The Myth of Local Runoff, St Lucie River/IRL “Rain Event,” 9-16-15

“From 7 a.m. Wednesday to 7 a.m. Thursday, the heaviest rainfall was reported at the Savannas Preserve State Park in southeastern St. Lucie County, with 7.67 inches. Today I will share aerial photos of the St Lucie River/Indian River Lagoon taken by my husband, Ed, on 9-23-15. I asked Ed to document the after effects of the tremendous rainfall event in the region from September 16th  through the 17th, 2015. After reviewing his photos, the St Lucie River/Indian River Lagoon has dark waters, this is evident, but first, let’s set some things straight….

We hear a lot about “local runoff,” however, it is becoming more and more understood, there is no such thing as “local runoff” for the St Lucie River/IRL…. The canals that dump into the St Lucie River/Indian River Lagoon are regional canals that have been “plumbed” over the past 100 years to drain and dump waters off the lands from as far away as western Martin County, Okeechobee County, and even what used to be the north flowing waters of the St Johns River in Indian River County! Then when things are really bad, since the water can’t flow south, “they” dump the overflow waters of Lake Okeechobee into the St Lucie River to boot.

The poor St Lucie River is inundated with “everyone’s water” not just “its own.”

It is critical that we study and understand what happens in our area after a huge rain, with or without the “extra-extra killing waters of Lake Okeechobee.” Why?  Because maybe, just maybe, if the SFWMD, ACOE, as well as state and federal politicians will see how much the river is already suffering, they will do all they can, “not to kill it more.”

So here are Ed’s photos, taken one week after the rain event. It takes the water coming in through the canals some time to move through the St Lucie River;  I imagine a lot had already exited the St Lucie Inlet. The 23rd was the soonest Ed could “get up in the air.”

I am thankful to my husband, as for me going up in that plane? It is really amazing to be flying,  but also very stressful. Somehow to me it seems God only meant for birds to fly….

At least with the Cub, I feel like if something ever happened, over the ocean anyway…. we could just jump out!

Today’s blog is a review of something we have been talking about for a long time now. Something that is in the news once again. The C-44 Storm Water Treatment Area and Reservoir, a component of the Indian River Lagoon South, CERP project.

Today we will break down this project into chucks so we can understand what is happening, and what has already happened, and clarify some terminology.

The term “C-44” can be confusing as C-44 is a canal but is applied to others things and used as a “nickname” for an entire, multi-layered project.  First, the C-44 is a canal that was built from 1915 to 1923 by the flood control district of the era and later by the Army Corp of Engineers. This canal has dual purposes. It allows water from the C-44 basin to run into and be released into the North Fork of the St Lucie River, and it allows overflow water from Lake Okeechobee to be released into the North Fork of the St Lucie River. “All this water” plasters the bottom of the estuary with silt and pollution from surrounding lands, in this case mostly from agricultural runoff.

There are two structures along the C-44 canal that release the water: structure 308 (S-308) at Lake Okeechobee, “Port Mayaca,” and S-80 at St Lucie Locks and Dam in Tropical Farms.

Believe it or not, the canal can “run in both directions, dumping water to the lake or to the St Lucie. The ACOE is in charge and works together with the South Florida Water Management District to manage this canal that is part of Florida’s history for “water supply” of agriculture and “flood control” for agricultural lands that later became populated by people other than just farmers…..

So the “C-44 STA/R.,” as I will call it, has been in the works conceptually since the Comprehensive  Everglades Restoration Plan or CERP that was agreed on by stakeholders in 2000. There are/were 68 project components of CERP, none are 100% complete. C-44 STA/R is part of  “Indian River Lagoon South” a part of CERP that got a jump-start in 2007 and moved up on the list of 68.

Why haven’t all these projects been approved and funded? In the insane and fickle world of federal and state politics there is never a guarantee. So the ACOE and SFWMD live in a state of flux as do we, the public. This is why we must fight so hard, elect the right legislators, and “never give up.”

Martin County and the public have done a great job supporting the SFWMD and advocating for the C-44 STA/R. As reporter, Tyler Treadway, stated in his recent Stuart News, article: “The C-44 project began in 2007 when the South Florida Water Management District spent $173 million and Martin County kicked in $27 million through a special 1-cent sales tax to buy and clear 12,000 acres for the facility.”

In 2011, after a couple of false starts the ACOE held a groundbreaking for the C-44 STA/R project. This was a happy day. I was mayor of the Town of Sewall’s Point at the time and participated in the groundbreaking event. This was Contract 1 and there are many components to this contract, but the most visible one is the building of the INTAKE CANAL from C-44 canal into the interior of the lands where the STA and Reservoir are to be built.

As you can see from this breakdown the project below, C-44 STA/R has multiple “contracts.” This is why we keep hearing about it “again and again.”  The chart below is very helpful in understanding a timeline of the contracts. Each is funded separately. For fun, I have also included some pictures of the 2011 groundbreaking event. You can see how many people involved are not “here” anymore….

OK so now fast forward to 2013. A year that rings like torture for those of us who lived here in Martin and St Lucie Counties during that time. It was the “Lost Summer” when the waters of Lake Okeechobee and C-44, C-23, C-24, and C-25 just about killed us and did kill our economy and the St Lucie River Southern Indian River Lagoon. It was during this time that Governor Rick Scott and the state legislature put 40 million towards “the C-44” to speed up construction of the STAs. This was wonderful cooperation between state and federal agencies. Entities that sometimes are at odds. This cooperation shined light on the agreed importance of improving water quality in the St Lucie River/Indian River Lagoon system, a yes…it WAS an election year! 🙂

There were also other local politicians that were very vocal and helpful during this 2013 time. Florida Senator Joe Negron; Congressional Representative Patrick Murphy, there were others too like Senator Bill Nelson; Senator Marco Rubio even visited- and others….the public though was what really shined as they rallied and advocated on behalf of the river.

Now we are hearing about C-44 STA/R in the news AGAIN. So what are they talking about now? They are talking about the next part of the “contract sequence,” or phase…this time to build the reservoir as seen in light blue below. This is where the water will  be held before going to he STA to be cleaned before again being released into the canal and then the river….

So what is all of this going to look like when it is done, and when might it be done? This chart shows the end date as 2020.

So as you can see, the building and funding of the C-44 STA/Reservoir is not an event but rather a story. “Reaching the finish line” includes many chapters….Considering so many other Everglades Restoration projects are not even close to getting this kind of attention and funding is something we must appreciate and be proud and thankful for.

What we must also understand is this is just the beginning and will not alone fix our water problems. In a bad year maybe 1.5 to 2 million acre feet— (one foot of water on one acre of land) ——-of water goes into Lake Okeechobee from the Kissimmee River alone. This amount of water is basically unfathomable. Picture all the water that used to be on the lands of central Florida each wet season before we drained them and straightened the Kissimmee River….not to mention “Disney”….

And since the Everglades Agricultural Area (EAA) south of Lake Okeechobee blocks the flow of water south to the Everglades this water is redirected to the St Lucie River/IRL and to the Calooshahatchee. The C-44 STA/R is meant to clean water from the C-44 basin alone. A reservoir of 50,600 acre feet will help the C-44 basin problems but not the releases from Lake Okeechobee. Only an outlet south of the lake, and a tremendous amount of storage can do that. —-So in essence, our race has just begun…

Update: Our Deadly Canals, and the “Kiss of Death,” Lake Okeechobee, SLR/IRL

On Wednesday, my husband Ed and I sat down for dinner. “Did you see my photos of the river? He asked.

“No, I’m sorry, I haven’t looked at them yet…”

“They are pretty dramatic,” he replied, taking a swig of his Lagunitas.

I didn’t think much more about it, but later that evening, when I reviewed his shots, I understood.

Today I will share Ed’s recent photos of the Indian River Lagoon and St Lucie River that he took on Wednesday, September 2nd between 11:30AM-1PM. The first set of photos are from the Ft Pierce area around Taylor Creek where canal C-25 dumps into the IRL near Ft Pierce Inlet. C-25’s discharge can also be from C-24 or C-23 as they are all connected and can be manipulated to flow in different ways by the South Florida Water Management District. C-25, C-24 and C-23 ARE NOT connected to Lake Okeechobee. These photos are just showing rain runoff and all that is carried along with it and brought in by rising ground waters.

I believe there have been recent improvements made at Taylor Creek (C-25), but perhaps there should be more as the outflow still looks like an oil spill. A cocktail of agriculture,  development, residential, and road runoff….a “river of death…”

Once a  reader wrote me saying,” Jacqui I like your blog but when it rains anywhere in the world there are these freshwater plumes….you are being misleading….”

I nicely replied. “I agree there are freshwater plumes all over the world, but I have to say, ours in the SLR/IRL region are beyond freshwater-soil plumes…they are deadly, full of heavy pollution. You can read it on agency web sites if you look hard enough…It is unnatural…and it is killing the St Lucie River/Indian River Lagoon.”

This second set of photos is from the same day, but further south along the Indian River Lagoon where it meets the St Lucie River at Sewall’s Point. Here you will see a plume at Hell’s Gate, not so dramatic as the C-25 plume, but a definite plume nonetheless.

The ACOE did recently dump BASIN runoff from around the C-44 canal (see map above) in preparation for ERIKA, but they DID NOT dump from Lake Okeechobee. In fact the canal is higher than the lake. I think this blog makes clear we have enough problems even with out releases from Lake Okeechobee.

Well, hope you learned something.  Have a good Labor Day weekend as we honor the American Labor Movement and the contributions laborers have made to the strength, prosperity, and well-being of our country. —Sounds like just who we need to rework our canals….

Thankful for Blue Water; Wondering About Our Seagrasses–Summer 2015, SLR/IRL

As we all know, until last week, it has been raining a lot! Almost daily it seems the grey clouds gather and beat their chests threateningly; most often making good on their promise. This past week was the first time in a long time, my husband, Ed, could get up in the Cub and photograph the river. I will share these photos today.

Following are two sets of photos; the first Ed took on Thursday, August 20, 2015, and the second set were taken by Ed and friend Scott Kuhns, Sunday, August 23, 2015.

The point of the blog is to share the photos, and celebrate our 2015 “clearer waters” near the Indian River Lagoon’s southern inlets, but also to feature the weaker-looking “rain-event, fresh-water plumes.” You may recall the wretched, horrific looking plumes of the Lost Summer of 2013 during the discharges from Lake Okeechobee and area canals? Here is a photo to remind you taken in September 2013:

2015’s summer rain induced plumes do not include Lake Okeechobee releases, or the other conditions of 2013; this summer’s plumes are not as severe looking as 2013’s as you will see. Thus we have “clear water,” even when there is a lot of rain.

Last, I ask you to note the photos of the seagrasses around the Sailfish Flats area between Sewall’s Point and Sailfish Point. I am no scientist, but I think they look awful. Recently, I was told having some algae on the seagrasses is good in that when they are exposed during low tide they are protected from the burning sun. That is nice to know. Nevertheless, they look weird. Like there is too much algae; they do not look healthy. They appear grey and sickly. It is obvious they are not recovered yet from 2013 and before.

I do not have a “before aerial.” but this photo from the St Johns River Water Management District show up close what healthy seagrasses look like and I do not think ours look anything like this right now.

So here are the photos, enjoy the clearer water thus far this summer, and please stay on the Water Districts and politicians noting that clear water doesn’t mean healthy seagrasses. We have a long way to go!

Comparing Color Change, St Lucie River/Indian River Lagoon

Of course when it rains the waters of the St Lucie River/Southern Indian River Lagoon get darker due to runoff into the river. But unless it keeps raining, the water will clear up. The government likes to call this water “storm water.” This is all of the water that flows into the river from people’s yards, roads, agriculture fields, etc….

Lately it seems to me, our recent storms, like yesterday, and a few days before have concentrated  right along our coast. I am not certain, but I looked on the South Florida Water Management District’s website and it did not appear that C-23, C-24 and C-25 were open or if they were it was not a lot.  To check C-44 you have to go to the ACOE website; it is definitely not open. So I think most of what we are seeing right now in our river is runoff from the lands closest to the coast not necessary connected to canals. You can see a basin map below.

So anyway, the photo above with the murky-grey colored water was taken yesterday 7-22-15;  it was an outgoing tide; and it was around 11AM. Thank you Ed!

Today, I will share some of Ed’s photos and then compare others from when there was some rain, and the  ACOE was dumping into our river JUST FROM LAKE O, and others from very rainy times when dumping from Lake O and the area canals of C-23, C-24, C-25 and C-44 by ACOE/and SFWMD was “constant.”

THIS PHOTO BELOW IS FROM July 14th, 2015,  a week ago.  It had not recently rained and my yard was bone dry.  It was an incoming tide. Sewall’s Point and confluence of SLR/IRL appears very “blue.” It is beautiful although seagrasses and the benthic community are still “recovering.” Blue does not mean the river is “healthy,” but BLUE IS GOOD.

THIS PHOTO BELOW IS DATED  May 18th 2015. This is the tip of South Sewall’s Point looking towards the St Lucie Inlet and Jupiter Narrows. Sailfish Point is under the wing. It was not raining much at this time in March of 2015, but the ACOE/SFWMD was dumping from Lake Okeechobee because the lake was “too high.” The river looked brown and gross.

Ironically, now we appear to be on the verge of a serious “water shortage”….too bad there isn’t a place to store this water somewhere north and/or  south of Lake O….that the ACOE and AFWMD dump during the dry season trying to get the lake down in case there is a hurricane….The agriculture community could use that water now as could the Everglades, Miami/Dade, wildlife etc…..the C-44 STA/Reservoir is wonderful and we are thankful but it is only for C-44 BASIN RUNOFF not Lake O.

This  was September of 2013 during some of the highest releases from Lake O and C-23, C-24, C-25 and C-44. This is when the river was toxic and there were signs not to touch the water. It is very dark brown. Too dark.

THIS DISGUSTING SHOT BELOW is of the St Lucie Inlet with Sailfish Point foreground. This photo was also taken in September 2013 during very high discharges from Lake O especially and the C-23, C-24, C-25 and C-44. Yes. It was raining! And certainly coastal storm-water runoff not going into canals as seen in the photo at the beginning of this blog was also included. It was all horrible, but the biggest single overdose during this time was from Lake O.

At this time our river was almost black in color and had a strange consistency due to all of the sediment and pollution in the water. During this year of 2013 our river lost about 85 percent of its seagrasses and ALL of its oysters.  The releases lasted from May through October. Salinity was way down and 0 in some places. Algae blooms, toxic in nature, were documented from Palm City to Stuart to Sewall’s Point. The Sandbar at the mouth of the inlet was posted as a health hazard area by Martin County. Real estate sales were lost and animals were absent; it was a true state of emergency as filed with the state by many local governments.

We live in a state of unbalance.

South Florida is a swinging pendulum of too much water and not enough water. It makes no sense. We waste water, yet we encourage more people to come to South Florida when do often don’t have enough as it is because we are dumping it all…

We want things to be like they were in 1970 and 80….

We want to be the sugar and vegetable basket for the world, and have everyone move here… Well no matter how much sugar we produce, or how many houses we build, “we can’t have our cake and eat it too.”

We need more storage south and north of Lake Okeechobee. If we can engineer to send a camera to photograph Pluto 2.7 billion miles away,  can’t we fix things here at home?

Well, unless we can figure out how to live on Pluto, we are going to have to—

“X Marks the Spot,” The Connection Point of the C-44 Canal/South Fork of the St Lucie River

Over time, some of the most obvious things become forgotten…such was it for me with the original connection point of the C-44, or “St Lucie Canal,” and the South Fork of the St Lucie River.

I have actually written about this before, but I came across the survey maps that really proves the point so I will share today….

Florida’s early flood districts and soon after, the Army Corp of Engineers, ACOE, were tasks by the state of Florida and the people to build the St Lucie Canal which came to be known as the C-44 canal.  Today, this canal, that connects lake Okeechobee to the St Lucie River is one of, if not the greatest overall contributor, to the death of the St Lucie River that at its “end” blends together with  the southern Indian River Lagoon. (See DEP link at end of this blog.)

After coming across some of my old, filed information lately, I stumbled upon this question of location that I was particularly interested in about five years ago. With the help of Sandra Thurlow, my mother, a historian, and famed surveyor  founder–GCY, Chappy Young, “X-marks the spot” was finally really identified.

Mr Young’s survey map below shows the location. The easiest way for me to “see” it, is to note the almost figure 8 shape in the South Fork at the bottom of this survey sheet which is the same one in the photo above. So the location is northeast of this area close to where Four Rivers subdivision is located today.

I think it would be a good idea if the county put a sign up. Don’t you?

What is really weird to me is how “perfectly” the canal blends into the beautiful swerving South Fork. As so many things in life, It is not easy to see where one stops and the other starts….

Spoil Island History, Martin County, A Time Capsule Flight–Indian River Lagoon

For today’s post, I am partnering up with my younger brother, attorney, Todd Thurlow. Todd, as all members of my family, is intrigued by history and maps. As he is a technology buff as well, he has learned to use Google Earth Pro (in this case a trial version) to superimpose old maps over today’s Google Earth aerials. The effect is amazing in that one can literally “see” the changes over time in land, shoreline, and in today’s case, IRL spoil islands. The islands that one sees in the IRL are not natural, they are dredge fill from the creation of a channel with its government beginnings in 1881. This includes some islands that are now exclusive neighborhoods, such as Island Edition and Archipelago, in Sewall’s Point. Fortunately, the birds got one too–“Bird Island” now a Critical Wildlife Area, (CWA) or MC2. MC2 is located just north, off the Archipelago.

Today our channels are managed by FIND, the Florida Inland Navigation District.

1881: Florida Coastline Canal and Transportation Company was formed

1887: Aerial shows no spoil islands in IRL

1890: Dredging complete from Haulover Cut in Merritt Island to Jupiter

1892: Locals dig St Lucie Inlet by hand

1920: No spoil islands east of Sewall’s Point. US ACOE recommends dredging 8 feet deep and 75 foot wide from Jacksonville to Miami

1930: ACOE increases recommended width to 100 feet from 75

1935: Work complete-8 feet deep and 100 feet wide channel

1940: USDA map aerial shows spoil islands deposits on east side of Sewall’s Point (these became Island Edition and the Archipelago developments among other things…)

1963: NOAA chart shows new channel but no new islands still on the EAST SIDE of the channel off of Sewall’s Point

1965:  ACOE work complete– based on 1945 and 1960 determinations

1970: Aerial finally does show spoil islands on EAST SIDE of channel off of Sewall’s Point from dredging/channel projects

1970: Aerial reveals, if one looks closely, that the smallest of the spoil islands to the EAST of the channel off of Sewall’s Point has since disappeared….

SFWMD Recommends Against Approval of Sugar Hill, An Aerial Tour, St Lucie River/Indian River Lagoon

On Sunday, a beautiful day, Dr Shawn Engebretsen flew my husband and I, in his Piper Lance, to get a “higher view” of the  proposed Sugar Hill Sector Plan around the area of Clewiston in Hendry County and to get a shot of its heart, Airglades Airport.

I decided to continue this planned trip even though on Friday, October 3rd, the South Florida Water Management District (SFWMD) sent a letter to the state land planning agency “recommending against approving the proposed Sugar Hill Sector Plan, DEO #14-3SP, as it does not provide sufficient information to show that future Everglades restoration efforts will not be harmed…” The letter goes on to give additional comments on flood protection, pollutant loading , irrigation sources, and ecosystem restoration.

Kudos to the SFWMD!

Nonetheless, we must keep a close eye on this the project as it still has other state reviews and could resurrect itself at any time depending on timing, politics, and money.

So let’s go!

The most interesting way to fly to Clewiston from Witham Airfield in Stuart is to follow the C-44 canal from the St Lucie River to Lake Okeechobee and then fly to the southern edge of the lake. In doing so one sees the towns/cities of Canal Point, Pahokee, Bell Glade and South Bay on the easterly and southern side of the lake and Clewiston and Moore Haven further west.

It is a huge place out here and time and space somehow seem enlarged, like in the American West. The distances are vast and it takes a while to get one’s bearing.

After about thirty minutes, passing Pahokee and Bell Glade, hugging the southern edge of Lake Okeechobee and looking out toward the horizon one finally one sees, emerging out of the smoke of its processing plant, the historic city of Clewiston.

In the photo above one sees the sugar processing plant (smoke), the old Clewiston Airport which is no longer functioning, parts of the city and the agriculture lands south. The sector map below shows this same area but looking straight on. Clewiston is the gray square at the edge of the lake.

Continuing, the next landmarks out in this open agricultural land, one sees the Airglades Airport and Highway 27 turning north. This area would be the “heart” of a Sugar Hill development. Right now there is just the air strip and miles and miles of agricultural lands. I believe many in this area are citrus.

The third area on the far western edge of the proposed Sugar Hill development has Lake Hipochee as a landmark. Lake Hipochee was the headwaters of the Caloosahatchee River that Hamilton Disston put a canal through and dynamited its waterfall in order to lower Lake  Okeechobee in the late 1800s.  Although the lake appears as “a lake” on maps it has been destroyed by drainage and is now a sprawling wetland.

So hopefully this little tour has helped you get your bearings and not totally confused you.

Why do we need to know about this?

Basically many of these option lands need to be purchases by the state by October, 2015 for Everglades restoration and or trading for other lands, to create a “flow way south.” Otherwise certainly, in time, there will be one more sprawling city in the area of the historic Everglades blocking it regaining a healthy future and water supply for south Florida. Personally I believe the way to build an economic future for the people south of the lake is through Everglades restoration not development.

But presently, the state does not want to buy these lands as they say there is not enough money to manage them and the purchase would impede on the continuation of projects already in progress.

I believe this to be true, but sometimes you’ve got to take advantage of an opportunity before its gone. Sometimes you just have to “do it,” or you never get another chance.

Finding Out How Much Discharge is Killing Our SLR/Indian River Lagoon and Where it’s Coming From

The river looks awful right now as the photographs taken Saturday, 7-19-14, by my husband show. Why? They are not even discharging from Lake Okeechobee…yet.

We have terrible problems with our local canals and adding the Lake discharges on top of it is a crime. The state, federal and local governments are working slowly to improve the situation through CERP (Central Everglades Restoration Project) projects but improvement is very expensive and cumbersome.(http://www.evergladesplan.org/pm/projects/proj_07_irl_south.aspx)

The C-44 Storm Water Treatment Area/Reservoir the governments are working on now will cost millions of dollars and store only some of the discharges from the C-44 we are getting today. But there must be more. We must learn more. We must keep pushing and helping our governments move along.

The best way to do this is to know how to read the information on water discharges yourself.

Last summer, when the discharges from Lake Okeechobee threw our already ailing river into toxic status, Boyd Gunsalus, one of the the leading scientists (and certainly coolest) at the South Florida Water Management District, showed me how to find the water discharge statistics, and  today, in case you do not know, and are interested, I am going to show you.

FIRST THE LAKE AND C-44 BASIN

This link (http://w3.saj.usace.army.mil/h2o/reports.htm) of the ACOE at Lake O. will show you the level of the lake, and whether the ACOE is releasing from the C-44 canal, and or Lake O.

Go to the site above and on the right hand side you will see, St Lucie Lock, S-80 Spillway. Click on it. A chart will come up arranged by dates. (The data is always one day behind.) Look for FLOWS CFS (cubic foot per second) in the 3rd column. Today’s is 260 cfs. : 20JUL14  14.46  0.58  260 0. 00  270  0.0 7 30.07  1018. 2 0.00

Now go back to the same link and look at, Port Mayaca Lock, S-308 Spillway. Click on it. Again look for 3rd column, FLOWS CFS.. Today reads “0.” The gates from the lake to C-44 are not open. 20JUL14  13.55  14.40  0 0.00  270 0.0  9 30.04  1017.3  0.33  0.00

Now if both S-80 and S-308 are open you have to add the numbers together to know how much total cfs are coming into the SLR/IRL. And to figure out how much water is coming in just from the lake, subtract the S-308 number from the S-80 number which will always be larger.

To learn how high Lake O. is go back to the link, go to the chart and hit CURRENT LAKE OKEECHOBEE LEVEL. Today it is 13.66 feet. “Current Lake level is: 13.66 (ft-ngvd)”

OK, now for C-23, C-24 and C-25.

Now, go to this link, the SFWMD’s web site: (http://www.sfwmd.gov/portal/page/portal/sfwmdmain/home%20page) 1. Look for the tab “Managing and Protecting Water;” look under and to the left of this tab for a small title reading “Scietists and Engineers,” click on this and go to LIVE DATA. 3. Go to the top link “Water Conditions-Regional Realtime Data, Status of Water/ Control Gates.” 4. Go to FT PIERCE and click right on the Ft Pierce link. A confusing chart will come up.

Look for these things:

1. S-49. S-49 is the opening for C-24.

2. S-97. S-97 is the opening/gate for C-23

3. S-99. S-99 is the gate for C-25.

Mind you C-23 and C-24 run into the St Lucie River’s north fork and main area and C-25 dumps directly in the IRL at Taylor Creek close to the Ft Pierce Inlet. So C-25 is not coming through the SLR and St Lucie Inlet like the rest of the sludge but it is important to know C-25 too as it is heavily destructive to the IRL.

OK, if you have been able to follow me so far. Once you open the SFWMD pages and get to FT PIERCE and see the weird chart, find the corresponding gate numbers I gave you above, and click on the the second row’s PLOT little box and arrow. Once this opens up, you will see a chart corresponding to discharges that looks like a wave or like boxes. The hight of the box or wave corresponds to a number on the left side of the chart. For instance: Today, S-49 (or C-24) is 450 cfs; S-97 (or C-23 ) is around 350cfs; and S-99 (or C-25) is around 100 cfs.

(I know there are a duplicate gates sometimes but I ignore them and  just read  one. They seem to say the same thing.)

Now to add up the cfs for “today:”  C-23=350; C-24=450; C-44 at S-80 =260; S-308 from lake, 0. Today’s total incoming discharge water is around 1060 cfs cubic feet per second coming into the St Lucie River/Southern Indian River Lagoon.

Last week it was twice or three times this much. The discharges occur after it rains, long after and then finally slow down like they are now.

The City of Port St Lucie, a city along a dying “Aquatic Preserve” of the St Lucie River/Indian River Lagoon

Wow, look at this!  A 1957 aerial photograph of the beautiful North Fork of the St Lucie River and its surrounding virgin lands that would incorporate as the City of Port St Lucie in 1961.

This Aia Indian and Seminole wilderness became spotted with many ranch lands but there was foresight for “protections” for some areas as it was beloved by hunters and fisherman and “just people” that wanted to protect its resources. It was full of wildlife on land and in its waters, which had been considered the best mostly “fresh water” fishing in the area for decades.

In 1972 local, federal and state agencies led by the Florida Department of Natural Resources cooperated to declare the North Fork of the St Lucie River an “Aquatic Preserve.” And in 1984 the Department of Natural Resource, which merged into today’s Department of Environmental Protection, created a management plan for the area. The plan states:

“The preserve is one of the last remaining freshwater/estuarine wilderness areas in this region of Florida. The major objectives of the aquatic preserve management program are to manage the preserve to ensure maintenance of essentially natural conditions, and to restore and enhance those conditions which are not in a natural condition. Management will also be directed to ensure public recreational opportunities while assuring the continued propagation of fish and wildlife.” (

I don’t know why really, but this plan was not implemented and unfortunately the area of the North Fork’s headwater’s at Five and Ten Mile Creek were contaminated by agricultural pesticides in 1995 in a formal document by the Florida Department of Environmental Protection. (

) In 2002 the St Lucie River including parts and beyond the “aquatic preserve” was designated an “impaired water body” by the same agency  in 2002. (

All the while the city of Port St Lucie grew and grew…

According to the US census there were 330 residents in 1970 and 88,769 in 2000. In 2012 there were over 250,000 residents. 

Over the years, the city and agencies did not pay attention to  how developers and people developed their homes along the river, and many were developed go right up the the shoreline of the Aquatic Preserve as this photo by the FDEP shows. This is how fertilizers and pesticieds run right into the water. Not smart.  (

The State of Florida projects that the City of Port St Lucie is to have have 400,000 residents by 2025. Presently with over 250,000 residents, they are the state of Florida’s ninth largest city.

As odd as it sounds, this population may be a key to turning things around for the St Lucie River/Indian River Lagoon. Our Treasure Coast area never had enough votes to get much attention until recently and some of the St Lucie city and county commissioners are some of the most vocal in the the Save the Indian River Lagoon movement.

Why the state and federal and local agencies allowed the degradation of lands they spent an enormous amount of time protecting is pathetic. As usual there is only one hope for change, the people pushing government to save what’s left and find ways to let the estuary recover, may be the only answer to saving the St Lucie River/Indian River Lagoon.

 

Aerials, “Never Forget the Lost Summer” St Lucie River/Indian River Lagoon

On September the releases were at their worst.
 Aerial photos of releases at St Lucie Inlet, Sewall’s Point and Jupiter Island at the height of releases from Lake Okeechobee. Area canals were also releasing at this time.  This era became known as the “Lost Summer, as waters were toxic for almost three months and visibly disgusting the two months before. The releases themselves began May 8th and stopped October 21, 2013. (Photos taken in August/September by Jacqui Thurlow-Lippsich and Ed Lippisch )

These shocking photos taken last summer have helped to keep up the pressure on Martin and St Lucie’s counties legislative delegation and others in both Tallahassee and Washington DC for change along water bodies releasing into the St Lucie River and Indian River Lagoon and future hope for future water storage and a flow way south.

Also, the Stuart News and Scripps Newspapers continues to post lagoon article almost every day. The business community, students, and retired, everyday people are still up in arms.

There are  both short and long term goals to save the Indian River Lagoon and St Lucie River, but the public’s collective memory is the greatest hope for a better future as we advocate, partake, and lobby for clean water.

As you go out this weekend and Spring Break begins for our area young people, recall last year’s late spring, summer and fall when the public  could not go out or into  our area waters.

And when you have a chance, call your local, state and federal officials and nicely ask: “How’s it coming with those  water issues,  and when are you up for reelection?”
