fork used to be nice and wet in the 1940s. Hundreds of interconnected ponds and bogs eventually coalesced into the tributaries of the South Fork. Today the ponds have been drained for farming and a few neighborhoods. The smallest tributaries are now drainage ditches. Next we fly over the area around the City of Stuart and Witham Field. You can see how the old ponds and bogs lined up between low ridges that run parallel to the ocean. Many of the bogs are now low-lying dry nature preserves in the neighborhoods and golf courses. –Todd Thurlow

Agriculture’s Eradication of the Mythical Pond Apple Forest, Lake Okeechobee, SLR/IRL

The mythical pond apple forest….Imagine, for a mile or two back from the water’s edge the trees grew, and like God’s magic sieve, their colossal roots strained the water of Lake Okeechobee before it inched its way south through the river of grass to the Everglades. Over thousands of years, the lake’s muck built up inside, around, and under, their gigantic roots, a forest grew, until one day the farmer came, the engineer came, the “white man” came, and took it all.

“We are chosen!” they said. “We are chosen to have dominion over the earth! Strip it! Cut it! Burn it! Tear it out! Expose the muck, the precious muck, and let us build an empire. Let us lift ourselves from poverty, feed ourselves, and become rich!”

And many of today’s generations have become rich from this soil.

The story of the explosion of agriculture, and the sugar industry below the great lake known as “big waters,” or “Okeechobee,” as the Seminole people called it, is a not a tale for the weak. It is the story of the nature of man, and his destruction of the environment of which he is part. It is the story of “success,” and the difficult  journey of a culture to define what “success” really means.

Lawrence E.  Will, in his book, “Swamp to Sugar Bowl,” writes in his cracker style in 1968:

“That part of the woods along the south shore and half way up the eastern side, was a dense forest of tropical custard apple trees. For a mile to two miles back from the water’s edge they grew, and on all the islands as well. About 33,000 acres of solid custard apple tress there were, and that’s a heap of woods.”

33,000 acres of custard apple trees destroyed. Gone. Forever.

Today, the Everglades Agricultural Area is 700,000 square miles south of the lake. It produces sugar and vegetables.  The growth of the area is the reason why the overflow waters of Lake Okeechobee are directed thorough the northern estuaries killing local economies, rivers, and wildlife. Thus the story of the St Lucie River/Indian River Lagoon.

Once during a conversation with Mr Tom MacVicar, a respected engineer who works with the agricultural and sugar industry, I was told that Lake Okeechobee used to be about “30% bigger.” At the time, I wondered what he was talking about, but over the years through reading and study I have come to understand.

Let me explain. In the late 1800s when the early farmers planted their crops they would do so in winter when Lake Okeechobee’s waters had “receded back” as it was the “dry season.”  This would be after the back-breaking work in some areas of tearing out the pond apple trees in order to get to the rich muck, “black gold,” that lies underneath. Over the years the edge of the southern shore of the lake was pushed back and then the “smaller” lake was entirely diked. This is one reason why the lake can’t hold its historical water level. Through Florida and Congress, the history of the South Florida Water Management District and the Army Corp of Engineers is linked to this history of pushing back the lake and building the agricultural empire, although now their mission includes environmental restoration.

Hmmm?

I think it would be fitting to replant some pond apple trees each year until one day, perhaps, we can regain part of the soul of that lake that was ripped out at the roots.

It is good to learn about the history and issues of the Everglades, South Florida, and our St Lucie River/Indian River Lagoon so that one day, in spite of the difficulties we face today, we will be able to fix our problem in the future…

Perhaps the greatest reason the our former Everglades are now overflowing with sugarcane fields is due to politics between Cuba and the United States. My father graduated from Stuart High School in 1954, and believe it or not, his senior trip was to Havana! Soon after, Castro’s revolutionaries took over Cuba in 1959. And as they say the “rest is history…” as the growing sugar fields blocked the flow of water south to the Everglades, the fate of our precious St Lucie River/Indian River Lagoon seemed forever doomed. But it is not, as nothing lasts forever.

This weekend my mother handed me a book entitled “Swamp to Sugar Bowl” by historian, author, businessman, and politician, Lawrence E. Will.  I read the little book with great enjoyment.  Although many things have changed since the book was written in 1968, it provides great insights.

This week I will be sharing some aspects of the books. Today I  will quote a few excerpts from chapter 22, “Florida’s Sugar Bowl.”

“Brother if you’re addicted to using sugar you should come here to these Everglades. Sugar and molasses bring in 110 million to these glades each year, so let’s take a quick look at this sugar bowl. Back in 1922, at Moore Haven, the first feeble attempt was made at producing sugar, but the following year in Canal Point the first successful mill began to operate.

This company was taken over by Southern Sugar Company, now the U.S. Sugar Corporation which ground its first cain in Clewiston in 1929. Although this company owned some 100,000 acres of the best land around the lake, under the US government’s regulation, the state of Florida was permitted to produce only nine-tenths of one percent of this nation’s needs.

However when Fidel Castro took over Cuba, the Everglades reaped the benefit.  For a short time our government permitted the unrestricted planing of sugar cane. Oh brother, you should have seen how cow pastures and vegetable fields were plowed up and planted! Now we have 189,500 acres of sugar cane in the Glades.” –Lawrence E Will, 1968

I am not certain how much land U.S. Sugar Corporation owns today, but the Everglades option map from 2008 and IFAS statistics from 1993 show over 450,000 acres combining US Sugar and Florida Crystals.

Sugar has been grown in the glades since the 1920s but it exploded in the glades in the 1960s and became heavily supported by the US government due mostly to political reasons.

Reflections on Conservation, Preservation, and Education, St Lucie River/Indian River Lagoon

My mother tells me that when I was a baby she nursed me in Muir Woods, California. My father was in the United States  Air Force, and the family was living in the area at the time. It was 1964. She has joked, my entire life, that this perhaps is the reason I have always been so adamant about protecting the environment and its creatures.

John Muir was part of America’s early conservation movement. He wrote a collection of stories for “Century Magazine” entitled “Studies in the Sierra.” In 1892 Muir joined the magazine’s editor in creating the Sierra Club, an organization with the mission to protect America’s resources and public parks.

There were others who are also famous in the “conservation movement” of that era such as President Theodore Roosevelt. He is most famous for the establishment of many National Parks; Pelican Island, along the Indian River Lagoon in Sebastian,  established in 1903, was actually our nation’s first “national wildlife refuge.” (http://firstrefuge.org)

President Roosevelt said: “The conservation of natural resources is the fundamental problem. Unless we solve that problem, it will avail us little to solve all others.”

As the conservation movement moved forward it is said to have split into two modes of thought. The first was to conserve resources for the future and for their use by humans and the second was more to preserve nature for wilderness preservation.

In any case, the foundation of America’s “conservation” movement was established during  this period from approximately 1850 thorough 1920. This movement was bubbling up in Florida as well.

In 1900 Louis F. Dommerich and his wife Clara hosted a gathering of neighbors in Maitland, Florida, just north of Orlando. On this fateful night the group decided to align themselves with other chapters the existing Audubon Society forming Florida Audubon.

In 1900, not only was Florida’s bird population being decimated, by the plume trade and the rage for feathers on ladies hats, the southern part of the state, almost entirely wetland,  was being drained for agriculture and development.

This drainage focused around Lake Okeechobee and the Kissimmee River cutting off waters to the Everglades which for thousands of years had formed one of the world’s most important and productive wet lands for birds, fish and hundreds of other species. We, living along the St Lucie River and Indian River Lagoon, are part of this story.

–You reading this today as people who care about the conservation of our area are the grandchildren of that those 15 people who met in Maitland Florida in 1900…

And for conservationists today, water issues are at the top of this list. Although Florida seems to be full of water, it is not. It is along side with California and other western states in its struggle to conserve and preserve water and its life.

1.7 billion gallons of water is wasted on average to tide each day through the canals draining Lake Okeechobee and the Kissimmee River. With only 3% of the water on the planet being “fresh” and an exponentially growing population, this is wasteful beyond comprehension.  Right now, just south of Orlando, the Central Florida Water Initiative, a conglomeration of three state water districts, is organizing because this area of the state has maximized its water use. They need more.

This is no knee jerk reaction and wise water use is completely linked to the success or failure of Florida’s future.  Unless we can learn to conserve, preserve and perhaps most important, educate the children of the future there will not be enough clean water for people and for the wildlife that has a right to these resources as well.

April Fools? ACOE Temporarily Halts Lake O Flow for WQ Bacteria Testing, SLR/IRL

While I  was at my brother and sister-in-law’s house yesterday, dropping off my niece, Mary, I heard a shriek from upstairs. Mary’s sisters had put vaseline on her door knob so that she couldn’t get inside her bedroom. I head them all yell out: APRIL FOOLS!

It brought back memories of a long forgotten youth. It was funny.

There was something else that happened yesterday, April 1st, 2015 along the Treasure Coast but it was no joke. The ACOE stopped the flow of nutrient and sediment filled Lake Okeechobee water to the St Lucie River/Southern Indian River Lagoon—-TEMPORARILY.

This is actually an amazing example of something good in world that seems dictatorial and  insensitive most of the time. During the ACOE Periodic Scientists Calls over the past weeks the stakeholders of the NOAA, Hobe Sound National Wildlife Refuge, Ding Darling National Wildlife Refuge, SRWMD, FWCC, FDEP, FDACS, City of Sanibel, Ft Meyers Beach, Lee County, Martin County, St Lucie County,  Sanibel Captiva Conservation Foundation, Florida Farm Bureau Federation, Audubon, other members of the public such as Mark Perry representing Florida Oceanographic, and a few I am sure I have forgotten (sorry) agreed, and weather allowed for the discharges to be halted so that Martin County can proceed with bacteria testing in hot spots of the St Lucie River.

I think this is amazing. And this gives me hope that one day there will be an agreement in other areas of our government bureaucracy to redirect and halt the damaging discharges indefinitely. Getting agreement and support on this as asked by Martin County from all agencies and stakeholders and then the final say from the ACOE was no small feat. Thank you everyone.

The rest of this blog post will show photos taken yesterday by my husband, Ed Lippisch while the plane was piloted by friend, Scott Kuhns. The photos show the S-80 structure that connects Lake Okeechobee to the St Lucie River at a standstill yesterday. A beautiful sight. Wouldn’t it be great if one day it will were a museum piece to remind us of a time when we were so were “so stupid.”

I am also sharing Martin County Health Department data on bacteria levels of enterococcus, (basically, bacteria found in human and or animal waste ). Any reading over 35 is “bad,” and shown in yellow or red. The data goes back to 2012 when Senator Negron helped increase funding for even more testing. At one point in 2013 the test site at C-23 canal was changed to the Sandbar.

Just so you know, there were releases in 2012, but I do not know the dates, it was  later in the year as I remember the River Kidz holding a protest at the Locks; in 2013 the ACOE/SFWMD dumped from  May 8th through Oct 21–this was our lost summer; in 2014 there was no dumping but you will see bacteria levels were still often high; and in 2015 the dumping starting early, January 16th and did not stop temporarily until yesterday, April 1st 2015.

The other data is from Florida Oceanographic done by their volunteer team.

Hope you had a fun April Fools and we all know that although I am in a better mood today than yesterday, the health of the St Lucie River/Indian River Lagoon, is no joke.

RE Martin County bacterial tracking Report:
3/26/2015 update: Samples collected on Monday, March 23, 2015 at the Roosevelt Bridge and Leighton Park Bridge (old Palm City) are still exceeding acceptable ranges for enterococcus bacteria. The advisory to avoid contact with the water at both locations is still in effect to ensure chronic conditions do not exist. Samples will be collected again on Monday, March 30, 2015.

The U.S. Army Corps of Engineers Jacksonville District will be continuing discharges at S-79 at the same level as last week. However, the target discharges are reduced at S-80. The target flows over a 7-day period will be an average of 2500 cfs at S-79 and 500 cfs at S-80 cfs. These discharges will be made in a pulse-like manner (see attached). These releases will start Friday, 27 March 2015 at 0700 hrs and end on Friday, 03 April 2015 at 0700 hrs.

RE: FOS Water Quality Report:
Upstream of the Roosevelt Bridge river conditions are much the same as last week; downstream there has been no significant improvement.

Understanding Why Sometimes Some Things Don’t Make Sense, St Lucie River/Indian River Lagoon

One thing to remember is that the St Lucie River and many parts of the Indian River Lagoon are “impaired,” as determined by the state of Florida at least by 2002 and 2008:

This basically means any number of things, but mostly, that there is too much “nutrient” (phosphorus and nitrogen) in the water. This comes from many sources and all of the sources should be addressed. These nutrients encourage algae blooms, sometimes toxic,  destroying seagrasses, water clarity, and other “life.”

So no matter how “good” today’s water quality reports may be, or how good the water looks, or whether the Martin County Health Department reports “acceptable” levels of bacteria in the water, the waters of our area are “impaired.” This is especially true, “under the water” where one really can’t see unless you dive in with a mask and flippers.

The state saw this “impairment” status coming for decades due mostly to Florida’s  development boom and the gigantic and historic role of agriculture, but…..

Yes, the key word is “but,” it happened any way…

 

More recently, on January 16th of 2015, the Army Corp of Engineers (ACOE) started dumping from Lake Okeechobee into the SLR/IRL again. This is early in the year to start dumping and historically this foreshadows a bad summer—-BUT Lake O. was high and the ACOE and South Florida Water Management District (SFWMD) like to have 3 to 4 feet of “freeboard” in the lake so if a hurricane comes in summer and the diked lake fills with  3-4 feet of water, the Herbert Hoover Dike doesn’t break. They don’t like the lake to be over 15.5 feet or so.  It is “best” if the lake is around 12 feet by summer–BUT they will never tell you that——something to do with “water supply…”

The above chart provided by the SFWMD shows all releases since January into the SLR/IRL. Blue is Lake O. The ACOE stopped for one week starting  February 17th so Martin County could complete a bacteria study.

During this time I went up in the plane with my husband; the water looked great in the Crossroads by Sewall’s Point and the St Lucie Inlet as it was an incoming tide and releases had been halted.

One might think: “Oh the water is healthy again!”

Remember, it is not.

Another factor in all of this is—— if you look at the SLR/IRL reports from Florida Oceanographic (http://www.floridaocean.orgover the entire time of the recent releases,  measuring salinity; visibility; and dissolved oxygen, the reports are quite good. And they are good, but this does not remove the “impaired status” of the river. 

I apologize they are out-of-order below, but I could not achieve better with out great time and effort.

You can click on the images to enlarge the reports. These charts basically show a consistent grading of  “B to A”  water quality in the SLR/IRL since January 8, 2015—- other than the South Fork which of course is where the water from Lake Okeechobee is coming into the St Lucie River through C-44!

Anyway, to repeat again, one must remember that at all times and in all places right now no matter how pretty or how good a chart looks,  our St Lucie River and parts of the Indian River are “impaired.”

We must work to improve the status of our rivers by lessening  area freshwater canal runoff; our own “personal pollution” though fertilizer, septic and other stuff we put on our yards and down the sink; from roads/cars–Florida Department of Transportation (FDOT) canals are everywhere and have no “cleaning;”  and most of all, we must work to one day redirect as much water away from Lake Okeechobee as possible.

The purchase of land in the Everglades Agricultural Area south of the lake is about the only place this can be achieved.

It is all so confusing sometimes, BUT one thing is for sure, the more we learn, the more we can help and inspire others to clean up our rivers!

Agriculture, the Governor, the Florida State Legislature, “Blood is Thicker than Water,” St Lucie River/Indian River Lagoon

I come from a historic agricultural background, on both sides of my family, so I feel like I can criticize it.

My Thurlow great-great grandparents grew thistles in New York, and my Henderson great-grandparents, from a long farming line, settled in Madison, Florida. My grandfather, Russell Henderson, was a well-respected soli-scientist and taught in the Agriculture Department at the University of Florida, even getting a mural painted including him by citrus legend, Ben Hill Griffen…

I ate boiled peanuts while learning about different crops and cows during my summer vacations as a kid while visiting Gainesville.  I understand the connection and importance of agriculture to the success of both my family and to our country.

Nonetheless, as a product of the Florida Indian River Lagoon region since 1965, I have chosen to focus my energies on “natural preservation.” This is often at odds with agriculture and development’s values.

Again, I respect agriculture; it feeds us….

I just think some aspects of the industry have gone “too far,” and are too coddled by our state, especially regarding the pollution and water resources destruction caused by their now “agribusiness giant-ness.”

Although Agriculture is a “giant,” today the number one income for the state of Florida is tourism. (http://www.stateofflorida.com/Portal/DesktopDefault.aspx?tabid=95)

Nonetheless, agriculture has a stronghold on our state government beyond comprehension, beyond tourism, or “quality of life or quality for tourists.” Agriculture/sugar brags that agriculture “feeds the world,” not just the state. I guess this is good, but why should my state and local area be “raped and polluted” to feed the world?

Money…

Power…

Greed…

History…

No where is this more evident than the in Everglades Agricultural Area where the sugar industry “reigns king.” As of late, the sugar industry is not supporting the purchase of option lands that are FOR SALE. They have been able to convince the governor, and so far the state legislature, that is it unwise to purchase these option lands to start creating an EAA reservoir to store, clean and convey more water south to the Everglades to begin the journey of saving the Everglades as well as the St Lucie River/Indian River Lagoon and also the Caloosahatchee River. These estuaries and the people and businesses that live along them sufferer from the 1920 redirection of Lake Okeechobee’s waters east and west for the creation of the Everglades Agricultural Area or EAA.

Honestly, I am not sure why sugar is so against this land purchase. Their land is for sale! Is because they are making money now and not going broke as they were in 2008 when the option lands deal was legally arranged? Or they do just want to hold out for more money on those lands in the future? In any case, they are doing everything they can NOT to allow the option land purchase to occur as part of the 2015 legislatures’ ability to use Amendment 1 monies while the “environmentalist” community begs….and lake O is getting higher every day.

We all know that the sugar industry gives millions of dollars a years to government officials to secure their interests. This is important, but it is not most important.

What is important for all of us to realize is that the influence of the sugar industry and agriculture in general is much deeper than money. It is blood. And this why our fight for the St Lucie River/Indian River Lagoon requires new blood. A revolution of sorts. Don’t get scared by these words. Nothing is more “American.”

Let’s study the history of sugar and the state of Florida’s pact:

In a 1911 Washington DC publication, of the 62nd Congress, document no. 89, entitled:

“Everglades of Florida.” —-Acts,  Reports, and other Papers, State and National, Relating to the Everglades of the State of Florida and Their Reclamation,”

—we see that even in is  the first documents of the publication produced in  1845, the year of Florida’s statehood, there was a  resolution “recommending the adoption of measures for reclaiming the Everglade land in that state.”  (By 1847 in a letter from Washington DC’s Honorable James D Westcott, Jr. to the Secretary of the Treasury and shared with the Florida legislature….)

It reads in response to the idea of draining the lands south of Lake Okeechobee…

“What would be the value of the now subaqueous lands, reclaimed by such work, I will not pretend to say….all of those (military men) who have resided in this vicinity, and who have repeatedly informed my that many of these lands would be the best sugar and richest lands in the United States.”

This publication reprinted as SOUTH FLORIDA IN PERIL, can be purchased at Florida Classic Library in Hobe Sound. (http://www.floridaclassicslibrary.com) It documents the early days of the 130 year tie between the federal, and state government as they all organized together with the agriculture industry to create the state of Florida, a sugar haven, that reached its true peak in the 1960 and 1970, with the exclusion of Cuba’s goods…

Here we are today, almost fifty years later and Cuba is perhaps reopening…and our state water issues in south Florida are out of control.

Anyway, the book goes on for 203 pages documenting the state and federal governments’ support for agriculture in the Everglades and “how rich they would all become…”

That they were successful, I am happy; however; they OVER DID it, over-drained it, and refuse to see their own destruction, and their unfair advantage.

Blood is thicker than water….but “blood can’t be blood” without water…time for a change.

The number one thing I learned as a teacher was that I had to do my best, at all times, and with all students, to be “fair.” This required calling  students out when they did something inappropriate, as well as praising  them when they did something great.

Today, besides explaining the difference between a WATER YEAR and a CALENDAR YEAR, I must recognize the South Florida Water Management District (SFWMD)(http://www.sfwmd.gov/portal/page/portal/sfwmdmain/home%20pagefor doing something “great.”

Two days ago, our friend, Dr Gary Goforth, (http://garygoforth.net),”architect of the STAs,” reported that so far, the SFWMD has sent more water south from Lake Okeechobee, through the Storm Water Treatment Areas, (STAs) than even in 2014, which itself was a “record year.”

This will help save the St Lucie River/Indian River Lagoon….

You may recall prior to 2014, comparatively “little” water had been “sent south,” for a long, long time…meaning more of it went into our estuaries.

Below, are summary notes from Dr Goforth that I have edited for simplicity of communication:

 

Attached is a snapshot of the current flows into and out of Lake Okeechobee for WATER YEARS 2015 (May 1 – January 2015).

Highlights:

The District continues to send large volumes of Lake water to the STAs and WCAs: over 416,000 acre feet (136 billion gallons)! which coincidently is the volume of the Lake releases made to the St. Lucie River/Estuary in 2013. During the 3 months of the current dry season (November-January) they have sent over 207,000 AF to the STAs. They are on pace to greatly exceed my target of 250,000 acre feet during the dry season! And they said it couldn’t be done. On a side note – STA performance continues to improve in association with the additional flows.

 “Water Year” 2015 now is in the record books for the most Lake water ever sent to the STAs 

Also, “Water Year 2015” now is in the record books for the most Lake water ever sent to the Everglades since 1994.

The obvious bad news is that Lake discharges continue to the St. Lucie River/Estuary – at a rate that has practically no effect on reducing the stage of lake Okeechobee (less than 0.1 of an inch per day – less than evaporation).

Now as a side bar—I don’t want to confuse anybody, but I do want to share, in case you have noticed too, that sometimes these charts are reported in WATER YEARS and sometimes in ANNUAL YEARS.

For instance, the chart below that I shared in a blog reporting 2014 flows last year shows the report in CALENDAR YEARS. Dr Goforth’s chart above is in WATER YEARS and that is  why 2014 in his above chart does not look as high as one would expect it to–as 2014 was also a “record year,” (above 250,000 acre feet sent south.)

So what’s the difference? A WATER YEAR is May through April over a two-year period; whereas a CALENDAR YEAR is just that, a calendar year….

I guess the scientists people usually use WATER YEARS…

But sometimes it gets reported in CALENDAR YEARS. Sometimes they don’t specify….Ag!

So anyway, it can be is confusing interpreting these charts. I wanted to make sure that everybody knew both: that in 2014 the SFWMD district sent over 270,000 acre feet south; and in 2015 they have already sent 416,000 acres south! Two great record years after the public outcry following the “lost summer” of 2013.

Although all this water going south is fantastic news, it must be noted as Dr Goforth did, that this is not enough water to “save” the St Lucie River/Indian River Lagoon. This is why the river movement is advocating for the state legislature to purchase option lands south of Lake Okeechobee in order to create an eventual  reservoir to store, clean, and convey –closer to the 150,000 acre feet that is necessary to go south so as not to destroy the estuaries…..

But today we focusing on praising good work….

Dr Van Lent–Why an EAA Reservoir Will Help to Save the St Lucie River/Indian River Lagoon

Today, I am going to try to simplify and share the idea of an “EAA reservoir.” You probably have been hearing a lot about this, but you may not know how it fits into a an option lands purchase and the “sending more water south” concept that will help save the St Lucie River/Indian River Lagoon, and the Everglades.

This is not fully understood by me either, so I contacted Dr Thomas Van Lent of the Everglades Foundation; he sent me some information that today will share with you.

For me all of this is part of a “flow way concept,” though some may disagree.

First things first.

LAND PURCHASE: In order to do anything that will actually take a significant amount of water off of Lake Okeechobee, so the ACOE doesn’t have to discharge to the SLR/IRL and Caloosahatchee, there needs to be land to “store, clean and convey that water south.”

Because over the past 95 years, the EAA took up all the southerly land to create their Everglades Agricultural Area, 700,000 acres of land south of Lake Okeechobee, we are “forced” to purchase lands in the EAA to move any water south. Thankfully, land is for sale; although US Sugar rather not sell it.  (Long drama….let’s just leave it at that–the land is for sale; I believe the state should buy it with Amendment 1 monies and /or “bond it.”) This Option 1, the brown lands below, runs out in October of 2015.

So after getting the land purchase necessity out-of-the-way, let’s look at Dr Van Lent’s write-up and slides:

Jacqui, I’ve attached a graphic that I hope will help explain.

I think everyone can agree that the best solution to the estuaries’ problems is to send more water south. But the major limitation to doing that today is (1) the water is polluted and would irreparably damage the Everglades and (2) the dams in the Everglades prevent you from getting the water out, so adding more water would drown tree islands and other habitats. So, the bottleneck to flow is actually further south, in the Everglades, and not in the EAA.

The solution is to clean the water and then remove the dams. But if you just pull out the dams so water flows when it’s wet, then the Everglades will dry up and burn when it’s dry. So an essential step to pulling out the dams is to add water supply reservoir so that you can keep the Everglades wet during droughts.

The Central Everglades Plan started to open up the dams in the Everglades, but was limited because it did not build any storage. With storage, you can open up the Everglades even more, sending more water south.—–Dr Van Lent

—-I have to say I don’t know much about the dams in the Everglades, but that’s OK, let’s move on….

(Refer to above slide.) Discharges to the Everglades are limited because the STA’s (Storm Water Treatment Areas) (1.) are too small and cannot clean enough water. Also, dams in the Everglades (2) limit the flow through the Everglades. This leaves the St Lucie/S IRL and Caloosahatchee (3) as the primary outlets for Lake Okeechobee.

(Refer to above slide.) The “*Restoration Strategies” expansions to STAs (1) and water quality features in *CEPP (2) expanded the ability to treat Lake water going to the Everglades. Moreover, CEPP and Tamiami Trail (3) bridging opened up the Everglades to take more flow, improving conditions in the national park and Florida Bay. The means that significantly less water could be discharged to the St Lucie and Caloosahatchee estuaries (4). The EAA Reservoir (5) supplies water during dry periods so the Everglades remains set seven when the dams are removed. That is why a reservoir is critical to sending water south; it allows the dams in the Everglades to be breached.

*Restoration Strategies is basically making the STAs larger due to a long going law suit of the federal government against Florida that was finalized in the past few years under Gov, Scott. The lawsuit occurred because of the dirty water from Lake O polluting the Everglades: This IS happening and the state has to pay for it, 880 million.(http://www.sfwmd.gov/portal/page/portal/xrepository/sfwmd_repository_pdf/rs_waterquality_plan_042712_final.pdf)

*CEPP the Central Everglades Planning Project of part of CERP (the Central Everglades Restoration Project.)(http://www.saj.usace.army.mil/Portals/44/docs/FactSheets/CEPP_FS_September2013_508.pdfThis is a project that was “fast tracked,” by the ACOE and SFWMD. Congressman Patrick Murphy helped a lot with this. It was not taken on as part of WRDA the Water Resources Development Act that funds projects so it is still on the burner really and will have to be approved the next time a WRDA bill is passed by the US Congress. So right now it is NOT happening but hopefully will in the future…

The Future of Oranges, Sugarcane, and Drainage Gates, National Geographic, SLR/IRL

My husband Ed was out of town on Friday, so I thought I would get some reading done on something other than the St Lucie River/Indian River Lagoon. That evening, with the dogs at my feet, I began reading the February issue of National Geographic magazine, a publication my parents filled our family home with, and I have kept subscribing to as a window to the outside wonders of our world.

After reading articles on the terrible trauma of “blast force” to US soldiers that served in Iraq and Afghanistan; Hawaiian identity and the sea; and the amazing microscopic revelations of mites; —–at the very end of the magazine, there was an article entitled: TREADING WATER about climate change, seal level rise, and South Florida.

The article focused quite a bit  on a Dutch company that sees “profit rather than loss” in floating houses in trendy Miami, but also mentioned a few things that had little silver lining such as an insert on page 112, entitled, “Home on the Water.” This insert briefly noted the 2,100 miles of canals, (that we are all so familiar with), that have been built over the past century to drain the Everglades and empty the state’s water mostly into the Atlantic Ocean. (FOS, 1.7 billion gallon a day on average….)

According to the article, if there is two feet of sea level rise, conservatively predicted by 2060, the gates  draining the lands around lake Okeechobee and the Everglades,  “will no longer work…”

Food for thought….

Sea level rise is a factor I deal with as a commissioner in the Town of Sewall’s Point and have been exposed to through the Florida League of Cities. The sea has risen before and it is rising again. Too bad humanity is speeding things up, but we are…

After listening to many state agencies and scientists speak on the issue, I  personally do not believe Florida will be abandoned or”sink.” I think it will rise in new form, adapting to change as humanity has done for thousands if not millions of years.

Nonetheless,  if I owned sugar groves in the Everglades Agriculture Area, I’d have an exit strategy; if I worked for the Army Corp of Engineers, or South Florida Water Management District, I would reexamine the plumbing; and if I were Florida’s governor, or legislature, I would be talking to scientists about the advantage of fresh water on the land south of lake, pushing back salt water coming up from below and providing drinking water in the future to all those people living on floating houses in Miami…

So much for reading about the “rest of the world”…our St Lucie River/Indian River Lagoon/ Everglades issues are inescapable!

The beautiful sunset and sunrise photos of our area’s photographers invoke a deep appreciation of our St Lucie River/Indian River Lagoon, as well as the struggles and successes of our lives.

Sunsets and sunrises seems intrinsically linked to inspiration and reflection in all of us.

Thankfully, here in the Indian River Lagoon region, we can still see our sunrises and sunsets, although the health of our river, and thus our ability to enjoy the river, is  “impaired.”  This was scientifically determined by the Florida Department of Environmental Protection (FDEP) in 2000. In Beijing, China, last year, the government erected a televised screen showing sunsets, as the people could not see their sunsets any longer— due to the tremendous smog in their city. What a price to pay for economic “success.”

Oddly enough, on some level, we have experienced the same thing. On a level of world comparison, we have a “thriving economy;” however, somehow, over the past 100 years, we have “lost our river.” Yet in most of the adds one sees, the river still looks beautiful and healthy.

Right now, the Army Corp of Engineers (ACOE) is discharging water from Lake Okeechobee, while  the South Florida Water Management District canals C-44, C-24, C-23, and C-25 are also dumping polluted water into our estuary. All of this extra water has been “engineered” to come here so agriculture and development can thrive. Us included…

So, right now there is “no other way,” and the ACOE and South Florida Water Management District are locked in a cycle of struggle to send more water south when the entire southern area south of Lake Okeechobee is blocked by the Everglades Agricultural Area— other than a few canals, to “send water south.” Plus the water is too dirty for the Everglades—but not for the St Lucie River/Indian River Lagoon that is already “impaired.”

The “mighty” Kissimmee too has been “engineered for the success of farming and ranches and development in its  former watershed. It is being partially restored by the SFWMD;  this is wonderful, a testament of the ability of the system to recover if given a chance….

And after all, it’s not so bad here right? We can still see the sun…..AGGGGG!

Let’s continue to turn this ship; let’s continue to fix our own yards, towns, cities, and counties;  let’s keep pushing the State for a reservoir/flow way to store, clean and convey water south. As Eric Eichenberg, CEO of the Everglades Foundation said yesterday at the Rivers Coalition meeting, this is the “only way” as the Kissimmee River’s continued restoration is simply not enough to hold all the water.

After over a year of creative preparation, and community collaboration, the River Kidz’ 2nd Edition Workbook is here!

After long contemplation this morning, I decided to share the entire booklet in my blog; but as WordPress, does not accept PDF files, I have photographed the entire 39 pages! So, not all pages are perfectly readable, but you can get the idea.

The really cool thing about this workbook is that it was written “by kids for kids,” (Jensen Beach High School students for elementary students). The high school students named the main character of the book after Marty Baum, our Indian Riverkeeper.  The students had met Mr Baum in their classroom (of Mrs Crystal Lucas) along with other presenters and field trip guides like the Army Corp of Engineers, South Florida Water Management District, and politicians speaking on the subject…

The books will be going into all second grade public school classrooms and many private school classrooms beginning in February of 2015. Teacher training  will be underway this February at the Environmental Studies Center in Jensen: (https://www.facebook.com/escmc?rf=132947903444315)

River Kidz will make the booklet available to everyone. Some will be given away, and some will be used to raise money at five dollars a booklet. Where do the Water Conservation Areas End, and Everglades National Park Begin? Indian River Lagoon

This week, in our attempt to save and be knowledgeable about the St Lucie River/Indian River Lagoon, we have learned about the STAs, Strormwater Treatment Areas, and the WCAs, Water Conservation Areas; today, will we will ask the question, “Where do the WCAs end, and where does Everglades National Park begin?”

After all, “send the water south” means to the Everglades…

The location of the WCAs, (http://www.sfwmd.gov/portal/page/portal/pg_grp_sfwmd_landresources/pg_sfwmd_landresources_recopps_se_wca2_3)(https://loxahatcheefriends.comthe areas in light green-yellow in the above map, is confusing to me sometimes, as the Water Conservation Areas are “protected”as the Everglades, but they are not in Everglades Nation Park itself. Just yesterday, my River Coalition comrade, Karl Wickstom, commented on my post noting that  the WCAs are natural and not “built.”

He is right….

Nonetheless, they are managed and constrained….

On the Army Corp of Engineers’ Periodic Scientist Calls, the South Florida Water Management District is alway reporting how “full” or “not full” the WCAs are, so as to explain how much water “they have been able to send south/or not” through them…. The point is: in order to save the St Lucie/Indian River Lagoon, we have to keep an eye on the “big picture,” saving the Everglades…or what’s left, as “Everglades National Park.”

We have developed and altered this area so much very little is remaining–the drainage of the land,  the redirection of the Lake Okeechobee’s waters through the estuaries, the construction of the Everglades Agricultural Area, as well as development of the coast and inland, is a testament to the impressive determination of humankind and our ability to alter our environment; but it is also an embarrassment of our inability to constrain ourselves or think long term. So back to the original question, where do the WCA stop and Everglades National Park begin?  Well, looking at the map below, we can see that Everglades National Park “proper” pretty much starts right under the Tamiami Trail.  And we can tell from the other maps that the WCAs are above this area, as well as above the development on the south-east coast and inland areas of Florida, especially the City of Homestead. Knowing about the STAs, the WCAs and ENP will help us to save the SRL/IRL!

Understanding the Water Conservation Areas, St Lucie River/Indian River Lagoon

Yesterday, reviewing Everglades/IRL history, we learned about Storm Water Treatment Areas (STAs) that clean Lake Okeechobee water going to the Everglades; today we will take a look at their “older brother and sisters” the Water Conservation Areas ( WCAs),changed but remaining parts of the Everglades, that deliver water to Everglades National Park, and are protected as part of the Everglades themselves…

The Water Conservation Areas, the three large red images in the photo at the beginning of this blog post, comprise 900,000 acres. For reference, the Everglades Agricultural Area (EAA) is 700,000 acres. As we learned yesterday, the STAs were built in 1994; the WCAs are were  developed/created in 1948.

According to United States Geological Survey, (USGA,) the WCAs were developed as part of the (1948) Central and Southern Florida (C&SF) Project.

To me, this is ironic, as I consider the C&SF the nail in the coffin for Central and South Florida. (http://www.evergladesplan.org/about/restudy_csf_devel.aspx)

It followed tremendous flooding  in 1947, and inspired the widening and deepening of the C-44, (St Lucie) C-43, (Caloosahatchee) canals, the building of C-23, C-24, C-25 in Martin and St Lucie Counties, as well as many, many, other projects around and south of Lake Okeechobee. The Army Corp of Engineers did what they were charged to by the state and the US Congress, and as usual they did it “too well,” over draining the state with the continued destruction of the northern estuaries.  On top of that, today we waste on average 1.7 billion gallons of valuable water to tide every day. So anyway, the WCAs were also “created”during this time; they on the other hand are a good thing…

According to the USGA web site:

They were designed for use as storage to prevent flooding, to irrigate agriculture and recharge well fields and as input for agricultural and urban runoff. 

They are also recharged by rain, but leeves were built around the WCAs so water flows into them and then slowly streams into Everglades National Park by the hand of man, not Nature…

The USGA also states that:

Historic flow of water and the quality of water through the WCAs have been greatly reduced. These conditions have resulted in decreased wading bird populations due to shortened hydroperiods, invasion of the native environments by exotic plants and fish, and conversions of sawgrass communities to cattail/sawgrass mixes.

Recently, Martin County’s Dr Gary Goforth (http://garygoforth.net), formerly of the SFWMD, and one of the primary creators of the STAs, has been revealing publicly at River Coalition meetings and SFWMD meetings  that although more STAs have been built since 1994 to bring and clean water into the WCA/Everglades, less water is actually getting there!

2014 was the first year in ten years that a substantial amount of water (over 250,000 Acre Feet) was sent south. (See chart below.) This is odd isn’t it? And until last year, most of that water was EAA water used to water their crops, not “overflow” Lake Okeechobee water.

I believe it was the public outcry that inspired the ACOE and SFWMD to send more water south last year through the STAs and WCAs.. .The problem lies with the SFWMD and ACOE mostly because in 1994, by law, phosphorus was limited into Everglades National Park. This is understandable, but adds to our St Lucie/Indian River Lagoon continued destruction.

Even with all of the STAs and the WCAs nature cannot take up all of the man-made phosphorus and nitrogen from farming and development. So what can we do?

We must return more of the EAA land to nature or at least “man-made” nature…we must purchase the option lands….

The Far Reaching Hand of Hamilton Disston/Our Savannas, and the Indian River Lagoon

I learned something recently that surprised me…

Hamilton Disston, the titan-developer and “drainer extraordinaire” who bailed Florida’s “Internal Improvement Fund” out of debt in 1881 owned land right here in St Lucie and Marin Counties. (http://en.wikipedia.org/wiki/Hamilton_Disston)

My first thought upon realizing this, was “what if he’d started draining here? “

Disston instead started along the Kissimmee River and Lake Okeechobee and was the impetus and inspiration for draining south and central Florida which has led to our state’s development but also our environmental destruction.

The above map shows in pink the 4,000,000 acres of land that Hamilton Disston purchased which although hard to see  included much of the land within our savannas.

Another wild thing I recently realized in relation to Hamilton Disston is that my friend Sam Henderson, of Gulfport, is the mayor of Disston’s first founded city. Gulfport is in Pinellas County near Tampa. Sam is certainly one of the most environmentally oriented mayors in the state; we know one another from our work on the Florida League of Cities’ environmental committee.  (http://en.wikipedia.org/wiki/Gulfport,_Florida)

So for some reason, before my epiphany last week, I had no idea that Disston’s drainage machine went so far north beyond Tampa, to where Sam lives on the west coast, and so far east, to my home area near the savannas, along the Indian River Lagoon. You’d think I’d know such a thing!

Well my mother Sandra Thurlow did know, and when I ask her about it she told me that in her book  Historic Jensen and Eden on Florida’s Indian River, I could read all about the savannas ecosystem that was once almost 200 miles long and has been reduced to 10 ecologically intact miles between Ft Pierce and Jensen Beach, and how the railway running along its eastern edge ironically protected it.

She also noted that in 1854, a Florida state engineer/geologist proposed cutting a canal from the “Main Savanna” into the St Lucie Sound. This did not happen, but some of the land was developed as St Luice Gardens and development certainly has encroached…

What if they’d drained it all…..

To close, we are fortunate that Hamilton Disston did not start draining around the SLR/IRL and that we have a small remnant of the savannas left. Let’s continue building  friendships with other environmentally water-oriented people our across our state and put the drainage spirit of Hamilton Disston on the shelf where it belongs.

The Problem with Sugar, Location, St Lucie River/Indian River Lagoon

The problem with “Sugar” is its location.

The war cry of the Rivers Coalition is “Move the Water South!”

Right now, this is not possible as the majority of the lands south of Lake Okeechobee are “blocked,” “taken,” “owned,” by the sugar industry. The 700,000 acres of the Everglades Agricultural Area (EAA) consist of mostly sugar cane on prime agricultural muck lands, some of “the most productive in the world.” “Cha, Ching!”

These lands that formerly allowed sheet flow from waters north of the lake to overflow and to nourish the Everglades have been drained since the early 1900s on a small level and then extensively after World War II and the Cuban Revolution. It was earlier in 1923 that Lake Okeechobee was first connected to the St Lucie River/Indian River Lagoon by the Army Corp of Engineers  (ACOE) through the construction of the C-44 canal allowing massive drainage from Lake Okeechobee into the St Lucie River/IRL keeping the lands south of lake “dry.”

According to David McCally in his book The Everglades, An Environmental History published in 1999:

What drainage accomplished in the Everglades was the conversion of a derelict system to a developmental one. A developmental system results when the natural world is converted into the basic infrastructure for intensive human development. Ironically, the modern American version of development is actually rooted in extensive destruction, but since that destruction does not lay waste human achievements, it is often ignored, and the close relationship between human development and the destruction of the natural world is overlooked.”

Perhaps in the past this “destruction” was overlooked, but not today. A new value system has arisen. The people want the natural systems of the Northern Estuaries and the Everglades “to return.”

In my opinion, part of returning this paradise is finding a way for a third outlet from Lake Okeechobee. There are many parts to the puzzle and this is one of the major pieces.

It will be interesting with the governor’s race warming up to see what the message is on “moving water south.” The University of Florida study sponsored by Senator Negron’s Senate Hearing on the Indian River Lagoon and Lake Okeechobee Basin will not be finished until Spring of 2015. Therefore the candidates  will have to speak on their own.

Rick Scott and Charlie Christ have basically kept silent on sugar/water issues so far. At some point, both, who have close ties to the sugar industry, will have to speak on the difficult position of sugar blocking the Everglades’ waters and destroying the northern estuaries.

Let’s sum it up now, before I start to sweat and need a sweet tea.

“Location, location, location….” Some things never change, but some things do, and that is up to us.

“Mueva el agua al sur!” South Florida’s Impacts and Needs, St Lucie River/Indian River Lagoon

To understand the impacts on the St Lucie River/Indian River Lagoon, it is necessary to look in beyond our boarders.  One of the most telling documents helping to explain why the St Lucie River/Indian River Lagoon is forced to take the over flow water of Lake Okeechobee (which in some years, since 1923, has been above 2,000,000 acre feet) is a document entitled “Synthesis of the Impacts of 20th Century Water Management Land Use  Practices on Coastal Hydrology of South East Florida,” by Robert Renken and other scientists  for the 2000 Greater Everglades Ecosystem Restoration Conference.

Today I will show parts of this document as “food for thought.”

As one can see above, in 1900, Lake Okeechobee overflowed naturally to the Everglades  to Florida Bay. The green on the eastern coast was a Florida forest.

By 1953, the year after my Thurlow grandparents came to Stuart from Syracuse, New York, the Everglades Agricultural Area, (EAA), just south of the lake had caused the destructive redirection of Lake Okeechobee waters; this water was directed to the northern estuaries, the St Lucie River/Indian River Lagoon on the east, and to the Calooshatchee on the west.  More agriculture can be seen in dark brown along the eastern coast and south to Homestead. Forests in some areas remain (green). The yellow is urban development. There is some urban development but it is not extensive.

By 1995, when I was 31 years old, and teaching English and German at Pensacola High School, the EAA had achieved its 700,000 acreage south of the lake, and although there remained extensive agriculture (dark brown) along the east coast, excessive urban development had taken over many of these lands (yellow.)

Today, there is nothing but more rapid population growth projected for this area. There were 5,564,635 inhabitants of the Miami-Dade metropolitan area as of the 2010 Census; it is the most populous in Florida, and southeastern United States. It is the eighth-most populous area in the entire United States. (http://en.wikipedia.org/wiki/Miami_metropolitan_area)

For me, this rapid population and agriculture growth is rather depressing, but I will say Ed and I had a great Cuban meal in West Miami at Islas Canarias Restaurant over the  Labor Day weekend…

At the end of the day, this area is going to need more water. With a growing population, documented salt water intrusion, and sinking aquifer level this part of the county will not stand the test of time unless it has more fresh water.  Perhaps they would reconsider re-plumbing the canals making releases to the estuaries?

“Move the Water South” may just start being chanted from Miami…

DEP’s “2014 Indian River Lagoon System Management Plan” for the Once Outstanding Waters of Our Aquatic Preserves

My husband came home from the airport yesterday, I was on the couch in the living room reading.  “Have you had a good afternoon?” He asked.

“Awesome,” I replied. “I have been reading the most wonderful document  that contains all of  the important information about  the entire Indian River Lagoon.” I energetically held up my gigantic copy of the Florida Department of Environmental Protection and NOAA- Indian River Lagoon, Draft Report for 2014.  (http://www.dep.state.fl.us/coastal/sites/indianriver/plan.htm)

Ed smiled and looked at me like he usually looks at me in such instances. “That’s great,” he ironically replied, “government publications are my favorite too, how exciting…”

I am not always enamored with government publications, but I am with this one, especially as it is not finalized yet and the agencies are taking comment from the public.

What I like best about the document is that is deals with the entire lagoon, not just one section, including the lagoon’s  four aquatic preserves: 1. Banana River; 2. Malabar to Vero Beach; 3. Vero Beach to Ft Pierce; and 4. Jensen Beach (really just south of the City of Ft Pierce) to Jupiter Inlet.

According to the document, “each of the four aquatic preserves comprising the IRL System was classified by the state of Florida as OFWs or “Outstanding Florida Waters, “in 1979 (Rule 62-3-2.700 (9) F.A.C.

I was 15 years old at that time. I remember those waters and how they shaped and enriched my life growing up here in Stuart. To think that these “Outstanding Florida Waters,” are now “impaired” makes me sad and makes me angry.

It has been coming for years, but in 2011 through 2013 the lagoon system really “crashed” with the “super-bloom” and brown tides in the central and northern lagoon, killing more than 60% of the area’s seagrass and leading to two federally designated “Unusual Mortality Events” of the endangered manatee, and the protected bottle nosed dolphin.

And also in 2013 the months long toxic algae outbreak in the southern lagoon… This occurred  due to blue-green “microcysis aeruginoas” algae water released by the ACOE from Lake Okeechobee, into the St Lucie River/IRL system. The SLR/IRL system was already over stressed from discharges coming from local canals C-44; C-23; C-24 and C-25…the lake Okeechobee water was the nail in the coffin so to speak.

I think there is a disconnect here. Aren’t these waters protected?

According to the publication, the mission statement of the Florida Coastal Office/Department of Environmental Protection is the following:

1. protect  and enhance the ecological integrity of the aquatic preserves;

2. restore areas to the natural condition;

3. encourage sustainable use and foster active stewardship by engaging local communities in the protection of aquatic preserves; and

4. improve management effectiveness through a process based on sound science, consistent evaluation, and continual reassessment.

I will refrain from bashing of the Department of Environmental Protection as I do not think our fair state’s leadership over the past hundred and fifty plus years has helped them attain their mission. How do you “direct” an agency to protect something and then simultaneously promote over drainage of natural systems,  channelizing, overdevelopment along the lands of these once “outstanding waters,” and allow water districts to over-grant permits for aquifer withdrawal for more agriculture and development?

Another irony I have to add here is that these once “outstanding waters” are what helped bring  people to our  locations and supported their high real estate values. That is changing as some people are now leaving. Last year, in the Town of Sewall’s Point, although the real estate market  improved overall in the county, our property values only increased 0.13%. As a “desirable” water front community with some of the highest property values in the county, this came as a surprise and is certainly directly linked to the “lost summer” and toxic waters of 2013.

The state of Florida needs to “wake up.” The Town of Sewall’s Point is a microcosm for the rest of the state. So what can we do to help? Speak up! 

Please if you have time and interest, check out Indian River Lagoon System Management Plan, Draft Report 2014 below. Even if you don’t read it all, which is almost impossible, keep it as an electronic resource,  and MAKE A COMMENT to the DEP. Even if it is just one that you appreciate that they are reevaluating their management plan and how much the IRL means to you.

It is only through the continued pressure of a caring public that the Indian River Lagoon will be resurrected and its “living waters” will run through our cities again.

Martin County, the “Epicenter” of Florida’s Governor Campaign, St Lucie River/Indian River Lagoon

Yesterday, I stumbled out of bed by 5:00 A.M to write my blog and make it to Palm City for the Collaborative Chamber Breakfast starting  at 7:30 A.M. I had to get up as Governor Rick Scott’s kick off campaign tour to publicize his “Let’s Keep Florida Beautiful Plan,” was kicking off,  in of all places, Martin County, Florida. I wanted to hear what he had to say.

Scripps reporter, Isadora Rangel,  implies this morning in our Stuart News that Martin County was chosen as the kick off location because “it is the epicenter of grassroots efforts to clean the estuary.”

There were about 200 people at Martin Downs County Club and both Democrats and Republicans and were present. The Lagoon goes beyond political boundaries. But politics abounds…

I greeted everyone from Democrat Maggie Hurchalla, to Republican Senator Joe Negron, and found my seat.  I introduced myself to the people at my table. I looked around the room to see a veritable “who’s who.”

Hmmm? I thought.

In spite of the politics. This is pretty cool. Martin County has been chosen to kick off the governor’s reelection campaign. Why?

Because we are the most vocal little county in the state! Because 5000 people protested last summer at the height  of the SLR/IRL toxic algae outbreak and releases from Lake Okeechobee. Our voices were heard. We practiced our right to assemble under our constitution. We are fighting still as last weekend’s 1500 plus at the Clean Water Rally showed.  We have made a name for ourselves. Some of our politicians helped us, yes. But WE did it. We have called attention the dying St Lucie River/Indian River Lagoon, the canals and Lake Okeechobee and maybe now there will be help.

As I was daydreaming about how great Martin County’s River Movement is, the governor walked to the front of the room and took the microphone.

He was very well dressed and looked more comfortable than usual. He greeted the crowd and then told the story of his life:

Born in Illinois, single mom, did not know his father, step dad, poor, Eagle Scout, Navy, University of Missouri, Law-Southern Methodist, no money, worked since a kid, rose to success, went to church a lot as his mother said he would….no money…family….made money….the importance of jobs…

I sat there thinking that if the governor had a really good P.R. person they would have written a book on the “Eagle Scout” part….and not concentrated so much on the business….

So anyway, his assistants walked around the room and passed out a booklet with a photo of a spring on the front reading “Rick Scott, Let’s Keep Florida Beautiful.”

“Hmmmm? I thought. This is different. A pretty picture of a Florida spring and Rick Scott’s name on it.”

I opened up the booklet and right on the first page it read: DURING MY SECOND TERM I WILL: 1. Ensure that Everglades and Indian River Lagoon Restoration continue to have the vision and funding to provide a restored ecosystem to our children…”

“Remarkable” I thought. After the “Indian River Lagoon” having “no name” in Tallahassee for years, it is now listed in the first sentence of a governor’s reelection booklet. Will it happen? Time will tell. At least we are recognized.

One thing is for sure. Martin County is not just the epicenter for the Indian River Lagoon, it is the epicenter of water change for the whole state. No place has a reputation like we have. The governor choosing Marin County to start his campaign supports this point. Like him or not, that’s cool.

I have included photos I took of the booklet below. Some are blurry but it will give you an idea of what it says.

Politics are as toxic as the waters of the SLR/IRL. And we, little Marin County, have risen to the top of the fermenting algae heap. Be proud and keep fighting for the St Lucie River/Indian River Lagoon!

How Can We Know How Much Water the ACOE/SFWMD are Sending South or to the St Lucie River/Indian River Lagoon?

Today I am going to share an entire 25 piece slide presentation from the Army Corp of Engineers’ Periodic Scientists Call, 7-25-14. It’s a lot of slides, but I think you’ll enjoy trying to interpret them, and I’ll help the best I can. These presentations include a lot of information and show how the ACOE decides how much Lake Okeechobee water is going to go the estuaries, south, to the Everglades, and held, or released, to other places.  This information is UNCLASSIFIED so I can share it.

I first was invited to sit in on these calls in 2012, as I was former mayor and continued commissioner, as today, for the Town of Sewall’s Point. I have talked about this before in my blog but I will restate. I felt like a complete idiot for the first  six months as the ACOE kind of speaks in their own language. A military language.

Eventually, I started to catch on, and even gained the confidence to comment. Although not a scientist, as an elected official I am allowed to give succinct perspective.

These calls take place approximately every two weeks depending on the circumstances. During the terrible 2013 releases from Lake Okeechobee into the St Lucie River/Indian River Lagoon and the Caloosahatchee, calls took place every week.  “Stakeholders” from the lakes south of Orlando to the  Everglades participate in these calls. Representatives from agriculture, the state agencies, counties and others are present.

In the slides one sees weather outlooks; inflows/outflows (west, east, south) from Lake Okeechobee and/or the southern flow of water from the EAA or Storm Water Treatment Areas into the Water Conservation Areas and Everglades;  position/historical analysis of water levels in the lake; Lake Okeechobee Regulation Schedule (LORS) guidance for releases; estuary salinities; basin and lake runoff/releases into the estuaries; ongoing emergency storage of water…

In all honesty, it’s a lot for me. I mostly pay attention to the level of Lake Okeechobee and how much they may or may not decide to release into the St Lucie River/IRL. Here the LORS guidance said they could release 1170 cfs cubic feet per second into the SLR/IRL but the ACOE chose not to. Yes, many times the ACOE actually cuts us a break. But when the lake is really high, over 15 feet or so,  there is no break.

I also pay more attention to how much water is going south, as this would help alleviate our situation. It appears to me that usually the water “going south” is from the Everglades Agricultural Area (EAA), not from the lake, as in this presentation, the canals just south of the lake are not noted or say “0.” Understandably, the agriculture people like to hold the water in the lake, in case a drought comes, as they need water for their crops.

I will never interpret these calls like a scientist and some the scientist may cringe when I make my non-scientific statements. But that’s OK. I am “trying.”

I think the ACOE and shared South Florida Water Management District (SFWMD) slides have gotten better and show more information than when I first started attending. I think they know the people and some politicians of Martin and St Lucie Counties, really all over the state now,  are watching like hawks and demanding more disclosure and transparency in how the ACOE and SFWMD decide to manage Lake Okeechobee and surrounding areas.

Personally, I still find the info for the SLR/IRL hard to find. I wish the ACOE  would devote a special area on their website to us like the SRWMD has because the more we as citizens can easily learn and pay attention, the better chance we have, one day, for a healthier St Lucie River Indian River Lagoon for our children.

The History, the Future, of Plan 6 and “Sending Water South,” St Lucie River/Indian River Lagoon

There is a lot of controversy surrounding the idea of “sending water south,” mostly because in order to do so privately owned lands would be taken out of sugar productivity. This post is meant to share some of the history of ideas over the years to do so, not debate it.

As we all know, before the lands south of Lake Okeechobee were drained for the budding agriculture industry in the late 1800s onward, when Lake Okeechobee overflowed, ever so gently its waters ran over the southern lip of the lake through a pond apple forest, creating a “river of grass” that became the Everglades.

In the 1920s at the direction of Congress and the State of Florida the Army Corp of Engineers (ACOE) redirected these overflow waters that had functioned as such for thousands of years through canals C-44 to the St Lucie River and C-43 to the Caloosahatchee.

This achieved better flood control for agriculture and development but has caused an environmental disaster for the northern estuaries and for the Everglades.

The environmental destruction and safety issues of the Herbert Hoover Dike were noted early on.  As far as the destruction of a local industry, the fishing industry in the St Lucie River was the poster child.  This and many other reasons caused many people over the years to seeks “improvements,” to the  overall ecological system.

One of the first was the 1955 ACOE Central and Southern Florida Project Part IV. It was a proposal evaluating different options (plans) for “increasing lake outlet capacity.  One component was “Plan 6,” a one mile wide floodway extending from the Herbert Hoover Dike to one mile into Water Conservation Area 3. For this report, Plan 6  was  the recommended improvement.  Dr Gary Goforth notes discharges to the St Lucie would have been lessened about by half,  but “not eliminate lake discharges to the St Lucie River.” In the end, the entire plan was not acted upon as many tax payer paid plans are not…but Plan 6 was not forgotten…

Dr Goforth also notes a “more robust plan,”a plan co-authored in 2009 by Karl Wickstrum, Paul Gray, Maggy Hurchalla, Tom Van Lent, Mark Oncavgne, Cynthia Interlandi, and Jennifer Nelson. (See first photo in this blog.) This plan is referenced by Mark Perry in his well known “River of Grass” presentation.

The Art Marshal Foundation (Art was one of the great conservationist of the early 1960/70s environmental movement and has a wildlife preserve named after him) also notes in their literature that Plan 6 is traceable to the Marshall Plan-1981.

All of these plans, I believe, are one way or another based upon the 1955 ACOE Report. it may not have come to fruition but it certainly provided a lot of inspiration!

Also last year, Senator Joe Negron was able to secure $250,000 for a University of Florida study that should occur in 2014 for “Sending more water south.” Wonder what their plan will recommend?

If history repeats itself, even more Plan 6 versions will be created. In any case, let’s keep pushing for change to save the estuaries and find some way to move more water south. And thank you Army Corp of Engineers for the inspiration…

 

Finding Out How Much Discharge is Killing Our SLR/Indian River Lagoon and Where it’s Coming From

The river looks awful right now as the photographs taken Saturday, 7-19-14, by my husband show. Why? They are not even discharging from Lake Okeechobee…yet.

We have terrible problems with our local canals and adding the Lake discharges on top of it is a crime. The state, federal and local governments are working slowly to improve the situation through CERP (Central Everglades Restoration Project) projects but improvement is very expensive and cumbersome.(http://www.evergladesplan.org/pm/projects/proj_07_irl_south.aspx)

The C-44 Storm Water Treatment Area/Reservoir the governments are working on now will cost millions of dollars and store only some of the discharges from the C-44 we are getting today. But there must be more. We must learn more. We must keep pushing and helping our governments move along.

The best way to do this is to know how to read the information on water discharges yourself.

Last summer, when the discharges from Lake Okeechobee threw our already ailing river into toxic status, Boyd Gunsalus, one of the the leading scientists (and certainly coolest) at the South Florida Water Management District, showed me how to find the water discharge statistics, and  today, in case you do not know, and are interested, I am going to show you.

FIRST THE LAKE AND C-44 BASIN

This link (http://w3.saj.usace.army.mil/h2o/reports.htm) of the ACOE at Lake O. will show you the level of the lake, and whether the ACOE is releasing from the C-44 canal, and or Lake O.

Go to the site above and on the right hand side you will see, St Lucie Lock, S-80 Spillway. Click on it. A chart will come up arranged by dates. (The data is always one day behind.) Look for FLOWS CFS (cubic foot per second) in the 3rd column. Today’s is 260 cfs. : 20JUL14  14.46  0.58  260 0. 00  270  0.0 7 30.07  1018. 2 0.00

Now go back to the same link and look at, Port Mayaca Lock, S-308 Spillway. Click on it. Again look for 3rd column, FLOWS CFS.. Today reads “0.” The gates from the lake to C-44 are not open. 20JUL14  13.55  14.40  0 0.00  270 0.0  9 30.04  1017.3  0.33  0.00

Now if both S-80 and S-308 are open you have to add the numbers together to know how much total cfs are coming into the SLR/IRL. And to figure out how much water is coming in just from the lake, subtract the S-308 number from the S-80 number which will always be larger.

To learn how high Lake O. is go back to the link, go to the chart and hit CURRENT LAKE OKEECHOBEE LEVEL. Today it is 13.66 feet. “Current Lake level is: 13.66 (ft-ngvd)”

OTHER CANALS

OK, now for C-23, C-24 and C-25.

Now, go to this link, the SFWMD’s web site: (http://www.sfwmd.gov/portal/page/portal/sfwmdmain/home%20page) 1. Look for the tab “Managing and Protecting Water;” look under and to the left of this tab for a small title reading “Scietists and Engineers,” click on this and go to LIVE DATA. 3. Go to the top link “Water Conditions-Regional Realtime Data, Status of Water/ Control Gates.” 4. Go to FT PIERCE and click right on the Ft Pierce link. A confusing chart will come up.

Look for these things:

1. S-49. S-49 is the opening for C-24.

2. S-97. S-97 is the opening/gate for C-23

3. S-99. S-99 is the gate for C-25.

Mind you C-23 and C-24 run into the St Lucie River’s north fork and main area and C-25 dumps directly in the IRL at Taylor Creek close to the Ft Pierce Inlet. So C-25 is not coming through the SLR and St Lucie Inlet like the rest of the sludge but it is important to know C-25 too as it is heavily destructive to the IRL.

OK, if you have been able to follow me so far. Once you open the SFWMD pages and get to FT PIERCE and see the weird chart, find the corresponding gate numbers I gave you above, and click on the the second row’s PLOT little box and arrow. Once this opens up, you will see a chart corresponding to discharges that looks like a wave or like boxes. The hight of the box or wave corresponds to a number on the left side of the chart. For instance: Today, S-49 (or C-24) is 450 cfs; S-97 (or C-23 ) is around 350cfs; and S-99 (or C-25) is around 100 cfs.

(I know there are a duplicate gates sometimes but I ignore them and  just read  one. They seem to say the same thing.)

Now to add up the cfs for “today:”  C-23=350; C-24=450; C-44 at S-80 =260; S-308 from lake, 0. Today’s total incoming discharge water is around 1060 cfs cubic feet per second coming into the St Lucie River/Southern Indian River Lagoon.

Last week it was twice or three times this much. The discharges occur after it rains, long after and then finally slow down like they are now.

The History of the Name “St Lucie River” and Changes to its Watershed along the Indian River Lagoon

The St Lucie River was originally a large fresh water "stream" that ran into the Indian River Lagoon.An inlet was cut in 1892.

For thousands of years, before the intervention of modern man, the Ais Indians walked the banks of a large fresh water “stream,” that flowed to the Indian River Lagoon. When the Seminoles came years later, they called it Halipatiokee, Alligator Water, as it was fresh and full of gators. The Spaniards came in the 1500s, on and off for centuries. They first called the river, Rio de Santa Cruz, river of the Holy Cross, as the river is cross-like. Later, they re-christened the river Rio De Luz , river of light, for the lighting on the water is heavenly. Eventually, the Spanish called the river, Santa Lucea. The English then taking over, “anglicized” the name Santa Lucea, to what we know today, as “St Lucie,” the church’s saint of the blind, and of “vision.”

Unfortunately, there was not much long-term vision when the watersheds around the St Lucie were altered by modern man. In 1892 area pioneers cut a permanent inlet from the St Lucie River/Indian River Lagoon to the Atlantic Ocean, killing the native fresh water grasses that supported an entire ecosystem. Nonetheless, they created something wonderful, the brackish estuary we all know today.  This area, over the years, before its recent destruction, became one of the most bio diverse estuaries in North America.

That wasn’t enough, the local people and the state, with the help of the federal government’s  Army Corp of Engineers, decided they wanted a connection to Lake Okeechobee for trade, travel, agriculture and the convenience of keeping the big lake of Okeechobee, “low.” So they built the C-44 canal connecting Lake Okeechobee to to the St Lucie “River.” In high water times, the overflow from the lake was directed into the St Lucie River as it is today.  Later, around the late 1950s the people decided they wanted more drained land for orange groves and development in the north, and less flooding, so they got the state and federal government to build the C-23, C-24 canals in Martin and St Lucie counties, draining some areas that had never flown south before. These canals even drained lands out west, in what is now Okeechobee County,  and in the north, known today as the City of Port St Lucie.

Did the people building these canals ever think about the effects on the Saint Lucie River?  This seems doubtful. And so today, we have a river system that takes on much more water than it was ever meant to  receive.

As Ernie Lyons, the former great environmentalist and editor of the Stuart News wrote in the 1960s about the loss of the headwaters of the South Fork of the St Lucie River during his lifetime:

“…The drainers got to work on the marshes. The cypress bordered ponds became white sand in the dry times. A ditch through them gushed silted floods during the heavy rains. The little stream was ruined. It  turned from paradise to paradise lost…”

Not until really the 1970s  did humankind start to reflect and realize that we literally were killling paradise, and we have been trying to revive the spirit of the St Lucie River/Indian River Lagoon ever since.

With out a doubt, the spirit of the saint still lives in the St Lucie River; her ancient story is that she lost her eyes to give the people their own “to see .” When you drive over the bridge and look at her, the beautiful St Lucie, open your eyes and ask her to give us all, “better vision.”

Sugarland Road Trip to the Caloosahatchee, Celebrating 50 Years of Friendship along the St Lucie/Indian River Lagoon

This past weekend, my girlfriends from high school decided to travel across the state to celebrate our 50th birthdays!

It was a great time. We stayed in the area of the Caloosahatchee River which is the sister river the the St Lucie River. Both rivers have been plumbed to take overflow waters from Lake Okeechobee that Nature meant to flow south to the Everglades. The Caloosahatchee, in fact, is the “bigger sister,” in that when the rains come, she takes three to four times as much polluted, fresh water as we do—she is longer and larger than ourself. Ironically now, year long,  the river needs constant small releases of fresh water from the lake as she becomes too saline. The system is suffering as is the St Lucie.

“Caloosahtchee” means “river of the Calusa,” after the native peoples who lived and thrived there thousands of years ago.

So how does the Calooshatchee compare to the St Lucie? Well, according to the Caloosahatchee River Citizens Association, (CRCA), as sea levels receded after the last ice age, a series of lakes connected by wet prairies fed a tiny lake in the center of a valley feeding a “tortuously” long, crooked river that flowed slowly west to the Gulf of Mexico. So the Calooshatchee like the St Lucie drained to the sea but was never “connected” to Lake Okechobee. 

But then entered “modern man.”

In 1881, investor and business man, Hamilton Disston, bought four million acres of Florida lands for development and agriculture getting the state out of debt.  His first project was to drain the land around lake Okeechobee.

He dynamited the water fall between Lake Flirt and the Caloosahatchee and connected an old Indian passage from the Caloosahtchee to the lake. With that and the dredging and channeling of the mouth of the Kissimmee, the lake dropped tremendously, and although Disston committed suicide in a bathtub after the Panic of 1893, he inspired those following him to continue the drainage machine that has formed the Florida  we know today.

After the floods and hurricanes of 1926 and 1928  the Caloosahatchee was straightened, deepened, and widened, draining surrounding agricultural lands and controlling flood waters.  The “improvements” continued again in the the 1950s as more people moved into the area.

The story of the Calooshatchee is very similar to the St Lucie.

On another note, one of the most interesting parts of getting to the Caloosahatchee with my friends was driving “under” Lake Okeechobee taking Highways 441, to 80, to 27 and passing through the sugar towns of Belle Glade, South Bay, Clewiston and La Belle. It was a  three and a half hour drive from Stuart to Captiva and most of the drive was through the Everglades Agricultural Area.

As we were driving through we were amazed to think that historically the waters of Lake Okeechobee went south,  as today, south of the lake,  it is sugar fields for as far as the eye can see! And for many, many miles you are driving right next to the dike.

I reminded my friends of the hurricane of 1928 and the thousands of migrant workers that were killed with no alert of the coming doom. The small dike around the southern lake certainly did not look like it would hold if another monster storm came. We talked about how clueless we were as kids to the environmental effects of agriculture on our St Lucie River/Indian River Lagoon compared to what the children are learning today.

Of course we need agriculture but to have 700,000 acres completely cut off water flow south of the lake is an accident waiting to happen and a death sentence for our St Lucie Indian River Lagoon and for the Caloosahatchee.

As I talked about a possible third outlet to the lake, I told my friend Jill not to speed because if we were stopped, and I was in the car, we would all certainly go to jail!They laughed knowing I am an advocate for the St Lucie/Indian River Lagoon an often contentious issue when it comes to sugar farming.

Once in Captiva, we had a great time, paddle boarding, riding bicycles, swimming, and going out in Sanibel/Captiva Island.

Such a wonderful time would not have been possible had the Army Corp and South Florida Water Management District been releasing masses of polluted, fresh water from Lake Okeechobee. United  we are on both sides of the state, that there has to be another option for Lake Okeechobee’s water coming through our estuaries–we are sisters!

Ten and Five Mile Creeks, the Once Glorious Headwaters of the North Fork of the St Lucie River

Ernie Lyons wrote in the 1960s: “There was never anything more beautiful than a natural South Florida River, like the North and South Forks of the St Lucie…Their banks of cabbage palms and live oaks draped with Spanish moses and studded with crimson flowered air plants and delicate wild orchids were scenes of tropical wonder, reflected back from the mirror-like onyx surface of the water….”

A recent St Lucie County tourist publication goes back even further back: “Early Ten Mile Creek along with Five Mile Creek to the northeast form the headwaters of the North Fork of the St Lucie. These waters were originally comprised of a large area of interconnected march that eventually formed a creek. This marsh system in times of high water connected with the St Johns River, which flows north, allowing native peoples to  travel many miles by canoe. These native peoples lived and flourished in this area 3000 to 750 years BC.”

Although the north fork and attached waters were awarded the “Florida Outstanding Waters” designation in the 1970s, by 1995 the Department of Environmental Protection published a report on pesticide contamination in the area: (http://www.dep.state.fl.us/southeast/ecosum/ecosums/tenmile_creek.pdf)

Today the area is most well known for “Ten Mile Creek,” the failed storm water treatment area  built by the Army Corp of Engineers and the South Florida Water Management District (http://www.saj.usace.army.mil/Portals/44/docs/FactSheets/10Mile_FS_July2012_508.pdf) Thankfully after more than a decade, the agencies are moving forward on rectifying what they can of the project.

So what happened? How did this paradise die off? How did the “fresh water in the upper zones, furnishing some of the most marvelous sport fishing conceivable” pretty much disappear?

Again, I will quote Stuart News editor and environmentalist, Ernie Lyons: “Drainage canals mostly for agricultural purposes, cut the throats of the upper rivers. During periods of  heavy rainfall, muddy waters gushed down and turned the formerly clear streams into a turbid, silted mess. During dry spells, gated dams held back the water for irrigation. The water table was lowered. Salt marched upstream, turning the formerly fresh waters brackish and eventually so salty that fresh water fish could not procreate.”

As we know, humankind changes his/her environment. Not only were the canals cut in the northern creeks, but Gilbert’s Bar/St Lucie Inlet was opened permanently (by hand) in 1892, allowing salt water permanently into what used to be a fresh water river….the St Lucie.

Somehow it seems we should be able to change things with out creating so much destruction. I have hope our children will…
