Comparing Color Change, St Lucie River/Indian River Lagoon

Of course when it rains the waters of the St Lucie River/Southern Indian River Lagoon get darker due to runoff into the river. But unless it keeps raining, the water will clear up. The government likes to call this water “storm water.” This is all of the water that flows into the river from people’s yards, roads, agriculture fields, etc….

Lately it seems to me, our recent storms, like yesterday, and a few days before have concentrated  right along our coast. I am not certain, but I looked on the South Florida Water Management District’s website and it did not appear that C-23, C-24 and C-25 were open or if they were it was not a lot.  To check C-44 you have to go to the ACOE website; it is definitely not open. So I think most of what we are seeing right now in our river is runoff from the lands closest to the coast not necessary connected to canals. You can see a basin map below.

So anyway, the photo above with the murky-grey colored water was taken yesterday 7-22-15;  it was an outgoing tide; and it was around 11AM. Thank you Ed!

Today, I will share some of Ed’s photos and then compare others from when there was some rain, and the  ACOE was dumping into our river JUST FROM LAKE O, and others from very rainy times when dumping from Lake O and the area canals of C-23, C-24, C-25 and C-44 by ACOE/and SFWMD was “constant.”

THIS PHOTO BELOW IS FROM July 14th, 2015,  a week ago.  It had not recently rained and my yard was bone dry.  It was an incoming tide. Sewall’s Point and confluence of SLR/IRL appears very “blue.” It is beautiful although seagrasses and the benthic community are still “recovering.” Blue does not mean the river is “healthy,” but BLUE IS GOOD.

THIS PHOTO BELOW IS DATED  May 18th 2015. This is the tip of South Sewall’s Point looking towards the St Lucie Inlet and Jupiter Narrows. Sailfish Point is under the wing. It was not raining much at this time in March of 2015, but the ACOE/SFWMD was dumping from Lake Okeechobee because the lake was “too high.” The river looked brown and gross.

Ironically, now we appear to be on the verge of a serious “water shortage”….too bad there isn’t a place to store this water somewhere north and/or  south of Lake O….that the ACOE and AFWMD dump during the dry season trying to get the lake down in case there is a hurricane….The agriculture community could use that water now as could the Everglades, Miami/Dade, wildlife etc…..the C-44 STA/Reservoir is wonderful and we are thankful but it is only for C-44 BASIN RUNOFF not Lake O.

THIS PHOTO BELOW IS SEWALL’S POINT’s west side, IRL, looking north with the confluence of the SLR/IRL in foreground. This  was September of 2013 during some of the highest releases from Lake O and C-23, C-24, C-25 and C-44. This is when the river was toxic and there were signs not to touch the water. It is very dark brown. Too dark.

THIS DISGUSTING SHOT BELOW is of the St Lucie Inlet with Sailfish Point foreground. This photo was also taken in September 2013 during very high discharges from Lake O especially and the C-23, C-24, C-25 and C-44. Yes. It was raining! And certainly coastal storm-water runoff not going into canals as seen in the photo at the beginning of this blog was also included. It was all horrible, but the biggest single overdose during this time was from Lake O.

At this time our river was almost black in color and had a strange consistency due to all of the sediment and pollution in the water. During this year of 2013 our river lost about 85 percent of its seagrasses and ALL of its oysters.  The releases lasted from May through October. Salinity was way down and 0 in some places. Algae blooms, toxic in nature, were documented from Palm City to Stuart to Sewall’s Point. The Sandbar at the mouth of the inlet was posted as a health hazard area by Martin County. Real estate sales were lost and animals were absent; it was a true state of emergency as filed with the state by many local governments.

We live in a state of unbalance.

South Florida is a swinging pendulum of too much water and not enough water. It makes no sense. We waste water, yet we encourage more people to come to South Florida when do often don’t have enough as it is because we are dumping it all…

We want things to be like they were in 1970 and 80….

We want to be the sugar and vegetable basket for the world, and have everyone move here… Well no matter how much sugar we produce, or how many houses we build, “we can’t have our cake and eat it too.”

We need more storage south and north of Lake Okeechobee. If we can engineer to send a camera to photograph Pluto 2.7 billion miles away,  can’t we fix things here at home?

Well, unless we can figure out how to live on Pluto, we are going to have to—

Sediment Loads Into the St Lucie River-2015, Dr Gary Goforth, SLR/IRL

Perhaps the greatest tragedy that is constantly playing out in our declining St Lucie River/Indian River Lagoon is the tremendous sediment infill covering its once white sands, seagrasses, and benthic communities.  This began heavily in the 1920s with the connection of the St Lucie Canal (C-44) connecting Lake Okeechobee to the South Fork of the St Lucie River, and then increased in the 1950s and beyond with the construction of canals C-23, C-24 and C-25.

It must also be noted that the St Lucie River/SIRL underwent great changes when the St Lucie Inlet was opened permanently by local pioneers at the encouragement of Capt Henry Sewall in 1892. (Historian, Sandra Henderson Thurlow) Prior to that time, the Southern Indian River Lagoon and St Lucie River had been “fresh” —-fresh and brackish waters and their communities of plants and animals “came and went” with nature’s opening and closing of the “Gilbert’s Bar Inlet” over thousands of years….

Since 1892 the St Lucie River has been a permanent brackish water “estuary…” and until the opening of the St Lucie Canal was teeming with fish and wildlife and considered the “most bio-diverse estuary in North America.” (Gilmore 1974)

Anyway, today we have a very special guest, and one of my favorite people in the world, Dr Gary Goforth, to share with us information on 2015 sediment statistics entering the St Lucie River from C-44, our most damaging canal. Dr Goforth recently sent out an email,  and I ask him if I could share the information; he agreed. He states:

“The pollutant that has been consistently left out of discussions is the sediment load to the estuaries from Lake Okeechobee – over 2 million pounds to the St. Lucie River and Estuary in 2015 alone; almost 4 million pounds to the Caloosahatchee Estuary.” (Dr Gary Goforth)

Isn’t that awful? “We” are filling the river in….smothering it.

This second and complicated image below shows “flows” into the estuaries from Lake O into the St Lucie, Caloosahatchee, and to the Everglades Agricultural Area. Generally speaking, the Army Corp of Engineers in discussions with the South Florida Water Management District,  began releasing into the St Lucie River January 16, 2015 until late May/early June. About 3 weeks ago.

Recently our river waters have looked very beautiful and blue near Sewall’s Point and the Southern Indian River Lagoon and water quality reports have been more favorable.  Nonetheless the river, especially in the South Fork and wide St Lucie River, is absolutely impaired as there is not much flushing of these areas and the sediment infill is tremendous. The seagrasses around Sewall’s Point and Sailfish remain sparse and algae covered when viewed by airplane. Blue waters does not mean the estuary is not suffering!

Months ago I wrote a blog, that is linked below, focusing on south Sewall’s Point’s river bottom infill history,  and depths that  have gone from 19, 15, and 14 feet in 1906, to 4, 8, and 7 in 2014—and looking on the Stuart side, north of Hell’s Gate, the 1906 map shows 10, 8 and 12 feet and a 2014 NOAA map reads 2; 3; and 4 feet!

Insane….so many changes!

Our government has filled and dredged our precious river…elements of this inputting sediment become MUCK…..

Monday’s blog contrasting the beautiful, blue-waters of the St Lucie River/Indian River Lagoon this summer in 2015,  to the silty, dark-brown waters of the “Lost Summer” of 2013 was well received,  so today will post some more photos of this “contrast.”

My husband, Ed, encouraged me to do more framed contrast photos; however, time does not permit so there is just one “framed” photo above and the rest will be separate photos. I will try to do more framed ones in the future.

Also, although Ed and I have taken thousands of photographs, they do not always “match up” in location so the visual perspectives are not “exact.” My goal while in the plane is simply to hold on to the camera, hoping it does not fall into the river. It is always very windy in the open Cub. Getting a good photo is just secondary! I mostly just use my iPhone.

Well, a picture speaks a thousand words….” so I’m not going to “say” anything else…All photos are contrasting June 20th 2015 with either August 11th or September 8th of 2013.

I hope you and your family had a happy Father’s Day. The water was beautiful this weekend,  so I thought today I would compare some aerial photos my husband Ed and I took this weekend to some we took in June of 2013 during the “Lost Summer.” No wonder we all fight for clean water and fewer discharges from Lake Okeechobee and area canals. What a difference!

Of course other than “history,” rain has a lot to do with discharges into the St Lucie River/Indian River Lagoon, and it has not been raining too much lately— thus the blue waters rather than the ugly dark brown plumes. It is important for all of us to understand why our paradise sometimes turns into a disgusting toxic mess so we can keep working for policy to change this problem.

The first and worst part of the problem lies in southern Martin County—the C-44 canal built by the Flood Control District of the era and later the Army Corp of Engineers to connect Lake Okeechobee to the South Fork of the St Lucie River. This canal was connected in 1923 for agriculture and transportation. So now, not only is there the agricultural lands’ runoff from the C-44 basin that pours into the river, but also the periodic often huge releases from Lake Okeechobee. In spite of claims that this lake water is “only 30%” of total discharge water coming into the estuary, when it comes it is tremendous, filthy, and always a killer.

I think a decent metaphor would be that one could drink alcohol all time (from the C-23, C-24, C-25) and have problems like an alcoholic but function, however, if one downed two bottles of gin in a short period of time, one would kill oneself. Lake Okeechobee and its periodic huge slugs are death each time for our St Lucie River/Indian River Lagoon.

Next we must recognize the other problem-part of our canal system in the northern region…

After a tremendous hurricane/storm and flooding (because we are a swamp….)  in 1947 the state of Florida and the federal government worked to appropriate monies for the Central and South Florida Flood Project  which created the plumbing system we know today for all South Florida.

The part “we got” was the building of canals C-25, C-24 and C-23. The state and federal government acted like this was “just for flooding” but it wasn’t. It was also to allow for more agriculture and development in the region by draining the lands. (Mostly citrus and development of Port St Lucie).  These canals were built and “improved” throughout the 50s and 60s and expanded the water being drained into the St Lucie River by about five times!

So now water from Okeechobee and St Lucie counties, and even water that had been flowing north into the St Johns River, through Indian River County and beyond— drains into the St Lucie River! (The headwaters of the St Johns River started flowing north in the marshes west of Sebastian and Vero—they have been directed to the SLR…)

Crazy isn’t it?

You know these “guys” —these politicians and business people, knew they were killing the river. They were just so driven by the pay-off of citrus/agriculture and cheap lands to sell….that they didn’t care…The river dies slowly so many of them did not see the “close to total death” —what we see today…but they knew what they were doing.

There were those who objected trying to protect the river’s  fishing industry and wildlife….But their voices were not enough to stop the train….sound familiar?

The map above shows the “expanded watershed” in yellow and pink going into the St Lucie River. This is why I very much object also when I hear “how 70-80%” of the water polluting the St Lucie “is from our local watershed.”

Like we are supposed to feel responsible?  Most of it’s  not local!!!!! Plus it is the SFWMD’s job to oversee these canals. FIX THEM!

The moral of the story though is that the “local watershed” does not exist anymore….

“Wealth (agriculture and development) at the expense of the environment….” The story of our state.

Of course the grand irony is that we all came here for the “environment” ….the water, the fishing, the wildlife, the beauty…..

So here we are in Martin County living in a world where the pendulum swings between “paradise and hell.”

Paradise is not what it used to be, but it is still here. We saw some of it this past weekend…And we could bring back more if we really tried….If we want it, our job is to get more of the water coming into the St Lucie River/IRL back onto the land, going south, and returned or held north, and not draining or being released  into our watershed.

Sounds reasonable doesn’t it? Well, the problem is we don’t have 30 years….or 50 years….like “the plan” (CERP) calls for now….(http://www.evergladesrestoration.gov)

There is alway hope we could do it faster. We must make hope a reality….all of us.

As newspaper man and famed environmentalist Ernie Lyons said: “What men do, they can undo…..and the hope for our river is in the hundreds of men and women in our communities who are resolved to save the St Lucie…” (Ernest Lyons, Editor and reporter, Stuart News)

Protecting the Indian River Lagoon, “A Generation at a Time,” SLR/IRL

I love my parents’ generation, but when it comes the St Lucie River/Indian River Lagoon and growing up  in Stuart, I feel that I grew up unprepared. As a child, I was taught only to love and appreciate my river, not how to protect it, or to recognize what was killing it.

I learned about adorable and fascinating seahorses, but not canals; I was taught about seagrasses, but not how one day algae blooms from all of our fertilized yards and the agricultural people’s fields could be blocking out needed light and destroying these valuable eco-systems.

I grew up in the 1970, and 80s and all the problems we have today can be linked back to those years and before. Older generations knew “it” was coming, but we ignored the inevitable.

But today is a different world, the “inevitable” has arrived and our river is dying. Thankfully, many young people today are not only learning but embracing the problems that threaten the Indian River Lagoon, and they are embracing these problems positively, as “challenges,” as “opportunities,” to create a better water future for themselves and their children as well.

But WE HAVE TO TEACH THEM.

When my husband’s nephew, his wife, and their one year old daughter visited, Ed and I not only took them to Florida Oceanographic, the beach, and the pool,  we let them roll their sleeves up and get in the air showing them from above our struggles with pollution being released into our waterways by the South Florida Water Management District and the Army Corp of Engineers. We flew over the retched canals of C-23, C-24, C-25 and C-44 and discussed over drainage of our state. We visited poor Lake Okeechobee drowning in the filth of the Kissimmee River, and Orlando, whose “best management practices” are really “poor at best.” We showed them how the sugar and vegetable agri-businesses are blocking the flow of water south to the Everglades so it is sent here….

Ben, Ed’s nephew,  works for AT&T in Chicago, and had all sorts of technology ideas about streaming and sharing river photos in ways Ed and I didn’t even know were possible. Old learns from young. Young learns from old…Ben once home, will share his experiences here in Florida with his group of friends in Chicago and all the places he travels. As a former U.S. Marine, he will share the ideas and issues he has learned about the St Lucie River/Indian River Lagoon with his comrades…We of all ages want a better water America, and we need to start taking that goal into our own hands.

As Lake O is dropping, and algae blooms are occurring in our river due to the overabundance of fresh water from the lake lowing the river’s salinity, today the Army Corp of Engineers thankfully ramps down their releases from Lake Okeechobee into the river to 200 cubic feet per second down from a high of 900.

Today to summarize the year so far,  I will share some photos Ed, Ben, friend Scott Kuhns and I have taken since January when the discharges started. The photos are interesting to view “over time.”

One day, so long as we share, future generations may be able to get the number down to zero. For all of us, as addicts of an over-drainage society, the saying becomes: “One generation at a time…”

Martin County’s Hundreds of Ponds, “Down the Drain,” St Lucie River/Indian River Lagoon

From the time I was a baby until growing up, I remember lots of ponds here in the region of the St Lucie River/Indian River Lagoon. Hundreds of ponds intertwined with scrub lands…

Some of these boggy ponds were right outside my neighborhood in St Lucie Estates, just off of East Ocean Boulevard. It was the 1960s and 70s. Over time, especially in the 80s and 90s, when I had grown up and was off to University of Florida and beyond, these ponds simply dried up and “disappeared.” These lands became shopping centers, an expanded Witham Field, gas stations, schools, golf courses, and more neighborhoods. The same thing happened to the lands out west of town, but they became expanded agricultural lands. At a kid, I didn’t think too much about it. Today it blows my mind.

The aerial at the top of this blog post is from 1940. I was born in 1964. The small dark areas are ponds. When I asked my brother Todd, who is very knowledgeable on these old photos and land use, where all the ponds went, he noted  that when our area canals were constructed by the water districts and Army Corp of Engineers, from about 1920 to the 1960s, the canals not only drained the lands, but over time, the water table dropped, (the water below the surface of the soil that you don’t see)  drying out the many of little ponds, so that these lands could be developed.

So most of the 1940 wetlands you see in the aerials throughout this blog are now gone, and “we are here.” This happened all over Martin, St Lucie and almost all counties of south Florida. This on top of the shrinkage and drainage of giant Lake Okeechobee!

Yikes!

There is something is really odd about this. Millions of people living in former wetlands. Like sitting atop a dry sponge. No wonder all the wildlife is gone and the rivers are polluted. I’ve heard people talk about this change forever, and I have lived it myself, but seeing my brother’s video below, really bring the whole thing “home.” Watch and wonder where we should go from here…

The flight starts in the area around Pratt & Whitney in northern Palm Beach County / southern Martin County where the land still looks like much of Martin County used to look. We then fly to the area around Bridge Road where the headwaters of the South Fork used to be nice and wet in the 1940s. Hundreds of interconnected ponds and bogs eventually coalesced into the tributaries of the South Fork. Today the ponds have been drained for farming and a few neighborhoods. The smallest tributaries are now drainage ditches. Next we fly over the area around the City of Stuart and Witham Field. You can see how the old ponds and bogs lined up between low ridges that run parallel to the ocean. Many of the bogs are now low-lying dry nature preserves in the neighborhoods and golf courses. –Todd Thurlow

Drainage, Lake Okeechobee, the Everglades, St Lucie River/Indian River Lagoon

My theme this week has been “that which is south of the lake.” The big lake that is, Okeechobee–big waters. The Everglades.

We must always keep in mind that we are all connected, and to fix our water problems with the St Lucie River /Indian River Lagoon we have to understand the rest of south Florida’s drainage system as well.

Last night my mother sent me the fabulous colorized historic 1913 post card above. It is titled “drainage canal and the Everglades, Miami. “So idyllic. So beautiful.  Except for the giant gash in the land to the right of the card that foreshadows the future we are all now living: over-drainage.

Drainage in Florida began as early as the mid 1800s and was the goal of Florida’s first government admitted to the United States on March 3, 1845. It remains the goal of our government today, as 1.7 billion gallons of fresh water a day goes to tide through south Florida canals.  I must say the state may be starting to catch on. Water farmers, the “latest rage,” will tell you that we spent the last 100 years taking the water off the land, and we will spend the next 100 years putting it back on….

As we know, the ACOE is directed through Congress as to what it is to do. “The State,” meaning Florida, plays a huge role in this “ask.” Today, I have a Treasure Coast Regional Planning Council meeting. This council plays a role as far as “intergovernmental coordination and review,” of coordinating between local governments and the federal government. (http://tcrpc.org)

The last two images of this blog show the photos included from the TCRPC packet. I found it rather ironic and “civilized” sounding that the areas around the lake are named “Herbert Hoover Dike Common Consequence Zones.” I assume the consequence is that if the dike breaks, there is death and destruction of property and people. Maybe it would help if there were an outlet south of that lake to relieve some of the pressure on the dike? A flow way perhaps?

Anyway, I can’t help but wonder, looking at the 1856 Military Map of Florida, if it wouldn’t have been better to work with nature, with the lake, instead of so against it?

The first video below is of the reenforcing the Herbert Hoover Dike in 2009. In 2005, after Hurricanes Francis and Jeanne, it was decided to reinforce basically the entire southern area of the dike as it is listed as one of the most dangerous and unstable in the United States. Reenforcement? I get it; nonetheless, what a crazy place to build an empire….

Riding the UF Water Study -Buy the Land! Send it South! Fix it All! SLR/IRL

Kudos to the University of Florida! “Go Gators!”

Under tremendous political pressure, and intense time limitations, the Water Institute of the University of Florida (http://waterinstitute.ufl.eduhas created a professional, “arm’s-length” document, reporting on “Options to Reduce High Volume Freshwater Flows to the St. Lucie and Caloosahatchee Estuaries and Move More Water from Lake Okeechobee to the Southern Everglades.”

Kudos to Senator Joe Negron and the Senate Committee who put forth the $250,000 for this study after the “Lost Summer” of 2013!  Write him, thank him and ask him to support the EAA option land purchase! (http://www.flsenate.gov/Senators/s32)

Kudos to the people who demanded something be done to save the St Lucie River/Indian River Lagoon that suffers from terrible “local runoff” and then is periodically murdered by the tremendous releases from Lake Okeechobee that are a tipping point, causing the river to go into a toxic state as we saw in 1998, 2004-5, and most recently in 2013!

The UF Water Institute’s report came out yesterday. The study clearly states, as pointed out to me by Dr Gary Goforth, (http://garygoforth.netwho is reviewing the document:

” Achieving substantial reduction in lake-triggered discharges to the
estuaries and substantial improvement toward the dry season Everglades
demand target will require additional land between the lake and the EAA,
e.g., the current U.S. Sugar land purchase option, lands from other willing
sellers, and/or use of existing state-owned land (e.g., Holey Land and
Rotenberger Wildlife Management Areas (WMAs)).”

Friend, environmental icon, and 20 year county commissioner, Maggy Hurchalla, pointed out this section as we tried to review the 143 page document in quick time:

p102: “Currently, the state of Florida has an option to purchase approximately 46,000 acres in the EAA(Figure V-8). The option is set to expire in October 2015. Thus, the state has a limited window of opportunity to purchase this land at market prices. Given the limited opportunity and the uncertainty of any future similar opportunities to purchase large acreages of lands in the EAA,the state should consider this time-limited option. The particular 46,000 acres at issue may be useful for additional storage and treatment or may serve as lands that the state could trade with other agricultural interests in the area if land in different locations are needed.”

…. the Technical Review Team concludes that relief to the estuaries and the ability to move more water south of Lake Okeechobee can be accomplished using existing technology. The solution is enormous increases in storage and treatment of water both north and south of the lake. Existing and currently authorized storage and treatment projects are insufficient to achieve these goals. The path forward requires significant long-term investment in the infrastructure of the South Florida hydrologic system. Options to Reduce High Volume Freshwater Flows to the Estuaries and Move More Water South from Lake Okeechobee to the Southern Everglades To reduce damage to the St. Lucie and Caloosahatchee estuaries freshwater inflow and nutrient loads from both Lake Okeechobee and the local basins must be reduced. On average, 70-80% of the freshwater discharge and 65-80% of the nutrient load to the St. Lucie and Caloosahatchee estuaries originates in the local basins, with the remaining balance contributed from Lake Okeechobee. Previous CERP, NEEPP and ROG planning exercises have all identified that providing large volumes of regional storage is essential to reduce freshwater discharges to the estuaries. The most recent estimates of required storage include:  400,000 acre-feet of water storage within the Caloosahatchee River watershed,  200,000 acre-feet of water storage within the St. Lucie River watershed, and  approximately 1,000,000 acre-ft of water storage distributed north and south of Lake Okeechobee. …..

Many opinions will evolve out of this UF document. Fingers will be pointed….

Nonetheless, if  we are adaptable, determined, and consistent, like a gator in the swamp, we will be able to “ride” this UF study to achieve the purchase of option lands in the Everglades Agricultural Area (EAA).

We must also “ride” the UF report for funding projects to clean up and divert area runoff from area canals C-23, C-24, C-25, and C-44 that are also an ongoing man-made pollution disaster to the St Lucie River/Indian River Lagoon. Together, Lake O and our area canals are killing our rivers and  Lake O is always the “tipping point…”

Sunrise, Sunset–St Lucie River/Indian River Lagoon

The beautiful sunset and sunrise photos of our area’s photographers invoke a deep appreciation of our St Lucie River/Indian River Lagoon, as well as the struggles and successes of our lives.

Sunsets and sunrises seems intrinsically linked to inspiration and reflection in all of us.

Thankfully, here in the Indian River Lagoon region, we can still see our sunrises and sunsets, although the health of our river, and thus our ability to enjoy the river, is  “impaired.”  This was scientifically determined by the Florida Department of Environmental Protection (FDEP) in 2000. In Beijing, China, last year, the government erected a televised screen showing sunsets, as the people could not see their sunsets any longer— due to the tremendous smog in their city. What a price to pay for economic “success.”

Oddly enough, on some level, we have experienced the same thing. On a level of world comparison, we have a “thriving economy;” however, somehow, over the past 100 years, we have “lost our river.” Yet in most of the adds one sees, the river still looks beautiful and healthy.

Right now, the Army Corp of Engineers (ACOE) is discharging water from Lake Okeechobee, while  the South Florida Water Management District canals C-44, C-24, C-23, and C-25 are also dumping polluted water into our estuary. All of this extra water has been “engineered” to come here so agriculture and development can thrive. Us included…

So, right now there is “no other way,” and the ACOE and South Florida Water Management District are locked in a cycle of struggle to send more water south when the entire southern area south of Lake Okeechobee is blocked by the Everglades Agricultural Area— other than a few canals, to “send water south.” Plus the water is too dirty for the Everglades—but not for the St Lucie River/Indian River Lagoon that is already “impaired.”

The “mighty” Kissimmee too has been “engineered for the success of farming and ranches and development in its  former watershed. It is being partially restored by the SFWMD;  this is wonderful, a testament of the ability of the system to recover if given a chance….

And after all, it’s not so bad here right? We can still see the sun…..AGGGGG!

Let’s continue to turn this ship; let’s continue to fix our own yards, towns, cities, and counties;  let’s keep pushing the State for a reservoir/flow way to store, clean and convey water south. As Eric Eichenberg, CEO of the Everglades Foundation said yesterday at the Rivers Coalition meeting, this is the “only way” as the Kissimmee River’s continued restoration is simply not enough to hold all the water.

After over a year of creative preparation, and community collaboration, the River Kidz’ 2nd Edition Workbook is here!

After long contemplation this morning, I decided to share the entire booklet in my blog; but as WordPress, does not accept PDF files, I have photographed the entire 39 pages! So, not all pages are perfectly readable, but you can get the idea.

The really cool thing about this workbook is that it was written “by kids for kids,” (Jensen Beach High School students for elementary students). The high school students named the main character of the book after Marty Baum, our Indian Riverkeeper.  The students had met Mr Baum in their classroom (of Mrs Crystal Lucas) along with other presenters and field trip guides like the Army Corp of Engineers, South Florida Water Management District, and politicians speaking on the subject…

The books will be going into all second grade public school classrooms and many private school classrooms beginning in February of 2015. Teacher training  will be underway this February at the Environmental Studies Center in Jensen: (https://www.facebook.com/escmc?rf=132947903444315)

River Kidz will make the booklet available to everyone. Some will be given away, and some will be used to raise money at five dollars a booklet. Understanding the Water Conservation Areas, St Lucie River/Indian River Lagoon

Yesterday, reviewing Everglades/IRL history, we learned about Storm Water Treatment Areas (STAs) that clean Lake Okeechobee water going to the Everglades; today we will take a look at their “older brother and sisters” the Water Conservation Areas ( WCAs),changed but remaining parts of the Everglades, that deliver water to Everglades National Park, and are protected as part of the Everglades themselves…

The Water Conservation Areas, the three large red images in the photo at the beginning of this blog post, comprise 900,000 acres. For reference, the Everglades Agricultural Area (EAA) is 700,000 acres. As we learned yesterday, the STAs were built in 1994; the WCAs are were  developed/created in 1948.

According to United States Geological Survey, (USGA,) the WCAs were developed as part of the (1948) Central and Southern Florida (C&SF) Project.

To me, this is ironic, as I consider the C&SF the nail in the coffin for Central and South Florida. (http://www.evergladesplan.org/about/restudy_csf_devel.aspx)

It followed tremendous flooding  in 1947, and inspired the widening and deepening of the C-44, (St Lucie) C-43, (Caloosahatchee) canals, the building of C-23, C-24, C-25 in Martin and St Lucie Counties, as well as many, many, other projects around and south of Lake Okeechobee. The Army Corp of Engineers did what they were charged to by the state and the US Congress, and as usual they did it “too well,” over draining the state with the continued destruction of the northern estuaries.  On top of that, today we waste on average 1.7 billion gallons of valuable water to tide every day. So anyway, the WCAs were also “created”during this time; they on the other hand are a good thing…

According to the USGA web site:

They were designed for use as storage to prevent flooding, to irrigate agriculture and recharge well fields and as input for agricultural and urban runoff. 

They are also recharged by rain, but leeves were built around the WCAs so water flows into them and then slowly streams into Everglades National Park by the hand of man, not Nature…

The USGA also states that:

Historic flow of water and the quality of water through the WCAs have been greatly reduced. These conditions have resulted in decreased wading bird populations due to shortened hydroperiods, invasion of the native environments by exotic plants and fish, and conversions of sawgrass communities to cattail/sawgrass mixes.

Recently, Martin County’s Dr Gary Goforth (http://garygoforth.net), formerly of the SFWMD, and one of the primary creators of the STAs, has been revealing publicly at River Coalition meetings and SFWMD meetings  that although more STAs have been built since 1994 to bring and clean water into the WCA/Everglades, less water is actually getting there!

2014 was the first year in ten years that a substantial amount of water (over 250,000 Acre Feet) was sent south. (See chart below.) This is odd isn’t it? And until last year, most of that water was EAA water used to water their crops, not “overflow” Lake Okeechobee water.

I believe it was the public outcry that inspired the ACOE and SFWMD to send more water south last year through the STAs and WCAs.. .The problem lies with the SFWMD and ACOE mostly because in 1994, by law, phosphorus was limited into Everglades National Park. This is understandable, but adds to our St Lucie/Indian River Lagoon continued destruction.

Even with all of the STAs and the WCAs nature cannot take up all of the man-made phosphorus and nitrogen from farming and development. So what can we do?

We must return more of the EAA land to nature or at least “man-made” nature…we must purchase the option lands….

Dr Goforth and Understanding The Inherent Variability In Annual Flows to the St Lucie River/Indian River Lagoon

One of the positive things that has come out of the negativity of the St Lucie River/Indian River Lagoon situation, is building relationships with incredible people who care about  our rivers. One of these people is Dr Gary Goforth.

I first met Dr Goforth last August when he spoke before the “Senate Hearing on the Indian River Lagoon and Lake Okeechobee Basin,” at the Kane Center in Stuart, organized by Senator Joe Negron. Dr Goforth was sitting next to Karl Wickstrom, founder of Florida Sportsman Magazine and outspoken member of the Rivers Coalition.

Listening to Dr. Goforth plead his case, I said: ” Wow, who is this guy?”

He spoke for the St Lucie River/Indian River Lagoon as a scientist showing the SFWMD and ACOE could move more water south, and he knew as he very much helped design the system!  I came to learn that he in fact is the “father of the STAs (Storm Water Treatment Areas) in the Everglades Protection Areas and worked for the South Florida Water Management District for I believe almost 20 years. Now he is independent and has his own company. (http://garygoforth.net)

Having access to Dr Goforth is like having access to a “water issues computer” and I am continually blown away by his breadth of knowledge and that he is openly willing to share.

Sometimes our conversations go like this:

“Dr Goforth, I am looking at your chart, and my husband tells me never to speak in public when  it comes to numbers…..but what does this mean……?”

He never makes me feel stupid, has the patience of a saint, and goes over the material until I get a hang of it.

The chart at the beginning of this blog entry is an example of complexities made simple through Dr Goforth. The chart, through color coding, shows “the inherent variability in flows” to the St Lucie River through C-23; C-24; Ten Mile Creek; C-44 Basin; Other Tributaries (a huge area around all the developed area of the river); and Lake Okeechobee Discharges. This is shown in AF (acre feet), or an acre of land with a foot of water on it.

Referring to the chart is enlightening and disturbing to note that for instance in 2005, almost 2,500,000 acre feet of water came into the St Lucie River/Indian River Lagoon; and in 2013, our “Lost Summer” about 1,250,000 acre feet came in. Other years shown on the chart between 1995 and 2013 with “worse” years than 2013 are 1998; 2003; and 2004. To somewhat put this in perspective, the huge EAA, or Everglades Agricultural Area, south and around the Lake Okeechobee is 700,000 acres. So for 2,500,000 acre feet of water, where would we ever find 2,500,000 flat acres of land to put this water on? We would not, and this is why “they” have to deal with volume and deeper storage areas. Mind blowing? YES!

So getting back to home, why did we finally “freak out” and go over the edge in 2013, when the flows have been “worse” before? Well, I personally think social media is a big part of this, as well as the aerial photos that “showed” people” the true repugnance of the big picture; and like someone in an abusive relationship, after years and years, we’d finally HAD ENOUGH!

Dr Goforth’s chart also shows that the annual flow to the SLR is 999,468 acre feet; and the average annual flow of Lake Okeechobee water to the SLR is 291,899 acre feet or 29% of the flow. I’ll round that up to 30% and say, “Yes, we here in Martin and St Lucie County have terrible issues with our own local runoff of C-23; C-24; Ten Mile Creek; C-44 Basin; and Other Tributaries; yes, in fact we are almost killing ourselves, SO ACOE and SFWMD PLEASE DON’T TOTALLY KILL US BY RELEASING POLLUTED WATER FROM LAKE OKEECHOBEE ON TOP OF OUR ALREADY HORRIBLE SITUATION!

With that said, I hope you learned something today and if you have time, take a closer look at the chart, it’s really educational; also,  if you ever see Dr Goforth around town, go up to him and thank him and shake his hand. He is one of the most outstanding “River Warriors” of all!

The Estuary-Ocean People-Government Relationship, St Lucie River/Indian River Lagoon

As we all know, estuaries are the nurseries of our oceans. Sometimes we think of rivers and oceans as separate, but they are connected and the destruction brought upon one affects the other.

Looking above at this photograph of Hutchinson Island near the House of Refuge one can see how close the Indian River Lagoon estuary and the Atlantic Ocean really are. Not only that, when polluted water flows out of the St Lucie Inlet from the St Lucie River estuary, it covers and negatively affects our “protected” near shore reefs and the tremendous variety of life there.

According to the Consortium  for Ocean Leadership (http://oceanleadership.orgof which locally FAU/Harbor Branch is a member:

“Ocean ecosystems have been subjected to decades of intense fishing, urban and agricultural runoff, and the loss and degradation of estuaries and wetlands. Furthermore, changes in ocean temperatures, salinity, currents and acidity are having significant impacts on marine living resources. The incidence of hypoxia, as in the Gulf of Mexico (http://www.ncddc.noaa.gov/hypoxia/(dead zones) has increased almost 30 fold in the United States since 1960 with more than 300 systems recently experiencing hypoxia.” 

As we all know, the entire St Lucie/Indian River Lagoon is often a “dead zone,” due to toxic algae blooms caused by too much polluted fresh water runoff from canals carrying nitrogen, phosphorus and other pollutants from agricultural canals along the lagoon, and Lake Okeechobee .

The recommendation of the Consortium is as follows:

“…support  conservation programs and services to reduce runoff of nitrogen and phosphorus, and sediment from agricultural activities which is causing harmful algae blooms and dead zones.”

Think about this for a minute.

The four agricultural canals we have here in Martin and St Lucie Counties: C-44, C-23, C-24, and C-25 have no filtering system. When it rains, the water falling on thousands and thousands of acres of agricultural as well as urban lands picks up fertilizer, pesticides, herbicides, oil, cow, horse, and pet waste, leaky septic tank effluent, and what ever else is out there; this water then runs into the canals that in turn are released directly  into our waterways. When Lake Okeechobee is dumped it too has no filtering process, so not only do we get our pollution but we get “Orlando’s” as well as the Everglades Agricultural Area south of Lake O. forces the lake water to flow east and west rather than south as nature intended…. Is it any wonder why we are a toxic mess?

It must be noted that Martin County, the state, and federal government for years have been working on the IRL South Project that is part of CERP. (http://www.evergladesplan.org/pm/projects/proj_07_irl_south.aspx) This project would help hold, filter, and clean polluted water for canals C-23, C-24, and C-25 before it enters the St Lucie River/Indian River Lagoon. These projects are so expensive and political they are a “slow moving slug,”but they are moving.

The C-44 STA/Reservoir (https://my.sfwmd.gov/portal/page/portal/pg_grp_sfwmd_wrac/portlet_subtab_wrac_archive_reportsdocs/tab772049/wrac_090606_c44_ray.pdf) is yet another tremendous project that miraculously got a second push to get underway, due to the pressures of last year’s “Lost Summer,” through the help of local, state, and federal politicians and agencies, but that project needs continual push for congressional funding to accomplish its goals too.

Clean water does not come easy. The public must push and push. There is fierce competition.

Yes, we the public must learn more about these projects and how to help get these projects funded, along with our fight for a flow way south of Lake Okeechobee.

The government will only move forward with these projects if they know the public is expecting it and helping with it. With Amendment 1’s passage the possibility is even more of a reality, but it is no guarantee. We must advocate.

The line between the estuary and the oceans is very thin, as is the line between the people and their government. Get involved! The river and the ocean both need you!

 

 

Aerial Tour of October 17th’s Polluted Runoff, C-44, C-23 and C-24 Canals, SLR/IRL

Today, I will take you on an air tour, hopefully one of the last of this year’s rainy season. In Florida, rainy season corresponds with hurricane season that lasts June through November. Nonetheless, typically the rains start to wind down towards the end of October.

The Army Corp of Engineers has not released from Lake Okeechobee this year so it has given us an opportunity to see what the runoff  in our area is “in and of itself.” I refuse to use the words “local runoff” because the St Lucie River and Indian River Lagoon’s runoff is over 50%  of what is was before the Water/Flood Control Districts and the ACOE created since the 1920s in order to drain the land for development and mostly agriculture.

It is the runoff of these expanded lands that we are dealing with today, full of sediment, fertilizer, pesticides, herbicides, road pollution, and whatever is on people’s yards.

I think seeing how “bad” our canal runoff is also shows why WE CANNOT ACCEPT WATER FROM LAKE OKEECHOBEE on top of this already bleak situation of our own.

So anyway, enough of my lecture, let’s get started!

The first thing one sees once up in the air off of runway 12, is the polluted freshwater pollution/sediment line coming around the tip of Hell’s Gate in the St Lucie River. This water is coming from the South Fork of the St Lucie River where C-44 is located and the North Fork area where C-24 and C-23 are located. This filthy water flows into the St Lucie River proper and then around the tip of Sewall’s Point, into the Indian River Lagoon, out the St Lucie Inlet and then into the open Atlantic Ocean. (See map/chart 3 above for canal locations and expanded watershed runoff.)

Continuing on, as one flies over the St Lucie Inlet and along the Atlantic Coast over Jupiter Island one sees the dark water in what is usually a turquoise blue ocean. It must be noted that although this runoff canal-plume is disgusting looking it is nothing close to how dark and sediment filled it was last year when the runoff included releases from Lake Okeechobee.

There was some fun stuff to see also. There were many sharks in the dark waters. Ed and I wondered if they were sneaking  up on the fish in all the cloudy water, there were so many.  We must have seen 20-25 large sharks. We also saw sea turtles and giant rays, and lots of bait fish and sea birds both in and out of the plume area.

As we approached Peck’s Lake, we could see the tip of the plume in the distance like a giant slug. The plume ended about a mile short of Hobe Sound Beach, in Jupiter Island.

Ed and I talked about how one house would have the dark plume waters and another only a few feet away had blue ocean…

Another year, another rainy season behind us….

As we flew home, I was grateful to live in such a beautiful area and with every flight I become more determined to save it from the dirty waters of our canals and Lake Okeechobee. To destroy such a paradise is wrong.

DEP’s “2014 Indian River Lagoon System Management Plan” for the Once Outstanding Waters of Our Aquatic Preserves

My husband came home from the airport yesterday, I was on the couch in the living room reading.  “Have you had a good afternoon?” He asked.

“Awesome,” I replied. “I have been reading the most wonderful document  that contains all of  the important information about  the entire Indian River Lagoon.” I energetically held up my gigantic copy of the Florida Department of Environmental Protection and NOAA- Indian River Lagoon, Draft Report for 2014.  (http://www.dep.state.fl.us/coastal/sites/indianriver/plan.htm)

Ed smiled and looked at me like he usually looks at me in such instances. “That’s great,” he ironically replied, “government publications are my favorite too, how exciting…”

I am not always enamored with government publications, but I am with this one, especially as it is not finalized yet and the agencies are taking comment from the public.

What I like best about the document is that is deals with the entire lagoon, not just one section, including the lagoon’s  four aquatic preserves: 1. Banana River; 2. Malabar to Vero Beach; 3. Vero Beach to Ft Pierce; and 4. Jensen Beach (really just south of the City of Ft Pierce) to Jupiter Inlet.

According to the document, “each of the four aquatic preserves comprising the IRL System was classified by the state of Florida as OFWs or “Outstanding Florida Waters, “in 1979 (Rule 62-3-2.700 (9) F.A.C.

I was 15 years old at that time. I remember those waters and how they shaped and enriched my life growing up here in Stuart. To think that these “Outstanding Florida Waters,” are now “impaired” makes me sad and makes me angry.

It has been coming for years, but in 2011 through 2013 the lagoon system really “crashed” with the “super-bloom” and brown tides in the central and northern lagoon, killing more than 60% of the area’s seagrass and leading to two federally designated “Unusual Mortality Events” of the endangered manatee, and the protected bottle nosed dolphin.

And also in 2013 the months long toxic algae outbreak in the southern lagoon… This occurred  due to blue-green “microcysis aeruginoas” algae water released by the ACOE from Lake Okeechobee, into the St Lucie River/IRL system. The SLR/IRL system was already over stressed from discharges coming from local canals C-44; C-23; C-24 and C-25…the lake Okeechobee water was the nail in the coffin so to speak.

I think there is a disconnect here. Aren’t these waters protected?

According to the publication, the mission statement of the Florida Coastal Office/Department of Environmental Protection is the following:

1. protect  and enhance the ecological integrity of the aquatic preserves;

2. restore areas to the natural condition;

3. encourage sustainable use and foster active stewardship by engaging local communities in the protection of aquatic preserves; and

4. improve management effectiveness through a process based on sound science, consistent evaluation, and continual reassessment.

I will refrain from bashing of the Department of Environmental Protection as I do not think our fair state’s leadership over the past hundred and fifty plus years has helped them attain their mission. How do you “direct” an agency to protect something and then simultaneously promote over drainage of natural systems,  channelizing, overdevelopment along the lands of these once “outstanding waters,” and allow water districts to over-grant permits for aquifer withdrawal for more agriculture and development?

Another irony I have to add here is that these once “outstanding waters” are what helped bring  people to our  locations and supported their high real estate values. That is changing as some people are now leaving. Last year, in the Town of Sewall’s Point, although the real estate market  improved overall in the county, our property values only increased 0.13%. As a “desirable” water front community with some of the highest property values in the county, this came as a surprise and is certainly directly linked to the “lost summer” and toxic waters of 2013.

The state of Florida needs to “wake up.” The Town of Sewall’s Point is a microcosm for the rest of the state. So what can we do to help? Speak up! 

Please if you have time and interest, check out Indian River Lagoon System Management Plan, Draft Report 2014 below. Even if you don’t read it all, which is almost impossible, keep it as an electronic resource,  and MAKE A COMMENT to the DEP. Even if it is just one that you appreciate that they are reevaluating their management plan and how much the IRL means to you.

It is only through the continued pressure of a caring public that the Indian River Lagoon will be resurrected and its “living waters” will run through our cities again.

The Contributions of “The History Lady,” Sandra Henderson Thurlow, St Lucie River/Indian River Lagoon

As the jacket of her Sewall’s Point Book states:

“Sandra Thurlow was a resident of Sewall’s Point for twelve years before she became fascinated by its history. In 1986, the Town of Sewall’s Point commissioners ordered the demolition of  a lovely old home that stood on a bluff overlooking the St Lucie River. Queries revealed that it was once the High Point Rod and Gun Club, a wildness retreat for a coterie of politically powerful Philadelphians. Further research uncovered a wealth of local history that needed to the shared and preserved. ”

As you may already know or have guessed, Sandra is my mother and the house was one the children of Sewall’s Point played in and got into trouble having lots of fun….And yesterday, we as a family honored Sandra’s  75th birthday and today she will be featured in my blog. 🙂

Even though she is my mother, it is my opinion that no one has done more for “Stuart’s” local history and  no one has written more about the pioneer families who made their way along this wilderness, once known as “Santa Lucia” or the “Indian River Region.”

When I came back to visit Sewall’s Point and Stuart after graduating from University of Florida in 1986, I could tell things had really changed at the Thurlow house. My sister Jenny was getting ready to go off to school, I had been gone four years and our bedrooms were being transformed into offices. –Offices  full of shelves and drawers of historic negatives, old maps from my father’s law office, abstracts,  camera equipment, historic photos, taped interviews and the beginnings of what would become personal computers.

“Wow, ” I thought,  “that’s cool, she and dad certainly will not suffer from empty nest syndrome when Todd leaves in another two years….”

As the years went on, she and my father, dove into the history of our area, and the history of our area is the history of the St Lucie River and Indian River Lagoon. A teacher by early profession and native of Gainesville, by 2008, my mother, with the help of my dad, had written and published four books: Sewall’s Point, the History of a Peninsular Community on Florida’s Treasure Coast; Stuart on the St Lucie; Historic Jensen and Eden on Florida’s Indian River; and together with my sister-in-law Deanna, Gilbert’s Bar House of Refuge, Home of History.

My mother taught me not to brag. But today I am bragging. It’s time. She has inspired and educated not only me but thousands of people. She has given talks, presented slide shows, worked with students in our local high schools, and has won state awards for her work.

I think she has helped make Martin County one of the “best documented histories” of our state. And through it all, whether she is writing about Captain Richards and his daughter Lucy of Eden struggling to grow pineapples in the sandy soil along the Indian River; or the first pioneers of Stuart trading with the Seminoles and calling their new-found paradise, “Stuart on the St Lucie;” or the early fish houses pouring over in Jensen Beach; or the shark fishermen in Salerno; or the lonely House of Refuge Keepers longing for the site of a ship or boat in river or ocean and who sustained themselves from the great riches of its waters; and even the documentation of the great detriment  that came to this place through the false hope of canals and connection to Lake Okeechobee, she writes about the relationship of people to the land and the relationship of people to the water.  The water is our history and we are the water, as that is why we came to this land….

Thank you mom for all of your work and happy birthday! Stuart is 100,  you are 75 and I, your oldest, am 50. Time is flying, and  the water that defines this place is still defining it as we fight to bring it back to health so that future generations can have some stories and write some books too.

Yesterday’s August 3rd, “2nd Annual March Against the Lake Okeechobee Discharges,” was remarkable. One year later, after the toxic releases from Lake Okeechobee, and the putrid discharges from our local canals,  the grass-roots momentum has not stopped and is expanding with respectable allies.

Some 1500 people, artists, news agencies, and many politicians (in office or running to be) came with political signs, costumes and with children in tow. They sat in the baking sun and dead air, under one lone oak tree if they could fit,  to listen to almost two hours of “educational speakers” and then to march to the locks. I was inspired.

Most jaw dropping for me, was to see the conservative and well spoken Senior Vice President, Chief Operating Officer and Chief Legal Officer,  Robert Lord, (http://www.martinhealth.org/executives) for Martin Memorial Health Systems, climb the stairs and pledge the institution’s support for our St Lucie River/Indian River Lagoon and publicly note the institution’s concern for the SLR/IRL’s related health issues.

“Wow.” I thought. “Now this is a turning point. They can’t call us tree huggers anymore…”

I did not write down what Mr Lord said, but I stood there at his feet basically and watched him. I have known the family for my whole life. His father was a famous Country Western singer/later developer Bobby Lord, and I went to school with Cabot, Rob’s younger brother. Rob noted that he is “sixth generation,” and that his family grew up in the area, and that he, as a child,  enjoyed our area and these waters. They were wonderful days. He noted his dear family friend Jo Neeson, a river supporter and organizer of the event, and all the fun they had growing up here.  He then said something to this effect:

I am here today to speak on behalf of Martin Memorial Health Systems. We are concerned…We cannot prove that the many health issues- that have taken place- happened because of contact with river water but we can state that all of these people  had contact with the water during the discharges….we are concerned. We  are concerned for the health of the people and for the St Lucie River/Indian River Lagoon. For Martin Memorial, I am here today to say we support the movement for the river… 

With such support and honest revelation, how can our state and local agencies such as the Army Corp of Engineers, the South Florida Water Management District, the Department of Environmental Protection and the State Department of Health ignore our cries?

They can’t.  The hiding is over. The years of allowing destruction of our most precious resource, water, is done. The “cat is out of the bag,” “Pandora’s box is open.” Let’s keep talking and keep pushing and give our children  a place to fish, swim, boat and see the magic of a dolphin break the waves…

Do the ACOE and SFWMD Release Toxic Lake O Water Into the St Lucie River/Indian River Lagoon?

I am well aware that the St Lucie River and Indian River Lagoon have location specific e. coli bacteria problems, as well as “overall water quality problems,” due to our local canals. This summer has been a great example of such with our SLR/IRL waters colored putrid brown all the way to the St Lucie Inlet just from releases from C-44, C-23, and C-24 canal basin runoff releases.

This is why it is beyond my comprehension, that with such terrible local water issues, our state and federal agencies can legally and in good conscious, “if necessary,” on behalf of flood control, release more nutrient, sediment filled waters into our SLR/IRL through Lake Okeechobee when they know that those waters often contain Microcystis Aeruginoas, a cyanobacteria that can produce health threatening toxins through its blue-green algae blooms.(http://www.doh.wa.gov/CommunityandEnvironment/Contaminants/BlueGreenAlgae.aspx)

In 2013, the Martin County Health Department, through spokesperson, Bob Washam, urged residents to avoid contact with the algae in the entire estuary from the St Lucie Canal to the St Lucie Inlet. Luckily with our local, “yuk” releases, we have not had that situation occur yet in 2014.

I have had two personal experiences witnessing these blue-green blooms. The first was during a boat ride into Lake Okeechobee, September 5, 2009, and the second was last year (2013)  with the Everglades Foundation team, at the St Lucie Locks and Dam when the ACOE was releasing. As we walked over the gates,  I clearly saw bright blue-green algae on the side of the dam allowing in Lake O water. Believe it or not, the SRWMD was testing the water right there… Mark Perry from Florida Oceanographic was with me and I ask him:

“Mark, is that “toxic” blue-green algae?”

Mark replied:

“Yes, blue-green algae can be toxic is most prevalent in fresh water systems. It is often in the lake.”

“And they are releasing it into our river?!”

I stood there in a daze….amazed.

Then I recalled the boat trip I had taken with my husband and dogs in 2009,  and how we had seen the blue-green algae clearly along the edges of the locks while going into the lake and I had videotaped it.  I am including some photos I took of that video below.

When Senator Rubio visited  Stuart on behalf of the SLR/IRL, I told this story….I have told it many times at many official meetings to no avail. I think it a significant issue. Anyway…

So far this year, with the releases from our local canals, toxic algae, or Cyanobacteria, has not been reported in the SLR/IRL. It could be in the future, but it is less likely than when the ACOE is releasing from the lake. Why? Because often when they release from the lake it is TREMENDOUS amounts of freshwater, even more than comes from our local canals. Plus the blue-green algae is already in the lake as its fresh.

According to Bob Washam, blue-green algae was first reported around 1995 and it was blue! They thought it was a paint spill. The outbreaks have been more common since this time the worst being in 1998. Whether blue or green in color, it is bright. Very bright. You can see it.

How could our government, in essence, “poison its own people,” and how can we allow this, especially when we can see it?

We must push our government for change. Health, safety and welfare is something we rightfully deserve. Send the water south.

83 Years of Asking the State and Federal Governments to “Close the Gates,” St Lucie River/Indian River Lagoon

The St Lucie Canal connecting Lake Okeechobee to the St Lucie River was constructed at the request of the state of Florida, the US Federal Government, and the local Martin County Chamber of Commerce, by the Army Corp of Engineers from 1915-1928. As this antique newspaper article of the Florida Developer above shows, by 1931 the Martin County Commission was already asking the state of Florida to close the gates and reporting clear evidence of the destruction of the St Lucie River/Indian River Lagoon.

I must thank my mother, historian Sandra Thurlow, for sharing this information and the photos in this post. She transcribed the 1931 article from the Florida Developer, a Stuart paper of the era. It reads:

1931, LOCKS IN CANAL CLOSED; FISHING TO BE BENEFITED

Job of Checking Water Movement Was Completed Saturday TO KILL HYACINTHS; Fishermen Look For Decidedly Good Fishing the Winter

The east locks of the St Lucie Canal were closed Saturday, after being open nearly two years. In that time the level of Lake Okeechobee has been reduced from 18 to 14 feet. 

The work of closing the locks began Friday morning under  the direction of engineers for the Okeechobee Flood Control District. When they finished the job Saturday night, water continued to pour over the dam about as fast as before, in spite of the fact that the level of the canal had been raised 7 feet. 

This morning the crew went to the west end of the St Lucie Canal to close the locks there and thus check the flow of water from the Lake. 

The closing of these locks is regarded as highly important to the people of Stuart and adjacent communities, primarily because  as long as they remain open, the ingress of water from the Lake made the St. Lucie River fresh, driving out the salt water fish and bringing in hyacinths. With the water cut off from the Lake, it is expected that the St Lucie River will again become salt and this should bring back the fish and kill the hyacinths. Fisherman say it will take about 30 days for the effects of the is change in water to be felt, but they are exultant that this change had come about in time to promote good fishing in local waters.  

The minutes from the Martin County Commission meeting in 1931 also shown above are a bit harsher. The minutes state:

Be it resolved that the Board of County Commissioners herby instruct the Clerk to write the Trustee of the Internal Improvement Fund petitioning that they closed the gates at the Lake end of the St Lucie Canal until April 15, 1931, for the reason that the constant  discharge of a large volume of dirty fresh water into the St Lucie River has killed all the shell-fish, driven out salt water fish from the river, filled the river with hyacinth and polluted the St Lucie River as to completely take away its attractive features and ruin its commercial value to our community.

According to local Everglades SLR/IRL expert, Dr Gary Goforth,  (http://garygoforth.net/resume.htm), 1931 was the first year the amount of water released from Lake Okeechobee in to the St Lucie River was documented. Although there is no documentation of the releases that occurred prior to 1931, in 1931 it is documented that 1,414,414 acre feet of water was released from the lake into the river. This is over three times as much as was released into the SLR from Lake Okeechobee in 2013, (419,951 acre feet.)

On August 3rd at 10AM the people of Martin and St Lucie counties, on behalf of their government, will ask one more time for the state to close the gates from Lake Okeechobee to the St Lucie River/Indian River Lagoon.

As we have seen this summer, we have enough problems with our own local runoff that has been expanded since 1931 to include the building of C-23, C-24 and C-25 as well as  the widening and deepening of C-44 for its enlarged “local” runoff. Things must change, we have known this for a very long time. Finally there are enough of us to make a difference.

Hope to see you at the rally and may the state and federal government know that we will never stop asking, some would say demanding, that the ACOE, through the federal government  and the state of Florida “close the gates!”

Finding Out How Much Discharge is Killing Our SLR/Indian River Lagoon and Where it’s Coming From

The river looks awful right now as the photographs taken Saturday, 7-19-14, by my husband show. Why? They are not even discharging from Lake Okeechobee…yet.

We have terrible problems with our local canals and adding the Lake discharges on top of it is a crime. The state, federal and local governments are working slowly to improve the situation through CERP (Central Everglades Restoration Project) projects but improvement is very expensive and cumbersome.(http://www.evergladesplan.org/pm/projects/proj_07_irl_south.aspx)

The C-44 Storm Water Treatment Area/Reservoir the governments are working on now will cost millions of dollars and store only some of the discharges from the C-44 we are getting today. But there must be more. We must learn more. We must keep pushing and helping our governments move along.

The best way to do this is to know how to read the information on water discharges yourself.

Last summer, when the discharges from Lake Okeechobee threw our already ailing river into toxic status, Boyd Gunsalus, one of the the leading scientists (and certainly coolest) at the South Florida Water Management District, showed me how to find the water discharge statistics, and  today, in case you do not know, and are interested, I am going to show you.

FIRST THE LAKE AND C-44 BASIN

This link (http://w3.saj.usace.army.mil/h2o/reports.htm) of the ACOE at Lake O. will show you the level of the lake, and whether the ACOE is releasing from the C-44 canal, and or Lake O.

Go to the site above and on the right hand side you will see, St Lucie Lock, S-80 Spillway. Click on it. A chart will come up arranged by dates. (The data is always one day behind.) Look for FLOWS CFS (cubic foot per second) in the 3rd column. Today’s is 260 cfs. : 20JUL14  14.46  0.58  260 0. 00  270  0.0 7 30.07  1018. 2 0.00

Now go back to the same link and look at, Port Mayaca Lock, S-308 Spillway. Click on it. Again look for 3rd column, FLOWS CFS.. Today reads “0.” The gates from the lake to C-44 are not open. 20JUL14  13.55  14.40  0 0.00  270 0.0  9 30.04  1017.3  0.33  0.00

Now if both S-80 and S-308 are open you have to add the numbers together to know how much total cfs are coming into the SLR/IRL. And to figure out how much water is coming in just from the lake, subtract the S-308 number from the S-80 number which will always be larger.

To learn how high Lake O. is go back to the link, go to the chart and hit CURRENT LAKE OKEECHOBEE LEVEL. Today it is 13.66 feet. “Current Lake level is: 13.66 (ft-ngvd)”

OTHER CANALS

OK, now for C-23, C-24 and C-25.

Now, go to this link, the SFWMD’s web site: (http://www.sfwmd.gov/portal/page/portal/sfwmdmain/home%20page) 1. Look for the tab “Managing and Protecting Water;” look under and to the left of this tab for a small title reading “Scietists and Engineers,” click on this and go to LIVE DATA. 3. Go to the top link “Water Conditions-Regional Realtime Data, Status of Water/ Control Gates.” 4. Go to FT PIERCE and click right on the Ft Pierce link. A confusing chart will come up.

Look for these things:

1. S-49. S-49 is the opening for C-24.

2. S-97. S-97 is the opening/gate for C-23

3. S-99. S-99 is the gate for C-25.

Mind you C-23 and C-24 run into the St Lucie River’s north fork and main area and C-25 dumps directly in the IRL at Taylor Creek close to the Ft Pierce Inlet. So C-25 is not coming through the SLR and St Lucie Inlet like the rest of the sludge but it is important to know C-25 too as it is heavily destructive to the IRL.

OK, if you have been able to follow me so far. Once you open the SFWMD pages and get to FT PIERCE and see the weird chart, find the corresponding gate numbers I gave you above, and click on the the second row’s PLOT little box and arrow. Once this opens up, you will see a chart corresponding to discharges that looks like a wave or like boxes. The hight of the box or wave corresponds to a number on the left side of the chart. For instance: Today, S-49 (or C-24) is 450 cfs; S-97 (or C-23 ) is around 350cfs; and S-99 (or C-25) is around 100 cfs.

(I know there are a duplicate gates sometimes but I ignore them and  just read  one. They seem to say the same thing.)

Now to add up the cfs for “today:”  C-23=350; C-24=450; C-44 at S-80 =260; S-308 from lake, 0. Today’s total incoming discharge water is around 1060 cfs cubic feet per second coming into the St Lucie River/Southern Indian River Lagoon.

Last week it was twice or three times this much. The discharges occur after it rains, long after and then finally slow down like they are now.

C-25 Canal/Taylor Creek Impacts the “Best of the Best” of Our Indian River Lagoon

Ed and I returned from California on July 9th and within 24 hours he was up in his plane and took these photos of C-25’s Taylor Creek outlet in Ft Pierce releasing excessive rain water runoff into the Indian River Lagoon. Still recovering from the three hour time difference, I gladly stayed home!

The C-25’s  canal outfall, although not connected to Lake Okeechobee, is one of the most dramatic and heartbreaking sites of our Indian River Lagoon’s destruction as it releases very close to the Ft Pierce Inlet so the difference in the water color is extreme. C-23, C-24, and C-44 releasing into the St Lucie River are probably quite similar, however, because the St Lucie River is dark in color and not close to an inlet to the ocean–the brown on brown water does not give the same effect as C-25’s brown on blue.

During last year’s heavy releases from Lake Okeechobee by the ACOE, my husband Ed and I flew up to Ft Pierce and flew the entire length of the C-25 canal which attaches  to the C-24 canal, which in turn attaches to the C-23 canal. The water can be”made” to go in any direction by the South Florida Water Management District for agriculture purposes or otherwise. So water from C-23 or C-24 could theoretically be moved into C-25 and visa versa.

So anyway, Ed and I were taking a video for Dr Edie Widder of ORCA who is studying the water issues of the area. The ride was so bumpy and windy I became very sick which is not unusual for me in airplanes.

“Ed can you turn around?” I think I am going to puke.” I muffled through the microphone.

“Sorry babe, we’re in for the long haul with this wind; we should just  follow the canal in this direction and ride it out….”

At that point my jacket  in the back storage area flew out of the Cub and I envisioned it going over Ed’s face and us crashing, but it did not, and instead floated to the ground below. I held my stomach wondering what the person or cow who saw the jacket fall to the ground thought, hoping it did not land on someone’s windshield.

That trip, along the C-25, C-24 and C-23 back to Stuart was the worst ride of my life and I got sick many times while looking over mostly acres of orange fields and other agriculture. I saw some cows and then development as we got closer to the coast.  I really just remember that is was acres and acres of land.

In the wind, the trip took over an hour from Ft Pierce, inland, south, and then back to  the east coast of Stuart. The map below shows how the canals are connected and you can see the path we took–like a giant tall open rectangle.

There is great literature on the C-25 and from what I have read the state agencies have been aware of the destruction caused by the canal for many years.

The ECO SUMMARY written by the Florida Department of Environmental Protection 1998, unfortunately, mostly still applies today, as the Indian River South Plan, has not come into being yet. The Indian River South Plan is a component of the Central Everglades Restoration Plan or CERP, that was approved by Congress around 2000. This plan would and hopefully will, one day, acquire lands, to hold water so it doesn’t just run untreated into the lagoon.

C-23, C-24 and C-44 are part of this IRL Plan as well, and as we know we have been fortunate this year and in recent past years to have been appropriated partial monies by our US Congress, the state of Florida and Martin County to build the C-44 Storm Water Treatment and Reservoir system–they are building it now.

But back to the C-25 the Eco-Summary. This link  below interestingly states:

“The C-25 Canal was created as past of the Central and Southern Florida Flood Control Project (1950/60s) and discharges into the Indian River Lagoon…The section of the lagoon currently impacted by discharges from C-25 comprises one of  the best remaining segments of the lagoon, namely the area just north of Harbor Branch Oceanographic Institution to the Ft Pierce Inlet…Thus C-25 potentially impacts the best of the best.”

“C-25 delivers a greater volume of water and thus a great net pollutant load that the other major upper east coast drainage canals C-23, C-24, and C-44. ( A surprise to me.) C-25 has been shown to transport pesticides, polyaromatic hydrocarbons, and heavy metals into the estuary as well as offshore…”

As you would expect, the C-25 is an “impaired” water body and was determined as such by the Department of Environmental Protection in 2003. Yet the IRL, from Vero to Ft Pierce Inlet, has been designated by the state as  a protected Aquatic Preserve since 1975.  

Did I just write that?

An impaired canal full of heavy pollutants has been running into an Aquatic Preserve?

 Yes, I just wrote that. This is the truth. 

This to me is even more heartbreaking than the photo. To know  “we” have known the situation since the 1970s really and have not fixed the issue is a crime. We are all guilty as it is we that direct the course of our government.

So please don’t forget:

“The power of the government is derived from the consent of the governed….”Let’s keep pushing our elected officials and be prepared ourselves to do what it takes to fix this mess!

C-44 Basin Runoff 2014, Another Summer of Dirty Water For Our Indian River Lagoon, Why?

If there is one thing constant about the St Lucie River/Indian River Lagoon’s problems, it is that they are multi-layered and complex. I believe this is one reason it has been so hard to “fix.” If there were just one problem, it would be easier, but there is not one problem, there are many.

So, today I wanted to focus  on C-44 basin runoff, again, as it has been in the news a lot, especially the two weeks since I was gone as I heard it really rained and we even got our first named hurricane.

The photo above shows the waters just off of the tip of Sewall’s Point on June 27th, 2014. Disgusting.

The basin map above reminds us of the C-44 basin’s location  in southern Martin County. The “basin” is the large area surrounding the C-44 canal in black lines.  As we know, this area is largely agricultural and was expanded over the years to drain more land than nature intended.

Through permits with the South Florida Water Management District the agricultural businesses are allowed to use water from the C-44 canal for irrigation when needed, especially during the “dry” season. The Army Corps of Engineers manages the level of the canal mostly for agricultural use; this is an historic relationship. In spite of “best management practices” much of the water used to irrigate their fields, runs back into the canal, over and over again, filled with fertilizers, pesticides, herbicides, etc…This is the untreated, polluted water that goes straight into our rivers.

As we can see looking at the canal map, over the years, the C-44 basin has become tremendous in size in order to drain land for agriculture and development.  Millions of gallons of water come off these lands when it rains, as has been the case the past couple of weeks.

This recent photo below by local river activist and fishing guide, Michael Conner, shows what the C-44 basin water looks like when it comes out of the S-80 gates at St Lucie Locks and Dam, the same gates that are used when water is released from Lake Okeechobee when the ACOE opens S-308 at the lake. This can be confusing because usually we associate this type of photo with releases from Lake Okeechobee. S-80 can release just C-44 canal water or “just lake water,” or both lake and C-44 water…

So why haven’t we talked  about the C-44 basin until this summer, or seen or very much about it in the newspaper “before?”

Well, it is confusing to the lay person, and I don’t claim to know everything, but I will explain what I can.

Generally, in the past,  the ACOE did not usually release the C-44 into the river during the summer…but this summer they are. Why?

Well according the the “Environmental Impact Statement (EIS) for the 2008 Lake Okeechobee Regulation Schedule (LORS),” the document the ACOE uses to manage Lake Okeechobee:

“All alternatives assume back flow from the St Lucie Canal, C-44, to Lake Okeechobee to be allowed to occur at lake stages of 14.50 ft or 0.25 from the bottom of the the lowest non-baseflow regulatory zone, whichever is lower.”

Basically this means that under most circumstances if the lake is under 14.5 feet,  which it is now, (13.38), the ACOE will “back flow” C-44 canal runoff water into the lake through S-308, rather than sending it east to the SLR/IRL through S-80. This summer the ACOE  has chosen not to do this, so we are getting C-44 basin water released into the SLR/IRL so the water looks gross. In the ACOE’s July 11th, 2014, public periodic scientist call email statement, explaining their choices, it reads:

“The Water Control Plan deliberately allow some flexibility to consider real time and forecasted conditions and decisions made within the guidance provided by the Water Control Plan…for the specific decision not to flow water from the C-44 basin into Lake Okechobee since 12 June 2014, the conditions that we took into consideration were rising lake levels, water supply, remaining duration of the wet season and proximity to the low sub band….the 8 July report from the South Florida Water Management District evaluates the condition of St Lucie Estuary and states “salinity at US1 is within the preferred range for oysters in the mid estuary.”

Hmmm? Obviously the SFWMD’s salinity report was not that of Mark Perry’s at Florida Oceanographic…Let’s read and take a look.

Mark Perry feels the ACOE should be back flowing the C-44 water into the lake. He says:

“According to the Water Control Plan for the Lake the Corps should be opening S-308 and back flowing this local basin runoff into the lake when the lake is below 14 feet and the C-44 is above 14.5 feet but they have chosen to make steady releases from the C-44 basin through S-80 into the St Lucie at near 1000 cfs since June 14. Not so good outlook for the St Lucie Oysters…”

Please view his chart below that shows what has happened to salinity levels since the C-44 has been flowing into the SLR/IRL. (Mind you C-23, and C-24 are also dumping their basin runoff water, but C-44’s basin area is larger.)

On the other hand, friend of Mark Perry, Kevin Henderson, long time advocate for the SLR/IRL and founding member of the St Lucie River Initiative, feels the ACOE is perhaps trying a strategy that will help the St Lucie in the “future.” Kevin states:

“I firmly disagree that the Corps should always run C-44 drainage west until the Lake reaches 14.5. That is the pattern that gets us the most continuous lake and C-44  drainage into the fall, and the the patten that kills oysters…It is not basin runoff that kills the estuary, it’s months of continuous discharges at rates that never let salinity recover. This is why I advocate sending C-44 drainage west only when local salinity could recover for a while, then send it east again and do not let Lake O get high enough to wreck us with longer term discharges…”

I think he’s saying, the ACOE, by not consistantly filling the lake up with C-44 basin water during summer, may be avoiding long term runoff into the SRL/ILR in the future come fall…

Hmmm?

Both Mark and Kevin have a point.

My non-scientific perspective?

I think the ACOE was so taken aback by the wrath of the general public last year, the River Warriors, the River Kidz, the River Movement, the Stuart News/media, as well as some politicians, that they will do “almost anything” not to release water from Lake Okeechobee into the St Lucie River/Indian River Lagoon if they don’t have to.

By letting the C-44 basin water go into the river and not the lake, if a hurricane comes, there is just that much more room in the lake to hold the water so they don’t have to dump here and listen to us scream….

“Stuart on the St Lucie,” Real Estate History and the Cluelessness of Developers Regarding the Health of the Indian River Lagoon

In the 1960s, I grew up in St Lucie Estates, Stuart, Florida, the neighborhood just north and south of Kreugar Creek close to the St Lucie River, not too far from Downtown Stuart. Until I was ten, we lived at 109 Edgewood Drive. I loved that little brick house. I had full reign over the neighboring empty lots and could ride my bike on the “black road,” to get to a park, along  the river, next to the Granfield’s house. The kids of the neighborhood often met there, and we pretended the gigantic, falling Australian Pine was a ship and we made it into our fort. We traveled across oceans. We fought pirates. It was a wonderful childhood.

As a kid, I had no idea of the long running issues with the St Lucie River/Indian River Lagoon, the canals, and Lake Okeechobee. I just knew I loved the river. I loved that I could escape there. Even when I was in high school, living in Sewall’s Point, I’d steal away and sit under the bridges and “think” in the privacy of the river’s ancient calm.

Today, at half a century, I am still in love with the river, but I view it in a different light. A light of history and destruction. My heart aches because I really don’t know if it can make it against the odds. Now that I am older, I know its complete destruction has been coming for a long time, kind of like a cancer. I am miffed that since 1923, when the ACOE first connected the C-44 to the South Fork of the St Luice, that locals were not able to stop the “drainage machine,” as Ernie Lyons, previous editor of the Stuart News, called it. I am miffed also that the state and federal agencies would so blatantly kill an ecosystem.

When I look through my mother’s historical data and read the ads for selling land in Stuart in the early 1900s, it is ironic that they all incorporate the St Lucie River into their sell while they were killing her.

“Stuart on the St Lucie, 1907;” “St Luice Estates, On the Beautiful St Lucie River, 1926;” “Stuart, Atlantic Gateway to the Gulf of Mexico, ca. 1926.”

The are all bragging about draining the Everglades; they are bragging about the digging of the Okeechobee Waterway from Stuart to Ft Meyers thorough Lake Okeechobee; they are basing the draw of the Stuart area on its  location/proximity to the St Lucie River/Indian River Lagoon, and yet they seem to have no clue that by supporting the over draining and over dredging of everything, they have created the rivers’ own destruction!

This is an excerpt from the St Lucie Estates sales booklet:

” St Lucie Estates is situated in one of the most gorgeous spots in Florida—the beautiful St Lucie River County…The St Lucie and the Indian River meet here to form one of the most wonderful bodies of water in the world—one hundred miles of navigable waterway,  edged with luxurious tropical foliage able white sandy beaches…”

“In the introduction to my mother’s book, Stuart on the St Lucie, she writes” Pioneer businessmen of Stuart…realized the St Lucie River was the town’s greatest asset. To foster awareness they of the town’s superior location, they used “Stuart on the St Lucie” in promotional literature, on signs and as newspaper headings. Time has not changed the fact that the St Lucie River is the best thing about Stuart.”

The St Lucie is still the best thing about Stuart, and now we know better. The drainage of lands surrounding the St Lucie/IRL was too extensive. In order to make way for agriculture and real estate development.  The St Lucie River and Indian River Lagoon now take on more than twice what was originally drained into them. 

The excess fresh water and pollutants have all but killed the St Lucie River/Indian River Lagoon. This chart shows the original drainage in green and today’s drainage which has been added to the green area  in yellow. Lake Okeechobee’s  discharges, in pink, are often on top of this. It is too much.

The old adage says “history repeats itself.” Well, here in “Stuart on the St Lucie,” history cannot repeat itself anymore. We must create a new future.

Fresh Water Pollution, a Destructive Force in the St Lucie River/Indian River Lagoon

The concept that fresh water is a “pollutant” is sometimes confusing as we typically associate pollution with heavy metals, nutrients like phosphorus and nitrogen from fertilizer, and muck accumulation, on the bottom of the river, from sediments running off of lands, through canals. Believe it or not, too much fresh water is just as polluting and has dire consequences for the St Lucie River/Indian River Lagoon.

This is historically ironic as well, as when the Ais Indians lived in this area,  the St Lucie River was a large fresh water “stream.” Throughout history, most of the time, the “St Lucie,” was not connected to the ocean. The natural inlet at what was later called “Gilbert’s Bar” by the Spanish was  sometimes open, sometimes not, but never for too long, and the inlet opening was much smaller and shallower than today’s St Lucie Inlet.

Yes, we are going back,  before we go forward, but history is important to know!

The “St Lucie Inlet” was permanently opened by hand using shovels, in 1892, by local pioneers who wanted access to the ocean for trade and communication. They had no idea that by doing this they would create “the most bio-diverse estuary in North America.”

As the salt water came in and mixed with the fresh water of the St Lucie and the “fresher than today’s water” of the Indian River Lagoon, one ecosystem, a freshwater ecosystem was destroyed by the salt, and another was born.

Over time, more fish and critters entered the St Lucie/ Southern Indian River Lagoon than at any other time in known history. The forks of the St Lucie, north and especially north, remained more “fresh” as the salt water usually did not go up that high into those areas. Perfect! Salt and fresh water fishing! It was a unique situation and as mentioned in the day before yesterday’s blog, presidents and other famous people swarmed to the St Lucie for its amazing fishing during this era, and all enjoyed.

Then things changed. In the late 1920s and early 30s, due to flooding  of agricultural lands and bad hurricanes killing people living and working in the southern area surrounding the lake, the Army Corp built the C-44 canal from Lake Okeechobee to the south fork of the St Lucie River.  Then in the 50s and 60s they built canals C-23 and C-24 as part of the Central and South Florida Flood System, another “flood protection project.”  Although all of these drainage programs helped agriculture, especially the sugar industry south of the lake, and citrus, in mostly St Lucie and parts of Okeechobee counties, as well as greedy developers, it did not help the St Lucie River. In fact, these drainage canals have been slowly killing the St Lucie and Indian River Lagoon ever since.

How?

Through many things, but believe it or not, mostly through fresh water.

Once the estuary (St Lucie/IRL) became brackish, a mixture of fresh and salt water, this delicate balance was important to the fish, mammals and others critters that made the river/lagoon their home in this new found paradise.

Briefly, I will summarize some of the killer effects of fresh water on its residents:

1. Fish: When there is too much fresh water the fish get lesions. This is from a fungus that only can live and operate in a fresh environment. The name of the fungus is Aphanomyces invadans and its spores get into fish skin when temperatures are low and water is fresh causing horrible lesions. More lesions have been reported over time in the St Lucie River that any other site in Florida according to the FDEP report at the end of this blog. The worst outbreak was in 1998 after the ACOE had been releasing fresh water from Lake Okeechobee in the winter months due to heavy rains. Thousands of fisherman were reporting fish with lesions; it is well accepted in the literature of our state agencies that this outbreak was connected to the gigantic releases of fresh water from Lake O.

2. Bottle nosed dolphins: Dr Gregory Bossert formerly, of Harbor Branch, has done extensive research into lobo-mycosis, an awful skin disease, in dolphins of the SLR/IRL. The highest number of dolphins with lobo in the entire 156 mile Indian River Lagoon system from Jupiter to New Smyrna Beach, are in the Stuart to Sebastian area. Dr Bossert’s 2009-20014 “Application for a Scientific Research Permit” to NOAA states on page 59:

“Water quality in the central and southern segments of the lagoon, is influenced by infusion of water from flood control drainage canals, e.g., in particular, run-off form agricultural watersheds and fresh water releases from Lake Okeechobee. (Sime, 2005.) Discharges from these sources introduce higher amounts of nutrients, metals, pesticides and suspended solids into the system (Woodward-Clyde, 1994). Analysis of spatial distribution of presumptive cases showed that the highs rates occurred in the IRL  segments 3 and 4 confirming our earlier observations.” (Mazzoil, 2003/Rief, 2006).”

(Sections 3 and 4 are the “south central” and “south” IRL/SLR-from-south of Sebastian Inlet, to Stuart’s St Lucie Inlet. IRL dolphins are “site specific” staying usually in a 30 mile range. The St Lucie River is considered part of the southern IRL.)

3. Seagrasses: Seagrasses are the basis of health for the entire SRL/IRL. Seagrasses that live in an “estuary” need sunlight and brackish (part salt/part fresh) water to survive. among other problems, the fresh water releases cause turbidity in the water so the grasses can’t get light and they die. Mark Perry of Florida Oceanographic states that during the Lake Okeechobee and canal releases from 2013, that lasted five months, up to 85 percent of the seagrasses died around the St Lucie Inlet. All nursery fishes are affected by this and of course it goes right up the food chain. Manatees, an endangered species, that live exclusively off of seagrasses, are very affected and reduced to eating drift algae that in some cases kills them. Dolphins are swimming around saying: “Where are the fish?!”

4. Near shore reefs: The reef system in our area is the northern most of a tropical reef system that goes all the way south to the Keys. It cannot survive with fresh water dumping sediment on its delicate system and altering the salinity of the St Lucie Inlet. Insaine. These reefs are supposedly “protected.”

I could go on and on, but I will stop here. I’m sure you get the point. Salinity is a delicate and important part of a healthy estuary. Generally short lived fresh water releases during heavy rains by our local canals are bad enough, but long term dumping of Lake Okeechobee releases on top of that, is certain death. It must stop. Send the water south.

The Long Deteriorating “Fishing Ground of Presidents,” St Lucie River/Indian River Lagoon

When the pioneers permanently opened the St Lucie Inlet in 1892, it killed the freshwater grasses that filled the waterways creating a brackish estuary that due to the convergence of tropical and temperate zones, and the nearby warmth of the Gulf Stream, became “the most diverse estuary in North America.” (Gilmore)

After a short period of time, sportfishing thrived in the area, and fishing guides called Stuart the “fishing grounds of presidents” as US president, Grover Cleveland, vacationed and fished the area in 1900 and years after.

In spite of long standing issues with the health of the estuary,  as late as the 1970/80s Dr Grant Gilmore of Harbor Branch documented over 800 species of fish living and breeding in the then healthy seagrasses around Sailfish and Sewall’s Point at the convergence of the St Lucie River and Indian River Lagoon. This was a larger variety of species in one place than any other area in United States. (Gilmore)

Going back to the the 1930s, the 1938 Blue Book, a popular annual fishing publication of the time, lauds fishing throughout the entire Stuart area:

“The City of Stuart located approximately 20 miles south of Fort Pierce is world renowned for its fishing. Located as it is…it offers a variety of fishing similar to Fort Pierce but somewhat more pronounced, particularly with regards to the tarpon, sea trout, snook, channel bass, bluefish, crevasse jack, pompano and ladyfish. It’s fresh water fishing is particularly good far into the back county among the Sloughs with their tributary and drainage canals to Lake Okeechobee and the many drainage canals through this territory. These Sloughs and Canals offer splendid fishing for black bass, as well as for the larger game fish from the salt water, such as  th snook and tarpon, that make their way into Stuart Harbor and on up into the both and south branches of the St Lucie River. –Particularly good fishing for these species can be had at the St Lucie Locks about 12 miles inland south of Stuart…”

It is interesting to note that although the Blue Book piece, written in 1938, celebrates Stuart’s fishing, one can find evidence of tension regarding the releases from Lake Okeechobee in the literature of the day as early as 1925.

Fearing the onslaught of development in the booming twenties and the changes brought on by the connection and building of the C-44 canal from Lake Okeechobee to the South Fork of the St Lucie River, beginning in 1923, the South Florida Developer’s, November 10th, 1925 headline reads:

“Fish Will Leave the River As City Grows, Fisherman Assert, Sewage and Oil Sure Death to a Favored Sport is Verdict.”

The article quotes commercial fishermen who know that  the over abundance of fresh water from Lake Okeechobee will chase away the salt water fish and that the oil on the water from development, perhaps from cars and road runoff,  if excessive, won’t allow the fish to sufficiently breathe.

Fishing guide Phil O’Brian is quoted as saying: “I know the ways of the sea fish. They can’t stand fresh water; and they won’t stand sewer water. We have the fresh water now mixin’ in from Lake Okeechobee and we’ll soon have the sewer water.”

These pioneers are probably rolling over in their graves should they have learned about the story of the St Lucie/Indian River Lagoon most recently.

The St Lucie River was labeled “impaired” by the Florida Department of Environmental Protection in 2002 mostly due to pesticides and heavy metals from agriculture and urban pollution runoff accumulating in the sediment from all area canals, especially C-44 and Lake Okeechobee. In a way, just like the 1920s fisherman foresaw…

The fight against the area canals and Lake Okeechobee continues today, and if by the grace of God we can undo some of the hands of history, the St Lucie and Indian River Lagoon will surely heal herself and we once again could be the ” Fishing Grounds of Presidents…”

…but then we might have to get rid of that green and sprawling golf course at the Floridian.

The History of the Name “St Lucie River” and Changes to its Watershed along the Indian River Lagoon

The St Lucie River was originally a large fresh water "stream" that ran into the Indian River Lagoon.An inlet was cut in 1892.

For thousands of years, before the intervention of modern man, the Ais Indians walked the banks of a large fresh water “stream,” that flowed to the Indian River Lagoon. When the Seminoles came years later, they called it Halipatiokee, Alligator Water, as it was fresh and full of gators. The Spaniards came in the 1500s, on and off for centuries. They first called the river, Rio de Santa Cruz, river of the Holy Cross, as the river is cross-like. Later, they re-christened the river Rio De Luz , river of light, for the lighting on the water is heavenly. Eventually, the Spanish called the river, Santa Lucea. The English then taking over, “anglicized” the name Santa Lucea, to what we know today, as “St Lucie,” the church’s saint of the blind, and of “vision.”

Unfortunately, there was not much long-term vision when the watersheds around the St Lucie were altered by modern man. In 1892 area pioneers cut a permanent inlet from the St Lucie River/Indian River Lagoon to the Atlantic Ocean, killing the native fresh water grasses that supported an entire ecosystem. Nonetheless, they created something wonderful, the brackish estuary we all know today.  This area, over the years, before its recent destruction, became one of the most bio diverse estuaries in North America.

That wasn’t enough, the local people and the state, with the help of the federal government’s  Army Corp of Engineers, decided they wanted a connection to Lake Okeechobee for trade, travel, agriculture and the convenience of keeping the big lake of Okeechobee, “low.” So they built the C-44 canal connecting Lake Okeechobee to to the St Lucie “River.” In high water times, the overflow from the lake was directed into the St Lucie River as it is today.  Later, around the late 1950s the people decided they wanted more drained land for orange groves and development in the north, and less flooding, so they got the state and federal government to build the C-23, C-24 canals in Martin and St Lucie counties, draining some areas that had never flown south before. These canals even drained lands out west, in what is now Okeechobee County,  and in the north, known today as the City of Port St Lucie.

Did the people building these canals ever think about the effects on the Saint Lucie River?  This seems doubtful. And so today, we have a river system that takes on much more water than it was ever meant to  receive.

As Ernie Lyons, the former great environmentalist and editor of the Stuart News wrote in the 1960s about the loss of the headwaters of the South Fork of the St Lucie River during his lifetime:

“…The drainers got to work on the marshes. The cypress bordered ponds became white sand in the dry times. A ditch through them gushed silted floods during the heavy rains. The little stream was ruined. It  turned from paradise to paradise lost…”

Not until really the 1970s  did humankind start to reflect and realize that we literally were killling paradise, and we have been trying to revive the spirit of the St Lucie River/Indian River Lagoon ever since.

With out a doubt, the spirit of the saint still lives in the St Lucie River; her ancient story is that she lost her eyes to give the people their own “to see .” When you drive over the bridge and look at her, the beautiful St Lucie, open your eyes and ask her to give us all, “better vision.”

Up Close and Personal with “Clover,” the Newest Baby Dolphin, of the St Lucie River/Indian River Lagoon

Nic Mader has one of the coolest jobs in the world, and one of great importance to our St Lucie River/Indian River Lagoon. She volunteers for the Dolphin Ecology Project in conjunction with Harbor Branch’s photo ID program. She photographs the dorsal fins of all dolphins in our area. When one looks closely, each dorsal fin is unique.

Generally speaking,  the IRL bottle-nosed dolphins are “site specific,” they have a “territory.” Even during crisis, like heavy rains causing polluted discharges and toxic algae blooms in our river from our local canals and Lake Okeechobee, the dolphins remain in our area within a range of about thirty miles. Nic photographs these dolphins and knows them by name. Her newest dolphin is a baby named “Clover.” The mother’s name is Shamrock. Baby Clover will stay aside Shamrock and accompanying group females for up to three years.

Clover is the newest documented member of the group/family of dolphins that live in the “southern lagoon,”which includes the southern IRL and St Lucie River. There are are other groups in the central and northern lagoon as well, all the way up to Volusia County. Sometimes these different groups interact but not too often.

Also, very rarely would one go into the Atlantic ocean through an inlet or a larger oceanic dolphin come inside. The dolphins of the SLR/IRL feel protected here. The entire 156 mile lagoon has about 800-1000 dolphins.  Just over a hundred live in the southern area full time.

Even though the lagoon provides protection, there are numerous threats to Clover and her friends and family.

1. Boat hits: More dolphins are struck by boat hits in the southern IRL than any other part of the lagoon and unfortunately Clover’s mother Shamrock is raising the calf in the Crossroads area, the busiest boat traffic area in Martin County. Fishing is good in this area so Clover is being taught to fish, like her pod, in these dangerous waters. 2.  Toxicity: Harbor Branch has documented that IRL dolphin have the highest levels of mercury in the southeastern US. As much as 14 times higher than “acceptable” by FDEP. In fact, it is well accepted that the first baby dolphin a mother has often dies as mothers offload acquired toxins into the first baby that are stored in the mother’s fat. Just horrific. 3. Fishing line and hooks: Unfortunatley dolphins are so smart it often gets them in trouble like when they try to steal fish off a fisherman’s hook or curiously tamper with crab traps getting the band stuck over their head and neck.

4. Feeding by humans: One of the worst things that can happen to wild dolphins is for people to feed them, as this behavior teaches them not to feed themselves. (PSA,Don’t Feed Wild Dolphins: (https://www.youtube.com/watch?v=EjHNXbviACk)

5. Lobomycosis: Lobomycosis is a terrible skin disease only know to affect humans and bottle nosed dolphins. Harbor Branch has documented more lobomycosis in the southern IRL (17%) than anywhere in the entire IRL, west Florida,  and SE US. 6. Chemicals: Unfortunately, septic tanks do not filter drugs that we all take and these drugs, antibiotics, even caffeine, find their way into our rivers accumulating  in dolphins. 7. Morbillavirus: Morbillavirus is like dolphin measles. Presently there is an UME or “unusual mortality event” along the east coast of the US and thousands of dolphins have died. If there were contact between a sick oceanic dolphin and our IRL dolphins, our IRL dolphins could contract the deadly disease. 8. Tumors/Papillomaviruses: About 33% of IRL dolphins have been documented to have tumors linked to papillomaviruses.  (Abstract, Papillomaviruses IRL Dolphins, Dr Bossert, Harbor Branch: (http://www.sciencedirect.com/science/article/pii/S0378113512003574)

Most IRL dolphins have an average life span of 25 years – and a maximum life span of about 50 years. Dolphins living in the ocean have a longer average life span by about 15 years. Clover, like all new life, has a mountain of obstacles to overcome, but making  that even more difficult is that, in today’s world, especially in the St Lucie River/indian River Lagoon, bottle-nosed dolphins’ immune systems are compromised due to poor water quality.

Let’s do what we can to help out. Please slow down if you are in the Crossroads, take the time to look around and see if you can find Clover playing in the waves or learning to hunt.  And most important, let’s not  accept the above list of 1-8 as “status quo;” let’s fight to give Clover a chance for a long and beautiful life along the Indian River Lagoon.

1906-2014, Water Depth Changes in the St Lucie River/Indian River Lagoon

If Hugh Willoughby had not been searching for a southern location for the prestigious New York Yacht Club in 1906, we would not have the remarkable hand drawn map above. The New York Yacht Club’s southern headquarters was never established at the southern tip of Sewall’s Point, but we can see the water depths in the area were substantial, at 20 feet, around the tip of the protected west side of today’s High Point subdivision.

I stumbled upon the information about the New York Yacht Club again, because of trying to track water depths in the St Lucie River/Indian River Lagoon over the past century in my mother’s book, The History of Sewall’s Point.

From my parent’s old timer friends, over the years, I have heard stories about the the water depth and clarity being extensive in many areas of the St Lucie River, from Palm City to Stuart to Sewall’s Point, and how over time the sediment, due to canal run off from C-23, C-24 and C-44, has “filled the bottom of the river” in many areas, even forming “islands” north of the Palm City Bridge. C-44, connected to Lake Okeechobee, was first connected in 1923, and then deepened and widened again in the 1930s, and 50s and “improved since.” C-23 and C-24 were built in the 50s and 60s. Tremendous amounts of sediment and pollution has filled the river over time from these once thought “harmless” canals.

Today this sediment fill is often referred to as “muck.”

Anyway, for a baseline comparison of water depths, I started looking thorough my historian mother’s maps and asking questions to my attorney brother, who is a wiz at any type of map old or new, and although I did not get mapping for all of the the St Lucie River/Indian River Lagoon, I did for my own beloved Sewall’s Point. I imagine it is a microcosm of the rest.

Let’s take a closer look:

Comparing the two maps, one can see that the southern tip of Sewall’s Point in the NOAA map is not documented, I imagine because it is too far away from the Okeechobee Waterway. Disappointing. Nonetheless, if one looks at Sewall’s Point’s mid area, across and north of Hell’s Gate (the narrow part of the river) one can see water depth numbers like 19; 15; and 14 feet. Today those numbers on the NOAA chart read 4; 8; and 7.

Looking on the Stuart side, north of Hell’s Gate, the 1906 map reads 10; 8 and 12 feet. The 2014 NOAA map reads 2; 3; and 4 feet. Mind you, the channel has been dredged many times by the Army Corp, and Florida Inland Navigation District since 1906 and this certainly affects depths overall in the river as well. Nonetheless, for me, it is interesting to compare as even the channel depths in this area are no deeper than 11 feet and often more like 8 or 6  feet.

The famous mid 1900s environmentalist editor of the Stuart News, Mr Ernie Lyons, once said “Life too, is a changing river.” I  wonder if he knew how much we were going to fill it in…

The “River Lady’s Neighborhood” along the the Indian River Lagoon

 

I taught middle and high school for many years, and I still have numerous friends in the profession. Last week, I received a phone call from teacher, Maureen Breslauer, whose son now attends Bessey Creek Elementary School in Palm City. She asked if I’d like to be filmed by the school’s media specialist, Kelly Middleton, creating  a River Kidz public service announcement, as the school, headed by outstanding, Principal Defenthaler, has been learning about river issues and were having a T-shirt day. I was grateful to Maureen for the opportunity to share the concept of “River Kidz” through the morning news. The product reminded me of who I am “most,” at heart, a teacher, and very funny in that in “a moment,” I became the “River Lady.” We did it in one take! For any you who watched Mr Roger’s Neighborhood growing up, I think you’ll get a kick out of the video.

The Irony of History, Drainage Districts to Saving Water, St Lucie River/Indian River Lagoon

Canals C-23, C-24 and C-25 were built as part of the Central and South Florida Control Flood Control Project. The project started in the 1940; however these canals were built in the 50s and 60s.
Canals C-23, C-24 and C-25 in St Lucie County were built in the 50s and 60s and are all connected. C-23 and C-24 release into the north fork of the St Lucie River leading to the S. Indian River Lagoon, but C-25 releases straight into the southern central Indian River Lagoon near Taylor Creek, close to the Fort Pierce Inlet.  These canals were built as part of the Central and South Florida Project of the 1940s that came into existence after a very large flood of central and south Florida. One of the things that is hardest for me to comprehend is that my ancestors worked as hard, if not harder, to get the water off the land as I am, trying to keep in on…

According to an article shared by my mother, historian Sandra Thurlow, by Charles S. Miley a newspaper man in Ft Pierce, “prior to the 1920s floods were a common occurrence in the area particularly in the back-coutry.”

The article discusses how a demand for drainage  began to develop  among land owners  as the growing of pineapples was no longer profitable and the people turned to citrus. In 1915 citizens in the area of Ft Pierce “held court” forming the North St Lucie River Drainage District. The headline in the News Tribune paper of 1921 read: ” Drainage of 75,000 Ares of Rich Land Now Under Way.”

I can just see it, “Sam, I think it’s time to form a flood district and utilize our lands.” Go forward just shy of 100 years and the conversation is : “Joe, I think it’s time we get the Army Corp to stop dumping this lousy water into the St Lucie River, ruining my riverfront property values.”

The North St Lucie River Water Control District is still in place today and was created, as all drainage districts of its time,  under the provisions of Chapter 298, Florida Statutes, commonly referred to as the “General Drainage Law of Florida.” Today the NSLRWCD falls under the authority of the South Florida Water Management District that historically began really as the Central and South Florida Project, C&SFP.

In 1945 there was massive flooding throughout central and south Florida so the state and its residents called for federal assistance. Sound familiar? It may if you recall that the Hurricane of 1928 caused an even more extreme reaction and the Herbert Hoover Dike was built around Lake Okeechobee by the Army Corp of Engineers. Thus our federal partnerships today. The one that we complain about all the time…Ironic, isn’t it?

So, I drifted a bit, but I was talking about the Central and South Florida Project. This large project was formed after the great flood of the 1940s and three huge canals  were built during the 50s and 60s as part of this plan: C-23, C-24 and C-25. I drove over them for years with my parents as a kid and had no idea what they really were, I never learned about them in school, and I was 40 years old before I decided I needed to figure them out…

I have not even mentioned the C-44 also known as the “St Lucie Canal” that is further south. This canal drains the basin lands around  it as well as being a dumping ground for “overflow waters” of Lake Okeechobee.

The South Florida Water Management’s web site says that after C-23, and C-24 were built, the north fork of the St Lucie River drained lands approximately four times its natural drainage size! That is not even counting C-44 and Lake Okeechobee. Oh, and by the way in 1892  we opened the St Lucie Inlet  permanently too.

We are living a  world very different than Mother Nature created. From what I’m told she’s moody and a bit irritated. I think I’ll keep working on getting her some of her water back!

The Coral Strand’s Fishing Riches; Today’s Sailfish Point, Along the Indian River Lagoon

How romantic, the “Coral Strand…” Like a string of pearls the riches of Hutchinson Island’s coast strung along the blue waters of the Atlantic and Indian River Lagoon. The crowing jewel, today,  known as Sailfish Point.

The above promotional map by Ben McCoy, brother, of the infamous rum runner, Captain Bill McCoy, highlights some of our area’s best features, most interesting history, and even an excerpt from a novel by Faith Baldwin:

” It was a long jut of land running into the water, upon one side was the ocean, upon the other, an inlet forming a small quiet bay. It was colored like a lithograph, strong blinding colors. The beach was so white that it dazzled, water and sky so blue they seemed unreal…”

If one looks closely at the map, fish of the area are listed around the point: Blue Fish; Sheepshead; Bass; Snapper; Pompano; Spanish Mackerel; and Tarpon everywhere…the Indian River is not noted just as the” Indian River” but the “Famous Indian River,” for fishing of course!

The publication notes that five presidents, Arthur, Cleveland, Roosevelt, Taft, and Harding,  as well as Joe Jefferson, beloved  disciple of Izaak Walton, fished these waters as “who indeed among fisherman has not heard of the famous St Lucie Region, rendezvous for more than half a century for anglers  from all over the world!”

Believe it or not, according to The History of Martin County, the McCoy’s land, today’s Sailfish Point, was listed for $25,000.

It is fun to visit the dream like past, but soon or later, reality always sets in. In the 1950s the Coral Strand was sold to eccentric entrepreneur and Florida Oceanographic Society founder, James Rand, for its limited development the name was marketed as “Seminole Shores.” Later in the 1960s, the the Hutchinson Island property was sold by Harvard University to a group of Boston investors and eventually to Mobil Oil who legally tore the mangroves from the land, scared off the mosquitoes and filled it. Eventually, in the 80s the land was developed as exclusive “Sailfish Point.”

According to Dr Grant Gilmore, most famous for his long career at Harbor Branch Oceanographic, the waters/seagrasses surrounding Sailfish Point, the old Coral Strand, are truly the most diverse in the North America with over 800 types of fish, often growing baby fish, documented in these waters.

It is a crime that during rainy season, the Army Corp of Engineers often releases water from Lake Okeechobee exacerbating the pollution from our local canals killing the seagrasses in these waters, thus fish habitat destroyed. Last year, in 2013,  according to Mark Perry of Florida Oceanographic, approximately 85% of the seagrasses were destroyed.

Yes, this has happened many times, but one day, it may not come back.

For history, for today, we must fight to protect our “Coral Strand,” and our pearl, our incredibly bio-diverse waters…

Lt. Governor, Carlos Lopez-Cantera and the Indian River Lagoon

Last week, I took my fourteen year old niece, Natalie, to a meeting with me, to meet  Florida’s brand new, only seven weeks old in the position of Lieutenant Governor, Carlos Lopez-Cantera of Miami; he is the first hispanic ever to hold this office.

The purpose of the meeting was to “educate” the new lieutenant  governor about issues concerning the St Lucie River/Indian River Lagoon. I had Natalie for Spring Break and since she has  been a member of River Kidz (http://riverscoalition.org) since she was ten, I figured I’d put her to work.

I said, “Natalie, just be honest and polite. Shake his hand, look him in the eye, smile and then tell him how you and your family were affected by the releases from Lake Okeechobee and the other  canals last summer, the “Lost Summer.”

When it was our turn, Natalie went first. She did exactly what I had asked.  She shook his hand, looked him in the eye and smiled saying:” My name is Natalie and I live in North River Shores. Last summer, because of the releases from Lake Okeechobee, my family and I could not use the new wakeboard we got for Christmas, because the river was  off limits with toxic algae blooms.  Also we did not go fishing like we usually do. The water was gross…”

At this point, as there were others standing around listening and waiting to meet Mr Lopez-Cantez too,  I did my typical control-freak move and “nicely” butted in just to qualify a piece of information so my comrades couldn’t claim I was using Natalie for purposes of propaganda.

“Natalie, we should mention, that the other canals were releasing too; you know the C-23 and C-24; the C-23 is the one your sister did her Science Fair Project on…”

Natalie looked and me and the Lieutenant Governor looked at me. Natalie nodded her head, and Mr Lopez-Cantera honestly asked: “Don’t all the canals here connect to Lake Okeechobee?” Silence.

“I’m glad you asked, I  said. It’s all very confusing.” I drew a picture as Natalie explained that C-44 does connect to the lake, but C-23 and C-24 do not. She also explained that the C-23 and C-24 are very polluting canals, but it has been only when the heavy releases from Lake Okeechobee come, on top of the releases from our local canals, that the river goes completely toxic.

I told a story that is well known.  Prior to the releases from Lake Okeechobee, the South Florida Water Management District had taken samples of  toxic algae, “microcystis aeruginosa,”  a type of cyanobacteria,  from Lake Okeechobee at Port Mayaca , and the Army Corp of Engineers knew this,  before they opened the gates at  S-308 and S-80 allowing the water to flow into the St Lucie Canal and St Lucie River/Indian River Lagoon.

I relayed that Mark Perry speaks on this situation often, reiterating again, that the river became toxic not while our own, although they be disgusting  canals, were releasing, but only when the massive water from the Lake Okeechobee was allowed in…

The Lieutenant Governor looked surprised, “Who is Mary Perry? ” he asked. “Mark Perry is the executive director for Florida Oceanographic,” I replied. Mr. Lopez-Cantera wrote down Mark’s name.

Our fifteen minutes were up, I gave the Lieutenant Governor  a booklet of  aerial photos my husband and I took of the river during the summer of 2013; he did a double take when he saw the cover but it was time to go.

Nonetheless,  he did not rush us off, and as we were getting up to go, he told Natalie about being a big wake boarder himself in Miami in younger days. We took a photo for Natalie’s album and then Natalie and I were off to walk the dogs and bake cookies since it was too windy to go to the beach.

I commend the Lieutenant Governor for coming to Stuart and meeting with local stakeholders to learn about the Indian River Lagoon, St Lucie River and Lake Okeechobee. I’m sure he has people pulling at him from all directions, but he came here.

As distasteful as politics is, at the end of the day, change for our rivers will come through the steady work of building relationships. By knowing our politicians, whether they be republican or democrat, the  face to face experience makes it harder for them to forget us when the vote is before them.

I’m hoping when it comes time for a vote, or in the future when the possibility of sending the water south is real, Lieutenant Governor Lopez-Cantera, or what ever his position is at that time, will remember the nice kid named Natalie from Stuart, and her story about not being able to wakeboard in  the toxic St Lucie River during the lost summer of 2013.

 

 

 

 

Restoration of the Kissimmee & Indian River Lagoon

At the request of the Florida and US government, the Army Corps of Engineers channelized the Kissimmee River between 1962 and 1970 to improve flooding that had specifically occurred in 1947. Almost immediately this channelization was recognized as problematic to Lake Okeechobee and the estuaries. In 1997 Congess approved efforts to restore parts of the Kissimmee to its natural design.

With ranch, agricultural and other land purchases that were made in the former flood plains, restoration is/was complex and difficult. Nonetheless the ACOE has completed an approximate twenty mile restoration. This is one of the few great accomplishments made so far to improve the misjudgments of the Central and South Florida Flood Project of 1948.(http://www.evergladesplan.org/about/restudy_csf_devel.aspx)

The problem with the Kissimmee was that it was straightened, let’s try to simplify what has led to the destruction/problems of the Indian River Lagoon by listing what has led to its poor health:

too much shoreline development, building the C-44 canal from Lake Okeechobee to the St Lucie a River, diking Lake Okeechobee, channelizing the creeks that are now the C-23 and C-24 canals, the channelizing of the Kissimmee River, dredging a channel in the lagoon and St Lucie River, runoff from agriculture and urban development that runs into the lagoon, automobiles and the thousands of Department of Transportation canals that also lead to lagoon, causeways that block the flow of water in the lagoon, marinas and boat traffic, fishing line and trash left to harm wildlife, rains that may carry mercury and other pollutants from thousands of miles away, inlets that have been dug and made permanent or at least not allowing the ocean to break through when and where it desired as it did for tens of thousands of years, the invention of synthetic fertilizer and septic tanks, suburbia, herbicides and pesticides and even laundry detergent, drugs and antibiotics that many of us take that seep into the waters of the lagoons causing disfunction to animal life like antibiotic resistant dolphins, (http://www.cehaweb.com/documents/2_000.pdf) the list goes on…

Fixing the Indian a River Lagoon is actually more historic and multilayered than fixing the Kissimmee River. Thankfully we know we have the will to make our government and to make ourselves fix it.

On September the releases were at their worst.

Area canals were also releasing at this time.  This era became known as the “Lost Summer, as waters were toxic for almost three months and visibly disgusting the two months before. These shocking photos taken last summer have helped to keep up the pressure on Martin and St Lucie’s counties legislative delegation and others in both Tallahassee and Washington DC for change along water bodies releasing into the St Lucie River and Indian River Lagoon and future hope for future water storage and a flow way south.

Also, the Stuart News and Scripps Newspapers continues to post lagoon article almost every day. The business community, students, and retired, everyday people are still up in arms.

There are  both short and long term goals to save the Indian River Lagoon and St Lucie River, but the public’s collective memory is the greatest hope for a better future as we advocate, partake, and lobby for clean water.

As you go out this weekend and Spring Break begins for our area young people, recall last year’s late spring, summer and fall when the public  could not go out or into  our area waters.

And when you have a chance, call your local, state and federal officials and nicely ask: “How’s it coming with those  water issues,  and when are you up for reelection?”

C-23 and its Destruction of the St Lucie River/Indian River Lagoon

There are three destructive canals that empty into the St Lucie River/Indian River Lagoon, C-44 built in the 1920s, and  C-23 and C-24, built later, between 1959 and 1961. They all over time have destroyed the health and integrity of the St Lucie River/Indian River Lagoon.

C-23 is the canal that boarders northern Martin and southern St Lucie Counties. It was built by the Army Corp of Engineers as part of the Central and and South Florida Flood Control Project that came into being in a “second” gigantic  round of federal funds invested in Florida after a hurricane and extreme flooding in 1947 because, basically, people had built and started farming in areas throughout south Florida that were wetlands or swamps.  The goal of the canal was to divert waters that would have “gone south,” and possibly even north into the St John’s River to the eastern, coastal waters.  As usual, the ACOE  was very successful at the complete cost of the environment.

Thus the C-23 canal drains a 175 square foot basin that includes parts of Okeechobee and St Lucie Counties that originally did not run into the St Lucie River. Once drained, these lands were primarily developed into citrus groves and other agriculture . According to the Department of Environmental Protection, the “urban land use, at the eastern end of the basin, includes solid waste disposal; light industrial, and golf courses.”

C-23 is a filthy canal. It delivers suspended solids, nutrients, fertilizers, and pesticides such as ethion, norflurazon, simazine, bromacil. Metals such as copper and  lead have also been found in the surrounding sediments with concentrations high enough to “constitute toxicity” to fish, seagrasses,  and other animals. You may recall even recently in the news,  a sheepshead, with a huge pink tumor caught right in this area. My middle school aged niece, Mary, lives across the canal in North River Shores;  she chose to do her science fair project on the C-23 this year and found that the canal had the highest level of phosphorus of the three canals. As she grows up, her generation will be working to fix our and our grandparents’ over zealous accomplishments and mistakes. Although our federal, state and local government claims that we’re “working on getting the water right,” it seems like we could do more and a little faster to help them…

Tallahassee’s Dolphins and the Sadness of the Indian River Lagoon

The last time I was in Tallahassee was I eighteen and there to cheer on the Florida Gators.Today I was there to visit the Capitol and  the city looked very different with thirty plus years under my belt.

I noticed the city was actually quite beautiful, very southern, with magnificent, awe inspiring oak trees, tall stately buildings, and dolphins.

At the back of the Capitol, which today almost acts like the front of the Capitol, there is a large statue called “Stormsong” composed of stainless steel dolphins. The animals seem to soar joyously in invisible waves.(http://www.floridamemory.com/items/show/17019) The large piece is beautiful.

The statue is by Hugh Bradford and is a “celebration of Florida’s wildlife.” A public private partnership, from Florida’s  Bush administration, that was started in 2000 and completed in 2008, made the work possible.

As breathtaking as the statue is, I could not help but be saddened knowing that the dolphins who live in my home town of Sewall’s Point in Martin County are probably the sickest in the state. These dolphins suffer from suppressed immune systems, multiple sicknesses and more than anywhere else, lobomycosis. This has all been written about and documented by Dr Gregory Bossert previously of Harbor Brach Oceanographic Institute. His research states that it is believed the filthy fresh water releases from Lake Okeechobee exasperate an already toxic water system in the southern Indian River Lagoon.

On top of this the northern and central lagoon has had a UME or “unexplained morality event” since 2013 and over 90 dolphins have died, “mysteriously.”

It is time for the Capitol’s politicians to look deep within themselves and out the widows and start working for the irreplaceable wildlife in our state instead of against it.

The River Warrior Plane

On any given day around Stuart, you may hear the buzz of the engine overhead, or see the unmistakeable bright yellow plane fly past; many know the plane as the “River Warrior.”

This plane  is one I never  thought I would fly in,  as I do not like to fly.  In fact, when up in personal aircraft, belonging to my my husband, I am usually saying the Lord’s Prayer and preparing for my death as he rolls his eyes at me. But last summer, the day came when I knew I did not have a choice, that fear had to take a back seat. I knew in an instant that I had to overcome my insecurities, for the benefit of the river.

Then from May, through October 2013 , Ed and I started going up every Saturday, rain or shine and taking photos of the destruction of the St Lucie River and Indian River Lagoon, due to the Lake Okeechobee releases  and C-23, C-24 and C-25 as well. These photos have been shared on Facebook, gone to many state agencies and politicians, have been shared with children in classrooms, and more.

Ed and his friend Scott Kuhns have also  photographed “The River Beach Protest,” “Hands Across the Lagoon,” “Blessing of the Fleet and River,” and other river events. Today, Ed and I  still go up after big rains or just for fun to spot migrating sharks, turtles, manatees, schools of fish, birds, and dolphins.

I do believe the photos of the river’s destruction, and the ones we will take in the future, made, and will make, a  huge difference, in educating, and showing the river’s health, destruction and importance in our lives.

I wouldn’t say I have overcome my fears, and every time we are up there, I  am praying that if something happens we live; but I am grateful  to the little yellow plane for giving me wings to see and to share.  Next time you see it from afar,  please wave and say to yourself, the little yellow “River Warrior….” and if you don’t mind, go ahead, just in case, and say a prayer for me…

Dark waters stained from deteriorating vegetation and full of sediment, phosphorus, fertilizer, pesticides, pet waste and other pollutants seep out into the the St Lucie River from Willoughby Creek in Stuart near St Lucie Boulvard and Indian Street.  After hard rains last week the runoff makes its way to the Indian River Lagoon and St Lucie River. Dirty waters are also rounding the corner here at Hell’s Gate, shown in this photo, from “up stream” at C-44,  C-23 and C-24 canals. This is basin water runoff, not from Lake Okeechobee. One notices the runoff more  as one approaches the St Lucie Inlet, as the incoming ocean waters are bluer and cleaner. During this photo, it was an incoming tide. Lake Okeechobee is not being released into the C-44 canal/SLR at this time. As you can see, even without Lake Okeechobee we are killing the river all by ourselves.  Nonetheless, the last thing we need is releases from Lake Okeechobee during the summer rainy season. Please be vocal to our local state and US delegation in letting  them know “clean water is business” in Florida.  We expect them to vote for policies in favor of the SLR/IRL. As  for ourselves, let’s start doing our own part by slowly removing  turf grass in our yards and replacing it with native and Florida Friendly plantings and thus stop throwing pollutants on our lawns as in the end, all water runs to the river…
